Great question! Since this is an Annihilation thread despite the outcome being treated like an invasion due to the mandate that the GE has. The Ally Rule set that was introduced in the last invasion do not need to be followed. Essentially the thread is a free for all.

Hi ya'll! We just got a few questions about the "Wrath of God" mandate and wanted to offer clarification. The easiest way to say it is: It's an Annihilation thread, but, the results and targeting use Invasion Rules. This means that it doesn't have the effects of an Annihilation, but an Invasion, in every aspect minus requesting aid. The MF with the Mandate can choose which hexes are targeted but again - It follows invasion protocol. @Srina Talon

So requesting aid doesn't need to be followed in this particular thread.
