  • Name: The Mandalorian Enclave

    • Form of Government: Nominative Meritocracy

    • Description: To label the Enclave with a specific form of government would be a misunderstanding of Mandalorian culture, at best. Little emphasis is placed on birthplace or citizenship within Mandalorians, and as such no official Mandalorian 'state' has ever existed as understood by conventional galactic politics. The governance and administration of Mandalorians within the Enclave and Kestri relies primarily on the Clan system; Alors, the leaders of Clans, are expected to administrate to their own, enforce common laws when necessary, manage their Clan's finances, and provide for Kestri's defense when required.

      However, that is not to say that the Enclave is completely decentralized. Within its jurisdiction, the Enclave remains the ruling power, able to interfere with internal Clan matters when necessary to keep the Enclave's peace. Cities such as Tor Valum and Reaver's Bay fall directly under the Enclave's authority, as well as the Karjr law enforcement, Si'kahya and Bes’kyrade military, and Kayatr’ade smiths who forge for the Enclave. These organizations answer directly to Enclave leadership, and locations are directly under the Enclave's jurisdiction. Settlements founded by and strictly affiliated with Clans are similarly allowed to be administrated by that Clan or organization, although they are compelled to swear fealty to the Enclave government.

      However, despite administrative technicalities the 'laws' of the Enclave are quite simple and uniform: in large, respect the peace and do not harm fellow Mandalorians. The latter exists under the interpretation of Mandalorian culture, where bar fights are just as common as sleeping and drinking. Brawls in Tihaar sinks are generally disregarded unless under extreme circumstances, but extreme actions against the welfare of the Mando'ade are dealt grave punishment. More inferior laws, such as customs and duties, property rights, and others are often established by the ruling authority over a given city, port, or settlement and although uniform when possible, can often have discrepancies that would only result in the Mandalorian form of governance.

      The bureaucratic body of the Enclave is nominally smaller than most other governments. With the death of the previous leader titled The Quartermaster, the roles of Guildmaster of the Karjr, Warmaster of the Si'kahya and Speaker of the Mandokarla - Intelligence/Law, War and Spirituality/Humanitarianism respectfully, have taken over joint governance of the Enclave. Together they act as Heads of State. Auxiliaries are appointed as needed, based on their merits and qualifications. No written constitution governs the Enclave and Kestri, as Mandalorians defer instead to the ancient customs passed down generation by generation through the Resol'nare, Canons of Honor, and more recently the Mandalorian Catechisms, a cultural reform instituted by the Enclave. It is important to note that the "Triumvirate", for lack of a better word, is not equal to the power of the traditional title of Mand'alor, who in theory wields absolute authority over all Mandalorian clans. Its founder, the Quartermaster, disavowed the traditional title of Mand'alor and with it the authority to rule over all Mandalorians; this tradition has been continued by the Mandalorian Enclave. Subsequent leaders of the Enclave have continued the tradition. The Enclave is content to govern all those who wish to fight under its banner, but claims no authority or responsibility for Mandalorians who disavow it.

      Worlds that may fall under the Enclave's control are, for the most part, allowed to govern themselves as they have done previously. Opportunities to become foundlings and full members of the Mando'ade are provided to all who wish to prove themselves worthy, and otherwise non-Mandalorian 'citizens' have the full rights and protections as granted to them under their own world's law. In exchange for the protection that the Enclave provides, as well as centralized infrastructure, economic systems, and safe conduct of passage through wild space, worlds are required to pay tithes in the form of credits or goods, though all other transactions between Mandalorians and non-Mandalorians are fairly compensated for.

    • The Mandalorian Enclave began as a dream. In the wake of a genocide that nearly eradicated the Mando’ade, the Enclave was founded as a secret safe haven for a diaspora of Mandalorians that had scattered across the galaxy. It slowly grew, from an enclave on Roon to a galactic powerhouse on Kestri -- an ancient rediscovered world transformed into a New Mandalore -- that reintroduced Mandalorian power and influence to the galaxy.

      Originally the Enclave was a Mandalorian faction that sought to distance itself from the violent, crusading past of its people. Focused on rebuilding the Mando’ade, they were content to sit in the Outer Rim and police frontier worlds, demanding but low-risk work that allowed worlds such as Kestri to grow and thrive. This did not mean that the Enclave was wholly isolated from galactic affairs, however; in the first few months of its existence, it raided and burned Panatha, a world with deep ties to the Sith and House Zambrano, an act of vengeance for the Mandalorian Genocide. It also played a significant role in the Annihilation of Tython; the Enclave was one of the major governments that formed a coalition to defend the world, with Enclave Mandalorians most notably boarding the Maw’s Avatar of War superweapon and engaging in pitched battle there.

      Though it had its glories, political and economic fallouts would plague the Enclave in the wake of the SGHW. The Fireflash Virus Crisis (x, x, x) decimated different Enclave Worlds, and the death of the Quartermaster in the Maw’s invasion of Rothana (x) only furthered the downward spiral. Her death sparked a succession crisis; with no clear successor, Romul Saxon took charge but it quickly became obvious that his capabilities of leadership beyond war were severely lacking. The Enclave’s influence waned and ultimately collapsed, its territory drastically reduced until it only held sway over Kestri itself.

