    • Tor Valum has the benefit of not only being the capital city of the Enclave, but as the cultural capital for most Mandalorians in general. The commerce of Mandalorians and the Enclave is structured around Tor Valum, and its wealth benefits from the high amount of trade and exchange of goods that pass through the city's spaceport. In addition, the valuable natural resources of Kestri -- chiefly Beskar and Kyber Crystals, among more common metals -- rake in a high amount of credits when exported, and act as valuable reserve assets when not.
  • Stability: Moderate
    • As the capital of the Mandalorian Enclave, Tor Valum's stability is paradoxically moderate compared to the high level of security it enjoys. This is mainly due to the culture that created and lives in it; while Mandalorians are commonly unified as one against foreign threats, they are prone to infighting and disagreements. And with Mandalorians, even the slightest disagreement can devolve into a full-out brawl. It would be an embellishment to say that every day is filled with fighting in the streets, but Si'kayha peacekeepers are as often called to break up scuffles in pot shops as much as they are deployed abroad against the enemies of the Mando'ade.
  • Freedom & Oppression: Mandalorians are, by nature, independent. Historically, only figures such as Mand'alors have ever claimed to lead the entirety of the Clans at a given time, and even then their power was far from absolute and rarely kept for long. Yet unusual times call for somewhat unprecedented cooperation, and those who live in the city know that they do so at the grace and by the sacrifices of the Enclave. Given that they keep the general peace of the city (a Mandalorian peace, where tavern brawls are overlooked but full-out insurrection stamped out quickly) all are pretty much allowed to do what they want, so long as they respect different bylaws and restrictions put in place as necessary. However, the Enclave does not compromise on any matter when it comes to the security of the city, prepared to defend Tor Valum by any means necessary.
  • Description: Once Mandalorians called dozens of star systems home, and their number spread countless across the galaxy. Now, however, most if not all of those once-great citadels and cities lie in ruin. Mandalore is a burnt husk of a planet, barely habitable. And most Mandalorians live in hiding or in secret abodes across the galaxy.

