Elysium Empire Narrative
Outdated Faction Description:

The Elysium Empire is currently a small fleet orbiting just outside of the Outer Planetary Alliance's territory near Bespin. The Elysium Empire was formed seven years ago when Heath Valhoun traveled the unknown regions gathering supporters for an old, long ignored governmental system: Monarchy.

Valhoun gathered many followers, including the descendants of an Imperial regiment in unknown space. They followed him, noticing the similarities between the old Empire and the Elysium Empire. With the addition of the Imperial descendants, he gained several old ships, such as an old Victory-I Class Star Destroyer, and a lancer frigate.

Heath's Monarchy includes a Council and a Senate to help him keep in touch with his people. He believes a king should serve the people, not the other way around. Unlike most Imperial-like factions, the Elysium Empire is almost an Oligarchy, though the King is the ultimate decider.

The goals of The Elysium Empire include destroying all other Imperial-like factions, finishing the CIS, stopping the relentless Bryn'Adûl, and uniting the galaxy, picking it up off its' knees.

There are many nay-sayers. They do not see the good behind Heath's intentions, they think he will never be able to fulfill his goals, and that he is simply another wannabe Emperor. They are wrong. Already, The Elysium Empire is taking actions to begin the crusade. With time, everyone will know the name of the Elysium Empire. They will either flock to the Empire, or they will be forced to bow before it.

With a following, a small fleet, and 36 years of wisdom behind him, Heath now orbits immediately outside of O.P.A. Space, plotting an attack on Bespin...a planet the Imperial descendants want revenge on for its' rebellion many years ago.

With no planets, influence, hexes, etc., The Elysium Empire currently has only what the populace needs to survive apart from medical supplies from Dr Veinstein's business.

The credit treasury is stable thanks to Dr. Veinstein providing a steady income via his business.

The Elysium Empire also has Elysium Credits for use within The Empire.

Purpose:
Unlike the false Empires, and Empire of the past, the Elysium Empire believes Stormtroopers are to be the elite forces of the Empire, not garrison troops. Therefore, The Stormtrooper corps is to be the most versatile and rigorously trained branch of the military. Only the select few may become Stormtroopers. Stormtroopers do anything from raids, sabotage, and assassinations, to reinforcing the main branches in battle.

Ranks:
The stormtrooper corps doesn't have "ranks" as a normal branch of the military would. Instead there are positions. Positions include:
Squad Leader: Most experienced or highest performing member.

Heavy Weapons Expert: Carries heavy weapons according to the mission. May include larger blaster, portable rocket launcher, extra detonators, and other explosives.

Scout/Sniper: Specialized equipment allow mobility, better vision, and block some detection measures allowing the scout/sniper to move undetected and take accurate shots at high-priority targets.

Equipment:
Stormtroopers are given better armor than standard military members that allows mobility, without limiting vision, hearing, and other senses as old "buckethead" stormtroopers wore. Weaponry varies depending on the mission requirements. Armor may change depending on the location.

Super-soldiers:

Purpose:

Super-soldiers were genetically modified from birth by Dr.Veinstein, at Veinstein labs and Innovations. Born and raised to kill, they are limited in number, and do the most extreme jobs. Unlike Stormtroopers, who, while elite, are not genetically modified. Super-soldiers are uncommon, rarely seen even within Elysium Empire Space. While Stormtroopers do all sorts of missions, Super Soldiers are employed to do the most difficult of them.

Ranks: There are no ranks.

Equipment: Varies depending on the mission at hand.

Leading Members of The Elysium Empire

Heath Valhoun- King, leader of the entire empire, and head of the military. Heath was a militia leader who explored the unknown regions for seven years. He invented the idea of The Elysium Empire, and gathered support during those seven years. He believes the King should serve the people. He is also an advocate for a united galaxy, and swears to defragment the galaxy, destroying other "Empires" and repelling the Bryn.

Dr. Veinstein- Doctor, Scientist, Company Owner, and Council Member. The only Doctor in the Empire as of yet. Helped found The Empire by providing credits and medical supplies from his own Company. He is a member of the Council as a Health advisor, and is one of the very few whom Heath Valhoun trusts. He is currently working on ship and weapon designs for The Elysium Empire.

Carl Mako: Director of the Stormtrooper Corps, a descendant of a Clone, Mako retained many skills of the clone troopers of old. These skills caught the eye of the King, and Mako quickly climbed the ranks of the military. Once the Stormtrooper Corps was created, Mako was the prime candidate. Secretly, Dr. Veinstein and Heath Valhoun plan to create the new clone army using Mako's DNA.

