GOVERNMENT
The Chancellors hold the top political power within the Zweihander Union, they have the absolute executive power within the Union, but to make sure that there is always unity and no single dictator, any and all decisions directly influencing the Union as a whole must be unanimously agreed upon by both Chancellors of the Left and the Right. They are the heads of Government and State, with near-unlimited control within the faction. They can however be deposed or resign willingly.

  • Council of Governors

The Council of Governors consists of appointed governors who oversee sectors of three or more star systems within the Zweihander Union. Together, these governors form the Council of Governors and are responsible for the more day to day governing of their appointed territories. To ensure safety and security for each of these sectors, Governors will usually be appointed with an Admiral (or higher) to act as their military advisor and to take over the reign from the governor when the situation demands a military approach rather than a political one. However, not all governors are appointed with an admiral, as some governors may be granted their position as part of a recognition of their service within the military, in which case they retain their military rank and are allowed to use their personal military assets as their source of security. There is however a rule that one can't be both on the council of governors and the supreme war council, thus those of military rank obtaining the title of governor are no longer allowed to be part of the supreme war council or they abstain from their voice within the council of governors.

ULTERIOR
The Supreme Warcouncil consists out of all the flag officers within both the navy and the military, they are the ones who either in absence of the Chancellors decide on any military action, act as the experienced advisory body to the Chancellors when military action is demanded of the situation and they oversee the general acquisition and distribution of military material among the fleets and armies. They are the de facto rule of military law unless their decisions are repealed by the chancellors themselves.

The Navy is the spacefaring military of the Zweihander Union, protecting the faction from any and all military excursions in space through the use of ships, material and manpower supplied to them by the Supreme Warcouncil. They are also responsible for the day to day patrols of the faction's borders and the general safety of every sector within the faction.

The Union Ground Force is the land based branch of the Zweihander Union's military. Through use of military vehicles and personnel, they bring control to places of chaos. At times, they rely on the Naval armada to transport them to their destinations and to provide aerial support. The overall army of the Union is broken down into divisions and subdivisions. They are also responsible for the safekeeping and security of the planetary assets, cities and important locations on a day to day basis, acting thus both as the overal land-based military arm and the local or regional policeforce on a large scale, though Planetary rulers and Governors can still opt to form more localized militias to take over these regional and local duties.

INTERIOR


The Intelligence and Security commitee is the overseeing body of any and all internal (covert) operations within the Zweihander union, they oversee the ISB, the secret police, the Office of Internal Affairs and are responsible for maintaining order in more obscure ways than the regular armed forces can or will do. Just as the Supreme Warcouncil and the Council of Governors, the leading member of this organization answers directly to the Chancellors and can only receive executive orders from them. As long as no decisions or actions are repealed by the Chancellors, the committee and the Chair(wo)man in particular has unlimited reign over their assets and offices.
The Intelligence division is the most straightforward part of the ISB. It consists mainly of Analysts with several varying competencies and capacity, ranging from bookkeepers, office clerks to fully fledged slicers and profilers. They usually fullfill a supportive role to Internal affairs, the Secret Police and even the Military in some occassions, from out of the ranks of this division, senior members flow through to the Secret Police or the office of Internal Affairs.

  • Internal Affairs

The Internal Affairs division consists mainly of senior members of both the Intelligence division and the Secret Police, with either extreme talent or at the very least five years of active service. To become a member of the Internal Affairs division is to lie to everyone and to act completely in the shadows. This division handles threats from inside the union coming from high ranking members of society or even the military. Meaning they must be skilled and capable enough to surprise, investigate and analyse the behavior of high ranking personnel without anyone or anything catching up to this, thus alluding to the skill of the operatives within this division.

The Secret Police is the strong arm of the ISB, they use the information available to them through their connections with the Intelligence division to monitor the internal state of affairs and act accordingly when the welfare and stability of the Union may be threatened by internal issues or citizens of the Union itself. However, when these threats are of high ranking nature I.E. High ranking military personnel or active operatives within the ISB itself, they’ll hand over those cases to Internal Affairs.

The Department of Advanced Weapons Research is dedicated to making sure that the Zweihander Union is at the forefront of weapon technology. It is mostly full of engineers and the support staff needed to run the many projects that are in progress at any one time.

The Union Department of Military Research is a subdivision of the larger Department of Advanced Weapons Research. Tasked with creating the military weapons, equipment and vehicles they are essential to the functionality of the Union. They are also tasked with creating uniforms for all personnel of the Union. Acting as a sort of corporation the department creates gear for only for the Union.