    But Tor Valum, the Last Mandalorian City, rises as a beacon of hope for Mandalorians of all allegiances and pasts. A beacon that there is still a bright, glorious future for the Mando'ade, and despite all that they have lost, there still might be a chance to build and rebuild greater than ever before.
POINTS OF INTEREST
Sector 01 | City Core
In the most subterranean depths of the city lies the City Core, where its most essential systems and powerful secrets lie hidden and kept safe. Access here is restricted and only accessible directly from the Iyarsa Spire.
  • ARTUS | The Mind Forge: In the core of the city lies the facility that houses the ARTUS, the Mind Forge, the powerful and ancient artificial intelligence created by Clan Kyron. ARTUS is a closely-guarded secret of the Enclave, as it is responsible for the more destructive and potent of the Enclave's creations, as well as for a vast portion of Kestri's defenses. The ultra-intelligent and sentient artificial intelligence have unlimited access to the city's systems, and even the best slicers don't think they'd be able to lock out the AI even if they wanted to.
  • Power Core | Fusion Generator: The vast and impressive network of lava tubes that redirect the natural molten rock of Mt. Valum all flow through the central Fusion Generator, providing power to the entire city. Temperatures soar to immense highs, making work conditions inside the Fusion Generator near-unbearable without any sort of heat resistance. Accordingly, the droids that maintain the generator are specially built to resist heat.
Sector 02 | The Ravine
Carved directly out of the middle of Mt. Valum, the Ravine is the only part of the city where instead of rock there is an open sky. Skyscrapers climb to the stars, and those in the Ravine smell fresh air and can feel the cold wind on their helmets. Upon close inspection, though, one can see the scars left over from the battles that won the Mandalorians their new home.
  • Iyarsa Spire | Administrative Complex: The centermost and tallest spire in the city, Iyarsa Spire quite literally reaches for the heavens. It is most heavily inhabited at the base of the complex, where most of the city and the Enclave's central administrative services are located. Climbing higher through the spire, offices give way to private suites and halls. The very top was blown apart during the Battle for Tor Valum and is in a heavy state of disrepair, while various closed-off sections of the complex are still infested with Vong bio-growths. Despite this the tower is still functional and habitable, aided by the core of turbolifts that service all floors and the landing pads that ring the midsection of the spire.
  • Dha'tahyre Slicer Datacenter: A tower dedicated to the small but dedicated team of tech-savvy Mandalorians who serve the Enclave, the Dha'tahyre Datacenter is filled to the brim with anything a Slicer could need. It is cluttered, disorganized, and chaotic with wiring and electronics haphazardly stacked wherever they fit, but the slicers that operate it turn the chaos into an intelligence and communication network that is able to serve the entire Enclave surprisingly well. As such, most of Tor Valum's information banks and long-range communications operate out of the data center.
  • Summit West | Warden Quarter: The entire portion of the Summit west of the Ravine's superstructure is designated as the 'Warden Quarter,' given fully over to the Si'kahya who protect the Enclave. Situated here are barracks, armories, hangar bays, small-service repair yards, mess halls, and anything else needed to house and train the Si'kahya.
  • Summit East | Industrial Quarter: The eastern portion of the Summit has been taken over by industry. Headquarters for prominent Mandalorian companies -- Kestri Heavy Engineering, and Kestri Weapons Foundry, to name a few -- are found here alongside production facilities. Real estate is competitive in Summit East, as having a location here is seen as a sign of legitimacy for corporations in the Enclave.
  • Karjr Headquarters: A massive box-like building, the Karjr headquarters serves both as the administrative center for the massive Karjr network and as a high-security detention center for individuals captured by the Marshals of the Underworld. The headquarters serves in multiple roles; part-administration; part-intelligence gathering and dispersing; part-briefing; and part-equipping, armoring, and refitting. Located on the 'bottom' of the Ravine, where skyscraper meets rock, there is ample landing space where Karjr can land their starcraft for temporary junctions to offload cargo and/or prisoners, quickly check in with the mission board, and be on their merry bounty-hunting way.
  • Mando'ade Assembly: A massive amphitheater adjacent to the Coliseum of the Indomitable that can seat hundreds of thousands. The assembly is used for large gatherings of Mandalorians, including during the Reformation great council of 878 ABY.
  • Coliseum of the Indomitable: A large multipurpose Coliseum that features a statue of Mand'alor the Indomitable that lines either side of the Coliseum. It can seat tens of thousands of spectators, with variable floor configurations for different types of entertainment. Unlike the lower fighting pits of the Industrial Sector, the Coliseum of the Indomitable is used for high-profile legitimate tournaments.
Sector 03 | Midtown
Midtown, aptly named, is the entire portion of Tor Valum that rests under the Ravine and is generally considered the middle level of the city. Midtown is the city's commercial sector, where most small businesses are located as well as taverns, shops, and other areas of interest. Most of the sector is subterranean except for cliffside areas where metal and transparisteel can be seen poking through the mountain's crest.
  • Manda Square: In the center of Midtown and the Ji'yr Market is Manda Square, a massive cavernous area roughly cuboid in shape. A large, pleasant garden with native Mandalorian plantlife is planted there, cut into quarters by a walkway to the very center, where a large statue of three Mand'alor's stands: the armor of Jaster Mereel, Canderous Ordo, and Mand'alor the First. Inscribed is a short tribute to Mandalorian heritage and legacy. Opposite the statue is a memorial to the Quartermaster, who is depicted kneeling, with her arms crossed bearing a hammer and tongs.
  • Nuna'a Memorial: Accessible by four different spiral stairs at each corner of Manda Square, the Nuna'a Memorial serves as a solemn place of remembrance for all Mandalorians lost; not just in the genocide of Mandalore, but in conflicts prior and subsequent. Carefully curated gardens grow here, and a massive Grulyr Cebatr tree with its white bark and red leaves takes root in the middle. During the annual Solstice of the Mando'ade, the memorial is host to the 'Lighting of the Vigil' ceremony where candles and other devices are lit in remembrance of the passed-on souls of the Mando'ade.
  • Ji'yr Market: Bazaar-like in atmosphere and structure, the Ji'yr Market teams with vendors selling their wares, whether it be foodstuffs, weapons, or armor pieces. Though most high-quality items cannot exactly be found here, the Ji'yr Market is by far the largest commercial area in Tor Valum and has the widest range of products to find. Selection only increases as offworld vendors increase, even including the rare non-Mandalorian.
  • Bake'alor: A small but prominent business, Bake'alor is a well-regarded bakery known for its breads and pastries. Run by a young enigmatic foundling of Clan Krayt, Bake'alor is the top choice by many Mandalorians to enjoy warm bread and company.
  • Shukur Kyr'bes Tavern: The Broken Skull tavern is probably one of the more famous haunts of the Enclave's famous Karjr. Large but also small in a sense, the tavern can serve many and always have access to a variety of liquors from across the galaxy. The food isn't great, but the ne'tra gal is strong, and at the end of the day, that is all that really matters.
  • Surbhir Tapcaf: A popular local for those not wanting to rough with the extraordinarily rough Karjr, the Surbhir Tapcaf is a high-rate location with much better food if not as strong drink. The place is also more modern and presentable than the Broken Skull Tavern, so more like than not offworlders and non-Mandalorians can be found drinking here.
  • Auretti District: The only area of Tor Valum to cater to non-Mandalorians, the Auretti District features both hotels for visiting merchants or travelers and a variety of bars and shops that serve a wide range of galactic cuisine, including food that might be more palatable to outsiders of Mandalorian culture.