Elysium Military Ranks:

From Highest to Lowest in the Chain:

King: The King is the number one leader of all matters, including the military.

General of the Army: In charge of the entire army, not navy.
Grand Admiral: In charge of the entire Navy, not Army.

Brigadier General: Command a small individual Army
Admiral: Command a small fleet of roughly one capital ship, three escorts

Captain: Commands a platoon of men (30-50) or a Squadron of fighters/bombers

Sergeant: Takes over if Captain is wounded.

Private: Standard trooper or pilot

The Constitution of The Elysium Empire

The Culture of the Elysium Empire is an interesting one. It cannot really be compared to any other faction of the galaxy. Thus, there is to be an official constitution recognizing the populace of The Empire.


On Freedom and Order-

Given that the base of the Empire's population is made of Imperial descendants, the first notable trait of the culture is a yearning for order. However...they are not completely authoritarian. Most of the population knows that being too strict causes rebellion, but being too soft causes corruption and separatism. They wish to strike a balance between the two options. The King himself also acknowledges that, if his crusade is successful, his kingdom will become diverse. There will be many different cultures that will become the Elysium culture. Thus he believes in giving planets much autonomy. Low taxes, no official religion, etc.

On the Force-

Heath knows very well that this galaxy has hundreds of jedi, sith, and other force users. The base of his population is against jedi, and the force. However, he has planned ahead. There will be many different opinions in his kingdom once it expands. Thus, the official stance on the force and force users is that it is allowed to be used privately. Public use of the force requires a permit issued by the government. Cults and followings, such as The Jedi Order are allowed, but they must have a representative that meets with the King monthly, as well as one non-member appointed by the Senate to watch the cult/following, ensuring there is no foul play or scheming,

On aliens, citizenship, and Slavery-

All aliens are to be treated as equals as long as they have basic intelligence. Racism is absolutely outlawed. Slavery is outlawed. Citizenship is unique. Planets may have their own citizenship laws, but any intelligent being in Elysium Empire space is assumed to be a citizen of the Elysium Empire. The only exception is if said being is a member of another faction.

On Diplomacy-

The Elysium Empire is to be an Empire for all. Other factions are seen as a threat to unity. Therefore, they are not recognized as true governments. Minor factions may approach the Elysium Empire to be recognized, but ONLY if they disarm, reducing their military to a militia.

On Militias-

The Elysium Empire believes that any planet is entitled to its' own militia. The King recognizes that his military cannot protect everyone at once, and respects their right to defend themselves. Militias are proportionate. The Militia cannot exceed 15% of the planet's population, and cannot leave the planet's space. All forms of weaponry are allowed unless otherwise banned by the Elysium Empire.

On Justice-

The Elysium Empire permits individual planets to have their own system of justice. The only government intervention is that one agent of the government must be part of said system to ensure fairness and check that no laws have been violated.

On Trade-

The King allows trade without government interference, however the government may intervene if:

a) The Trade Route is under direct threat by any force.
b) The Trade Route is dominated by a company, giving small companies no chance to prosper.

On Military Service-

The King recognizes a beings' individual freedoms. Therefore, the military is volunteer-only unless the capital is threatened. If the capital is threatened, all civilians are to take up arms and defend it. Otherwise, there is to be absolutely no forced service.



On The Bryn'Adûl-

Added later in the constitution to address the Bryn'Adûl and their relentless conquest, the following is the official stance on the Bryn'Adûl:

1)The Bryn'Adûl, having shown no sign of slowing down or engaging in diplomacy, are to be enemies of the state, and a threat to unity.

2) Any Bryn in Elysium space is to be killed, or detained immediately.

3) Any skirmishes, wars, or other quarrels are to be abandoned and forgotten if the Bryn'Adûl reach a neighboring system, or Elysium space. Any official treaties of war are to be declared null and void until the Bryn are repelled from Elysium space. If the Bryn'Adûl reach Elysium Space, all militias in the adjacent systems are to be raised and grouped to defend against the threat.

4) Amending the section on Military Service: If the Bryn are a direct threat (Being in Elysium Space), a mass conscription is to take place. 5% of a planets' workforce may be conscripted, armed, and trained to meet the Bryn threat.

5) There are absolutely no exceptions to the above.