      After many years had passed, a new administration rose to power, a triumvirate of sorts between Vren Rook, Kranak Vizsla, and Runi Vizsla who controlled the law enforcement, military and spiritual aspects of the Enclave government respectively. Reinvigorated, the Enclave has begun to drastically expand with a much more aggressive overtone than what it has previously characterized, forcing its way back into the galaxy with little regard for who would not want them there.

      Hearkeninng back to its roots, the Mandalorian Enclave exists first and foremost as a safe haven for all Mandalorians. No Mandalorian seeking refuge is turned away, no matter their past lifes or actions. Cin'vhetin -- a slate wiped clean, forgiveness even -- is offered to all those who will take it and atone for their actions, should they need to.

      The Enclave is characterized by Mandalorian history on the site, a product and continuation of an intimate narrative that has been weaved and passed down by many generations of writers. Shaped by the Sith Genocide of Mandalore that preceded it, the Enclave focused much on rebuilding what the Mando’ade had lost, but by starting anew rather than merely reclaiming what had been theirs. Rather than retake Mandalore, Kestri was discovered and turned into a new homeworld for Mandalorians, echoing their people’s history migrating from homeworld to homeworld (Coruscant, then Roon, then Mandalore). Instead of being lead by a Mand’alor, it was founded by a Mandalorian who refused to disclose her identity, who led through charisma and respect rather than the demands of a title. These are defining characteristics and traditions that make the Enclave unique among Mandalorian factions.

      When it comes to organization, the Enclave is primarily divided into four divisions.
      • Karjr: The most prominent of the Enclave's divisions. 'Marshal' in Mando'a, the Karjr served as deputized law enforcement akin to bounty hunters, wild-west sheriffs, and Journeyman Protectors, policing the lawless frontier that makes up most of the Enclave’s core territories. Karjr are also utilized as the Enclave’s intelligence network, skilled at discreetly observing and collecting information.
      • Si'kayha: The Enclave's sword and shield. Elite warriors comparable to Mandalorian supercommandos, the Si'kahya are a sworn brotherhood of highly-trained Mandalorian warriors that vow to defend the Enclave until their dying breath. ‘Warden' in Mando'a, the Si'kahya are the most devout warrior one can find, for their fervor for protecting their people is absolute.
      • Kayatr'ade: The Kayatr’ade are the smiths of the Enclave, an order dedicated to their craft. Highly skilled, apprentices labor to earn various marks that indicate mastery of a certain smithing discipline. Once a smith has earned all four marks, they are able to become a Forgemaster, a title that indicates their knowledge and skill among all Mandalorians.
      • Bes’kyrade: The ‘Iron Raiders’ in Mando’a, the Bes’kyrade reflect the unique Mandalorian naval doctrines propagated through a long history of warfare. Although it functions as the Enclave’s navy, it lacks a rigid order of battle found among most other intergalactic governments. Alor’ad captains command their own ships independently, unless they are under the command of a Tyatr’alor fleetmaster during larger operations. Although this would result in chaos for most governments, the tight cultural bonds of Mandalorians allow for a smooth-functioning military apparatus.

  • The Pitch:
    • This is not the first time the Mandalorian Enclave has applied for Major Faction status, but this is not the same Mandalorian Enclave that is applying. The Enclave has always been a faction characterized first and foremost by story. In the two years since the Enclave has become a major faction, this story has grown and evolved and is reflected in the faction that it is today.

      Now the Enclave reemerges not as a peaceful, cooperative Mandalorian government but one that is thirsty for war and vengeance. For forty years the Galaxy has taken advantage of a weakened Mandalorian state, and they have forgotten what it means to respect Mandalorian power. Now the Enclave strikes out to carve a definitive place for it in the galaxy - whether it be diplomatically or down the barrel of a gun.

      What the Enclave brings to the table is a faction that primarily brings conflict back to the board, but on a smaller scale still caters for the more Bounty Hunter-driven Mandalorians who would still have a place within the newfound antagonistic approach. Chaos thrives on conflict; the Second Great Hyperspace War was a cooperative effort across almost all fronts that saw some of the highest activity on the board which peaked with the Annihilation of Tython, which set the record for most posts in a single thread. Now, currently in August of 2023, there has not been a single invasion between any faction since February of the same year.
      The Enclave presents itself as an antagonistic force that will bring conflict back to the board, reinvigorating interest and cooperative large-scale PvP. This has already been demonstrated by the Reclamation War campaign (x, x, x, x) which has seen major moves made by Mandalorians, conquering Rodia and Rishi and razing Kashyyyk. Rodia in particular has seen extra-faction involvement, with a good chunk of the thread driven by PvP between Mandalorian and GA Jedi writers (sparked by story continued from x thread.)

      The Enclave’s actions have not existed in a vacuum, but have sparked multiple threads by multiple factions that revolved around the Mandalorians’ actions. (x, x, x, x). An important aspect of the Enclave’s antagonistic identity is that it is wholly different from traditional Sith/evil factions, operating much more on a spectrum of grey. The Enclave’s complex cultural identity sparks further meaningful story.

      The Mandalorian Enclave has already been able to, in a short time, create a woven story that has reinvigorated the board with a new direction. The last time a Mandalorian Crusader-esque faction existed on the board was in 2019 and the Enclave is the faction that brings back that manic energy while still being collaborative.

      Already able to demonstrate what it can do, the platform of Major Faction will allow the Enclave to continue its story and crusade and hunt on a much grander and more impactful scale.