Sector 04 | West Ridge
The West Ridge, in a geographical sense, is not technically a part of the mountain that the rest of Tor Valum is carved out of. However, it is still very much inhabited, given mostly over to a massive residential quarter and accompanying private hangar bays.
  • West Residential Quarter: Most of the sector is devoted to the West Residential Quarter, where a large portion of Tor Valum's civilian residence lies. Entire clans, or what remnants are left of them from countless genocides and war, find safety and rest here. The residential quarter varies greatly in design, from massive complexes that room Houses to small private suites. However, most of it is markedly unoccupied, both a testament to how many Mandalorians have been lost in the past decade, but also a mark of how much room the Enclave still has yet to grow.
  • Antos Academy: Mandalorians were born to fight; yet they recognize the need to be well-learned in all forms of science, literature, mathematics, and other essential skills. The Antos Academy was founded in this regard and is currently the foremost of Mandalorian academies in virtually every field (mostly thanks to its lack of competition). Named after the legendary Mandalorian scientist, the academy is a deep repository for knowledge and study, and the few historical artifacts and ancient texts that could be salvaged from the burning Mandalore system are primarily stored here. It is also the center of learning for advanced scholarly subjects on Kestri.
  • Evaar'la Tuur Park: A small but well-managed park in between the Antos Academy and West Residential Quarter, the Evaar'la Tuur Park is one of the few places on Kestri where native Mandalorian plant life is grown. Shielded from the cold in the underground of West Ridge, the park is a favorite communal spot for many of the Mandalorians living in the city. In a grotto of trees stands a small, poorly-constructed monument to what appears to be a Jedi, although of who the statue depicts, or why it was made, no one really knows.
  • Katarye Alley: What was a network of seldomly-traveled back alleys at the end of West Ridge has turned into informal training grounds for Mandalorians. There is little formal equipment here besides what is brought by Mandalorian's training, although a few communal and well-beat-up second-hand training droids can be found roaming the alleyways. Katarye Alley, as it is called, is the preferred urban training ground on Kestri for those not looking for the publicity of the Fighting Pits or rigor of the Si'kayha training program at the Citadel of the Kom'rk. Although it is informal, one can usually rely on finding a sparring partner here.
  • Private Hangar Bays: Unlike the Sundari Memorial Spaceport, hangar bays here are reserved for private use; full or part-time residents can leave their personal starships here for extended amounts of time, and as more and more flock to the city many of the individual docking bays are taken up more and more by planetary transport vehicles and skyhoppers rather than interstellar transport vessels. Security is no less tight than at the spaceport but is markedly more exclusive and harder to slip past. Many hangar bays are directly adjacent and accessible by different large halls in the residential quarter, home to entire Clans and even the rare House; but many still are 'public' in the sense that any Mandalorian can acquire the use of one.

Sector 05 | Sundari Memorial Spaceport
The Sundari Memorial Spaceport, situated on the second-to-bottom 'ring' of Mt. Valum, is the largest array of docking bays in the city, built specifically to service large transports and starships that otherwise would be unaccommodated at Tor Valum. The Spaceport is named in memory of Sundari, the former Mandalorian capital destroyed over countless battles and invasions, preserving the memory of a once-bright past.
  • Traffic Control Deck: The massive traffic control deck serves as the center of control for all traffic in and out of Tor Valum, managing not only the Sundari Memorial Spaceport but all flights in the city. Aided heavily by massive sensor system suites and ARTUS, the deck always has the city on careful observance, ready to respond decisively to even the slightest provocation and defend the city against any potential attack.
  • Docking Bays [000s Group]: Docking Bays built to accommodate ships up to 50 meters in size, located in the upper layers of the spaceport.
  • Docking Bays [100s Group]: Docking Bays built to accommodate ships between 50 and 150 meters in size, located in the mid-layers of the spaceport.
  • Docking Platforms: Docking bays built to accommodate ships larger than 150 meters in size, located in the bottom layers of the spaceport.
  • Sundari Memorial Spaceport Hovrail Station: Hovrail station that services the entire spaceport. The station is one of the largest on Tor Valum, with both commuter lines and freighter lines.