Exterior

The Board of Education oversees the entirity of the educational system, indoctrination and propaganda, making sure that each and every individual within the union feels at home, surrounded by likeminded peers and people. They also operate as overseers to the Office of Foreign Affairs, deciding which members of their workforce are suited to be ambassadors and envoys. They pride themselves on their wit, their speechcraft and their way to convince others either through rigorous schooling and education or by simple talks for the benefit of the Union. The Secretary of the Exterior, who runs the Board of Education answers to none bar the Chancellors themselves and just like the Council of Governors or the Intelligence and Security committee, they essentially have free reign of their assets, plans and operations as long as those are not being repealed or witheld from them by the Chancellors themselves. However, as they are the face of the Union, they are somewhat more restricted in regards to their actions abroad.

  • Propaganda

The Propaganda department is in charge of the Union’s recruitment. Screening hundreds of recruits each recruit is given an aptitude exam to show which branch would each candidate would be best suited to. Recruits selected from planets and areas outside of the influence of the Zweihander Union are transferred to the department of Indoctrination to teach them Union beliefs, ideals, and values.
  • Indoctrination

The department tasked with teaching or re-educating recruits in the ways of the Union. Arguably one of the most important departments of the Exterior, they shape the children of the Union to become better adults of tomorrow. They organise camps for the youth, they create the educational programs and dictate the schoolprograms. The Office of Indoctrination secures the future, by teaching the children of tomorrow the reality of today.
  • Foreign Affairs

Trained in diplomacy, agents of the Foreign Affairs department actively seek factions and organizations both within and outside the Zweihander Union’s sphere of influence and control. Expert diplomats, these agents act on the behalf of the Union and negotiate terms, policies and deals between the Union and other factions. The “face” of the Union, agents also take part in interviews to represent the faction. However, they aren't limited to that end, the Office of Foreign Affairs also acts as the link between other factions and the Chancellors, either as ambassadors or envoys to relay news, information, etc between the factions.

The Zweihander Union


One can not attempt to lift a Zweihander with only the Left or only the right hand, they need both hands to properly wield it, both hands to ensure its efficiency and its stability.

"Only when the left hand and the right hand work in unison, there can be progress"

The Zweihander Union was formed at 860 ABY, a formation which had its origins deep within the core of another faction; the Imperial Directorate. Former members of this Imperial Directorate had had enough of the pointless debates and arguments which formed the daily political life within their faction. They had enough of the stigma that tainted their names and their ideals, they had enough of the stagnation and self harm the ideology of the former faction brought with it. As such, they denounced their membership, their participation and their loyalty, deciding that it could've all been done better, with solid principles and a strong foundation of unity.

Through a great deal of corporate backing and a newfound purpose and ideal, the Zweihander Union has been created, with two Chancellors, each responsible for a vital part of the faction's well being and security. So that one can't rule without the other, one can't act without the other and when there is no harmony, no progress will be made. All are welcome to join our cause, to bring unity, security, strength and progress to all those who join our union.​

The Pitch:

Chaos is a game of intrigue, of story and of progress...alas for newer players its tough to reach the heights in society they wish to reach, to obtain the power they wish to obtain. The Old major factions are full of people, of veterans who have already gone through those joys and tribulations, who have already managed to make their mark and have achieved the top and now through no fault of their own, make it rather hard for the newer generation of writers and characters to find their own way to the top.

As such, we are open to all new players, wether they want to play a character with good intentions, bad intentions or something in between. We wish to grant people the opportunity those veterans of the old Major Factions have once been able to enjoy: to rise through the ranks, to forge a story of their own and to leave a mark on the history of the galaxy in a whole. Because we are a fledgling faction, still anxious to fill out our many political, military and force related positions, still fresh enough to have new divisions being made and new directives to be decided upon, we can offer that feeling of truly starting from scratch with a character, to be part of something new rather than working one's way through the cogs of an already established narrative, to be free to influence not just your own, but also our story as a whole with your actions.

That is what we offer both to the player and Chaos as a whole: a home for ambitious new players, writers hungry for that feeling of a fresh start, of limitless opportunity and unshackled by pre-existing narratives and already strongly established faction hierarchies. A place where no character is left behind and where no scheme, plot or plan is considered too big or too small, a place where good, evil, neutral, and other kind of characters can thrive, grow and expand their story, their importance, their reputation on a galactic scale and last, but certainly not least: their future.
