Subject: Growing Threats in the Unknown Regions

Your Excellency:
Recent surveillance operations carried out by the Politorate have recently uncovered numerous growing threats to the Final Dawn that have been allowed to fester within the Eastern Unknown Regions without interference since the collapse of the Brotherhood of the Maw in the form of potentially belligerent local factions. If left unchecked, these factions could one day end up overwhelming the Final Dawn should they ever turn their attention towards us, although as of now it would seem that these factions are focused inwards focusing on re-construction and consolidation especially after the devastation brought upon them by the former Brotherhood of the Maw and by extension the Final Dawn in its capacity as a subgroup of the Brotherhood of the Maw.

While there are a multitude of factions and organizations that operate throughout former Mawite Space, there are three specific groups of interest that will be the focus of this report, each of them posing an immediate threat to interests of the Final Dawn in both the short-term and potentially in the long-term plans as well. However, as for the other factions and organizations, they will remain under the constant surveillance of the Politorate with further reports to be provided should these factions end up becoming a serious threat to the Final Dawn. As for the three factions mentioned earlier, they include:


Every single one of these factions have been observed as having established a considerable presence within the Unknown Region in recent times with each of them most likely holding a belligerent attitude towards the Final Dawn due to previous opposition throughout the Second Great Hyperspace War especially given that the Final Dawn played a key role in pivotal events that have had severe effects on these organizations such as the Destruction of Csilla, the Lao-Mon Genocide and the Devastation of Noris. As such it is my recommendation that if the Final Dawn is to secure and consolidate its position within the Unknown Regions, these threats would first have to be neutralized through any means necessary. However, it should be noted that both the Chiss Ascendancy Remnant and the Lao-Mon Planetary Defense Forces are essentially observer states within the Galactic Alliance having sent Ambassadors to represent their interests which may end up becoming a major obstacle in accomplishing such a task.

In order to facilitate the neutralization of these potentially belligerent groups, we have managed to compile a list of planets within former Mawite Space from which these factions have been known to have established a considerable presence on, which are the include the following:

Should the Final Dawn take action against these factions i recommend that these planets be targeted first in order to rapidly diminish the threat they potentially pose to the Final Dawn and prevent any major retaliation against the Final Dawn itself. As for what course of action should be taken against these groups, I'll leave the specifics to you and the Central Committee although whatever choice his excellency makes, i would additionally recommend that such action be swift and decisive and be taken with extreme caution as to prevent the intervention of the Galactic Alliance, which could spell disaster for any serious efforts to secure the Final Dawn's position within the Unknown Regions.

Your Excellency:

At your request, I have analyzed and catalogue your previous diplomatic overtures since your ascension as the High Regent of the Final Dawn in order to develop an overall strategy from which we can pursue in order to ensure the re-emergence of the Final Dawn now that our enemies within the Core Worlds, Tingel Arm and Outer Rim are all preoccupied with other matters.

With the official name of Project Resurrection, this strategy will be split into numerous phases from which we will begin to gather small groups of interests whom we have established contact with and begin the process of integrating them into the umbrella of the Pure Order Initiative in order to further increase its influence and strength as well as to ensure that in the event of an early conflict with any of our rivals, we will have more assets at our disposal from which we can wield with efficiency against those who will dare to oppose us.

As part of the First Phase of Project Resurrection, I have identified two groups of interest, both of whom you previously made contact with shortly before the Galactic Alliance's Final Offensive against the Maw in a summit at Damascus Station. These two groups have been identified as the Damascus Station Group, the Clan Gred Group, with both having proclaimed their interest to work with the Final Dawn although no form of collaboration has occurred between these groups and the Final Dawn beyond the summit.

Through Phase One of Project Resurrection, we would move forth to re-establish contact with these groups and proceed to execute some of the talking points that were discussed during the Summit in order to reach mutual goals and ensure the future collaboration of said groups. If successful, not only will this further strengthen the Pure Order Initiative, but it would enable us to use this as a template from which we can further expand our reach through similar methods, ensuring the gradual growth of our operation until the time has come for us to directly challenge our foes.

That being said, here are the files containing all available information regarding these groups of interest including active members, locations, assets, the known information regarding the group along with their relation with other factions and finally a rating determining the potential difficulty of integrating them into our larger organization with Very Low being Extremely Difficult and Very High being Extremely Easy:

Known Information : The Damascus Station Group is solely comprised of elements of the Nomadic People's Coalition, a religious orginization with strong corporate connections with it's religion known as the Navis Sacra being based around the worship of the starships it's practitioners travel in, treating them as living beings. Since the conclusion of the Second Great Hyperspace War, the Nomadic People's Coalition have maintained cordial relations with the Final Dawn, especially with a resurgent Sith Order and Mandalorian Enclave growing near the area in which they are based on. Already they have sought protection from the us against potential threats and have offered to grant us access to the massive shipbuilding facilities on Damascus Station, in addition to having supporting our efforts during the Battle of Exegol, making them a valuable potential Ally.

However while they may be amicable towards the Final Dawn, in order to ensure their support for our future operations it is vital that we fulfill our many commitments to the Nomadic People's Coalition, including providing them with sufficient forces for defense against possible Sith or Mandalorian incursions as well as finding a new place for the relocation of Damascus Station which meets the necessary criteria to sustain it's massive power consumption or alternatively developing a new power generation method that could sustain the Station's immense power consumption. If we can fulfill these two commitments, then the integration of the Nomadic People's Coalition is most likely guaranteed as they will be able to practice their faith with little concern of outside threats and the future of their home.

Known Information : The Clan Gred Group is solely comprised of elements of Clan Gred, a small Mandalorian Clan which nevertheless wields a significant Military Force, maintaining a small presence within both former Mandalorian Space and Enclave Space. They have been historically opposed to the Sith Regimes of the past and are known to possess a light-side aligned sect of Force-Users at their disposal, which highlights a major ideological difference between Clan Gred and the Final Dawn. While they have expressed some form of interest in working with us, members of Clan Gred have also been spotted supporting both the Rimward Trade League and the Mandalorian Enclave, with the leader of Clan Gred, Mig Gred having even accepted the Rimward Trade League's Marque of Reprisal Letter which has marked the Final Dawn as an approved target. In addition to this, we have reason to believe that Clan Gred-aligned Privateers supported the Trade League and Eriadu against us at Seswenna although we have yet to identify whether they truly partook in this action or not.

Regardless, given the vast differences in ideology as well as their connections with rival factions to the Final Dawn, integrating Clan Gred into the framework of our orginization will prove to be somewhat of a challenge as it is highly unlikely that they will be willing to abandon these relations that they have maintained for numerous years in favor for a Regime that is ideologically closer to the Sith Empire that once oppressed them. However as stated before, they have expressed some interest in working with us offering the support of their main Corporation, Concord Specialized Technologies in matters regarding logistics and supplies which could be beneficial if outright political and military participation can not be secured. Still, it is advised to approach them with extreme caution, as rival factions such as the Rimward Trade League and the Mandalorian Enclave could exploit any working relationship between us and Clan Gred to sabotage our efforts, which could compromise said relationship.

It should also be noted that Clan Gred has been known to have established close ties with various other Mandalorian Clans, meaning that any form of retaliation against the Clan in the event of a double-cross will be extremally difficult to execute owing to their scattered nature and the strong support of their allies among other Clans. In the end while integrating Clan Gred may be beneficial for the Final Dawn in the short-term, it would be vital to ensure that their support can be maintained even in the face of opposition from the League and the Enclave to keep them as an effective and reliable ally in order to guarantee long-term benefits