Sector 06 | Industrial Works
The bottom-most sector (apart from the City Core) is the Industrial Base, home to the massive Forges and Armories of Tor Valum, as well as factories and other instruments of automation and development. The industrial sector of Tor Valum is located at the mountain's base to be able to directly draw from the heat and power that flow through the city's subterranean lava tubes. While the sector is intended to be industrial in use, the discreet nature of the sector has meant that many organizations and companies not seeking to draw attention to themselves have set up shop in the ample space that the Industrial Works provides.

  • Halls of the Forgemasters: Headquarters of Kayatr'ade Forges, the Halls of the Forgemasters are a massive complex of furnaces large and small, worked by apprentices, smiths, and Forgemasters alike. Similarly, there are many different sizes of forges, ranging from private furnaces to communal forges of gigantic proportions. The majority of the Enclave’s weapons and armor are forged here, and many individuals can be found ordering and purchasing gear from Smiths here. Mess halls and sleeping quarters exist here, mostly temporary abodes that allow smiths to rest closer to their shops rather than partake in the long commute to the West Ridge and residential quarter.
  • Enclave Storage Depot: Directly below and accessible by the Sundari Memorial Spaceport, the Enclave Storage Depot consists of long warehouses used to store all matters of items; foodstuff, weapons, equipment, etc. Most of the space is used by the Enclave, but smaller spaces are available for private use.
  • Dha'car Brewery: The infamous Dha'car Brewery has established itself as a primary brewer of Mandalorian liquors on Kestri, operating from the relative quietness of the Industrial Works. Those who stumble onto the brewery are allowed to sample their meads, but it is not advertised. Rather, most alcohols brewed by Dha'car are sold in taverns in Midtown such as the Shukur Kyr'bes.
  • Lower Fighting Rings: The Fighting Rings of the Industrial Works are one of the distinctly Mandalorian forms of entertainment that the city has to offer. Contestants brawl in hopes that they will win enough valor to be chosen for the Grand Pits of the Indomitable, the great coliseum outside of the city where tournaments are held that draw crowds by the tens of thousands from across the world. Here, though, there is more blood and less glory, with contestants, often pitted against each other in small cages that keep them locked in with their opponent until one of them incapacitates the other.
  • Kestri Weapons Foundry Production Facilities: Kestri Weapons Foundry is seen as a staple arms producer of the Enclave, and most of their industrial production facilities are located in the Industrial Quarter adjacent to the Halls of the Forgemasters.
  • Derelict Quarter: By square meterage, the Industrial Works is the largest sector of Tor Valum. Due to the city’s much smaller population than it was under Clan Kyron, as well as the fact that Tor Valum is still being rebuilt, means that there are large portions of the Industrial Works that are not yet utilized. However, the 'derelict quarter' of Tor Valum is slowly shrinking as the city's population continues to grow and more space is utilized.
SECURITY
Maximum | Although it is a civilian city, ‘civilian’ has a much different definition in Mandalorian culture than for the rest of the galaxy. If under attack, an extremely high proportion of Tor Valum’s population is equipped and trained to fight in battle and is expected to rise for the defense of the city. Thus the city can always be considered heavily garrisoned, even if in truth the Si’kahya warriors who are charged with the explicit protection of the Enclave are much fewer in number. It also massively reduces any normal concerns of protecting civilians, allowing most logistics to be focused on waging war on any hypothetical attacker.

Historically, Tor Valum was hidden from the galaxy in general, only made known to fellow Mandalorians. This deception was undertaken as a preventative measure to hide Kestri from the galaxy, to allow Mandalorians time to rebuild without having to worry about outside invaders. However, when a Sith incursion to break free a captive succeeded, the location of Kestri and by proxy, Tor Valum was leaked to the galaxy. Now, anyone who digs deep enough can find the location of the hidden world, though it is not advertised by the galaxy. In addition, the leakage of the secret has only meant that the Enclave stands ever more watchful in order to protect their city from any threat.