On a national Currency:

1)Phase one of the New currency is the establishment of the currency itself. Every Empire has made credits under their name. We will be no different. The currency will be named Elysium Credits, a simple, and non-confusing name. Elysium Credits will be valued by how many the population requires. The base value of these Elysium Credits will be one Elysium Credit for every 500 galactic credits.

2) Planets may not print or forge Elysium Credits. Only Nationalized banks, controlled and guarded by the Elysium Empire Government may create and distribute Elysium Credits.

3) Planets under Elysium Control may have banks that store credits, however, they will not be permitted to do anything apart from storage. Only The Elysium Empire Federal Government's nationalized banks will handle loans, and other monetary matters apart from storage.

4) Individuals may not create or distribute Elysium credits unless purchasing a good or service, nor may they store credits that are not their own nor may they give out loans over the size of 1,000 Elysium Credits.

5) Galactic Credits will hold value due to the Hybrid nature of the new currency until the Senate votes to abolish the hybrid currency. Galactic credits are acceptable currency for any purchases unless the vendor or shopkeeper says otherwise. Galactic credits will not be accepted for government purposes, such as licenses, taxes, permits, and similar services provided by the Government.

6) Planets that are new to The Elysium Empire will be given a year to adopt Elysium Credits.

7) Every Planet's capital city will have a financial center where Galactic credits and foreign currencies can be exchanged for Elysium Credits.

On Amendments-

Amendments may be added to this Constitution ONLY by a majority vote from the Senate. The King may not directly amend or add to the Constitution. However, the King may create and order a vote on a new amendment.

The King's Speech

"We have waited for this moment. For years, we have planned, watched, grown, and otherwise prepared for this day! Now, it is here....we have amassed a small army, and a small fleet, we have set up our government, we have learnt from the old Empire, and today I proclaim to you and the entire galaxy, that we are THE Empire. We are the rightful rulers of this galaxy. Look what has happened since the fall of the Empire years ago...clusters of planets have gathered together as rogue factions, at constant odds with each other....a great warrior race has invaded and slaughtered countless lives, and the ancient Confederacy of Independent Systems that the Empire crushed an eternity ago as risen from the ashes.

I say NO MORE! We are the Elysium Empire, we will restore order, we will stop the invaders and destroy the C.I.S. just as our ancestors did. We will rebuild the clone army and punish those who have brought this galaxy to its' knees. For 36 years I have approached my destiny. Now I, your king, promise you this: We will be conquerors. Our names will be written in the history books, by our own machines, not by some creatures from the unknown, and not by some false Empire!

Together, we will rise, and never again will the galaxy be divided! We will snuff out the forces of Chaos. We will bring an end to the false Imperial factions that so obviously wish to be the heirs of the Empire. We will restore the conquered planets, repopulating and rebuilding them. We will end the CIS, and crush its windpipe before it draws its' final breath. We will burn Bespin to the ground for its' rebellion that began the chain of destruction that made the once great Empire implode. Finally, we will break the pathetic Outer Planetary Alliance that we have observed over the past seven years!

And then...with the galaxy already on it's knees, we will pick it up, and put it back on solid ground!"

Government of The Elysium Empire

The politics of the Elysium Empire are simple:

The King has the final and ultimate authority. He may not directly amend the constitution.

The Council is where the experienced and specialists go. It has 21 members. The Council can advise the king and propose actions without voting. Most members don't stay long.

The Senate is the largest group of politicians. With up to 300 members, anyone can join the senate. They vote on laws and actions to propose to the king. All proposals must have a simple majority vote. If there is a tie, the council votes.

Elysium Empire Narrative
New Description (WIP)

The Elysium Empire is a collection of refugees, Imperial descendants rescued from the Unknown Regions, and Imperial Revisionists that follow King Heath Valhoun in an effort to unite the galaxy and end the seemingly eternal warfare across the galaxy. Followers of The Elysium Empire tend to be extremely devoted, some feeling like they owe Heath for accepting and caring for them.

The Elysium Empire is a Monarchy with several ways to limit the monarch if the need arises. The Elysium Empire practices an ideology designed by Heath that contains both Imperial and Alliance beliefs. The Elysium Empire believes that a strong leader is needed to guide the nation, and a strong military is needed to defend it. However The Elysium Empire is also very diverse, and believes in freedoms such as the right to become a Jedi, or Sith, and the right for a planet to keep its' own militia and judicial system.