In addition, Tor Valum is aided by the ARTUS, the ultra-intelligent AI that has complete jurisdiction over the city's defense grid, from droids to weapon emplacements to sensor systems. ARTUS constantly and vigilantly monitors not just the city, but the planet and surrounding system. Although the AI is not omnipotent, though it and the Enclave very well wish it were, its ability to collect information and coordinate defensive systems makes it an invaluable asset for Tor Valum's security.


HISTORICAL INFORMATION

Tor Valum. Once the stronghold and cultural center of Clan Kyron, it now serves as the capital of the Enclave and the last standing Mandalorian City.

Tor Valum was founded by the five Forgemasters of Clan Kyron; Elendi, Javar, Nol'mani, Ullan, and Daraxes, a city made of tunneled chambers and buildings into the mountainside of Mount Valum. While it was also the capital of Clan Kyron, it served as the Forge of the greatest of the masters, Elendi. Day and night the bellows of Tor Valum worked as weapons, armor, and technologies were manufactured and created by the skilled hands of the Clan Kyron metalsmiths.

The original mountain on which Tor Valum resides was near-completely hollowed out and replaced by a bright, Mandalorian metropolis. Tor Valum consists of both towering buildings that climb into the sky out of the Ravine, a carved-down canyon in the middle of the mountain, or underground dwellings and facilities in the rest of the city. The expert architectural design of the city utilized the natural lava tubes of Tor Valum's mountain, redirecting the flow to naturally heat the entire city. It was a true pinnacle of architecture and Mandalorian cultural heritage

But that was ended when the Praetorite Vong invaded Kestri. Fighting was fierce across the planet, but it was no fiercer fighting anywhere than Tor Valum. After months of fighting Clan Kyron was defeated, and the Remnant overran the ruined city, establishing it as their own center of command. All surviving Mandalorians were slaughtered, and the world fell under Yuuzhan Vong's control. But in a last desperate act, ARTUS used all of the terraforming technology at its disposal to attack the climate of the world itself, plunging Kestri into an artificial ice age, Though they had been victorious, the Yuuzhan Vong forces there were sent into hibernation and would not wake until several millennia later, sparing the world and the galaxy from the Yuuzhan Vong's machinations.

It wasn't until the modern day, when Mandalorian scouts from the Enclave found Kestri via an ancient route pieced together from artifacts found in the dark corners of the galaxy, that the Yuuzhan Vong began to reawaken. When a vanguard team of Mandalorians digging through the Temple of Javaar uncovered the secret of Kestri -- that it was a world of Mandalorian heritage that had vast treasures to offer -- a second war for the planet began. The fighting was quick, but it was fierce as Mandalorians and Yuuzhan Vong crossed blades for the first time since the extragalactic species had invaded the galaxy in pre-Golden Age history.

The climax of the war finally converged once more on Tor Valum. The derelict city that had been Clan Kyron's capital was now the chief stronghold of the Praetorite Remnant, scarred and transformed by Vong biogrowths. In the largest offensive pulled off by the Enclave yet, Mandalorian teams fought across the city, in the lava tubes that served as the central heating and power network, and up the tallest spire to slay the leader of the Yuuzhan Vong once and for all. Once more, Kestri was Mandalorian. Once more, Kestri was free. Tor Valum was once more a Mandalorian City.

The Last Mandalorian City.

Reconstruction of the planet's infrastructure began in earnest, with efforts first centered around making Tor Valum liveable. Fireteams cleaned out the biogrowths while metalsmiths worked alongside ARTUS to repair the city's skyscrapers and structures. It took a full year before it could even be deemed habitable, and by 874 ABY parts of the city still lay unfinished and underutilized. As the Mandalorian Enclave continues to grow into their new role as chief Mandalorian State in the galaxy, and their size and power continues to grow, so will the splendor of Tor Valum. If one thing can be assured, it is that despite the cold, despite the hardships and despite the adversities, Tor Valum like the Mandalorian hands that built it will endure.

Lovely detail on the points of interest! Really makes the city feel alive. Just a few minor things before approval.

  • We'll need an entry in the Image Credit section for the second image (beside Sector 02 | The Ravine)

  • Per the template, it would be nice to get a brief description of why Tor Valum has High Wealth.

  • Same goes for why it has only Moderate Stability, given its very high security. Are there destabilizing elements?

Well, no, unfortunately. I'd still need a link to the page where you found it; I was just saying that if you'd found it on Pinterest, for example, that's normally unacceptable (it's third-party hosting that doesn't really credit the artist), but we'll take it if you can't find anything else. If it came from Artstation, we need the Artstation link it came from, or we need a different picture.
