    • Form of Government: Nominative Meritocracy
    • Description: To label the Enclave with a specific form of government would be a misunderstanding of Mandalorian culture, at best. Little emphasis is placed on birthplace or citizenship within Mandalorians, and as such no official Mandalorian 'state' has ever existed as understood by conventional galactic politics. The governance and administration of Mandalorians within the Enclave and Kestri relies primarily on the Clan system; Alors, the leaders of Clans, are expected to administrate to their own, enforce common laws when necessary, manage their Clan's finances, and provide for Kestri's defence when required.

      However, that is not to say that the Enclave is completely decentralized. Within its jurisdiction, the Enclave remains the ruling power, able to interfere with internal Clan matters when necessary to keep the Enclave's peace. Cities such as Tor Valum and Reaver's Bay fall directly under the Enclave's authority, as well as the Karjr law enforcement, Si'kahya and Gar'tyatr military, and Metalsmith's Guild who forge for the Enclave. These organizations answer directly to Enclave leadership, and locations are directly under the Enclave's jurisdiction. Settlements founded by and strictly affiliated with Clans are similarly allowed to administrated by that Clan or organization. The rest of the world, although technically under the administration of the Enclave, is mostly fair game and generally unregulated

      However, despite administrative technicalities the 'laws' of the Enclave are quite simple and uniform: in large, respect the peace and do not harm fellow Mandalorians. The latter exists under the interpretation of Mandalorian culture, where bar fights are just as common as sleeping and drinking. Brawls in Tihaar sinks are generally disregarded unless under extreme circumstances, but extreme actions against the welfare of the Mando'ade is dealt grave punishment. More inferior laws, such as customs and duties, property rights, and others are often establishing by the ruling authority over a given city, port, or settlement and although uniform when possible, can often have discrepancies that would only result in the Mandalorian form of governance.

      The actual government of the Enclave is very small. The leader, known as the title of the Quartermaster, wields sole executive authority over the Enclave as well as acting as its head of state. Auxiliaries are appointed as needed, based on their merits and qualifications. No written constitution governs the Enclave and Kestri, as Mandalorians defer instead to the ancient customs passed down generation by generation through the Resol'nare, Canons of Honor, and other important cultural doctrines that govern Mandalorian behavior. It is important to note that the Quartermaster is not equal to the power of the traditional title of Mand'alor, who in theory wields absolute authority over all Mandalorian clans. Instead, the Quartermaster's jurisdiction and power only extends as far as the Enclave, and the Enclave and government of Kestri claim no authority or responsibility over Mandalorians who wish to not be affiliated with the Enclave.

      Worlds that may fall under the Enclave's control are, for the most part, allowed to govern themselves as they have done previously. Opportunity to become foundlings and full members of the Mando'ade are provided to all who wish to prove themselves worthy, and otherwise non-Mandalorian 'citizens' have the full rights and protections as granted to them under their own world's law. In exchange for the protection that the Enclave provides, as well as centralized infrastructure, economic systems, and safe conduct of passage through wild space, worlds are required to pay tithes in the form of credits or goods, though all other transactions between Mandalorians and non-Mandalorians are fairly compensated for.

    • The Mandalorian Enclave started as a small kindling of a dream, a dream that one day the Mando'ade would rebuild from the genocide and destruction that had decimated their numbers, a dream that Mandalore's wayward sons and daughters would once again find their place in the galaxy. A subfaction of the Confederacy of Independent Systems, the kindling turned into an ember, then into a fire, then into a roaring blaze.

      The Enclave has first and foremost been a safe haven for all those who adhere to the tenets of the Resol'nare. No Mandalorian seeking refuge is turned away, no matter their past lifes or actions. Cin'vhetin -- a slate wiped clean, forgiveness even -- is offered to all those who will take it and atone for their actions, should they need to. Those who are no more than warriors marked for death by the armor on their skin are welcomed similarily into the Enclave's arms.

      Throughout its existence, the Enclave has prioritized rebuilding what the Mando'ade lost over fruitless endeavors, crusaders that win nothing but bloodshed, conquests that win nothing but dust. Instead they struck up a mutual coexistence with the Confederacy of Independent Systems: individuals in employment of the Enclave -- the Karjr -- would serve as deputized law enforcement for the Confederacy, cleaning up the nation's vast underbelly of the criminal scum that had managed to find root, like weeds, and grow. In return, the Confederacy offered lands in the form of a continent on the world of Roon, protection from the Mandalorian's enemies, and a chance at growth. The Enclave took that opportunity, and grew all the stronger for it.

      Its year-long history on the site has been organized into three arcs; Season of Reclamation, where the Enclave was founded and began to discover its place in the wide galaxy around it; Season of the Worthy, where the Enclave discovered a lost Mandalorian world on the edge of Wild Space and reclaimed it from the Yuuzhan Vong, proving themselves to be worthy inheritors of the world; and Season of Vengeance, where the Enclave launched a campaign of shadowy retribution against the Sith that had orchestrated the genocide of Mandalore, all the while waxxing stronger as their newly-reclaimed world of Kestri was rebuilt to be a new home for Mandalorians.

      When it comes to organization, the Enclave is primarily divided into four divisions.
      • Karjr: The most prominent of the Enclave's divisions. 'Marshal' in Mando'a, the Karjr served as deputized law enforcement akin to bounty hunters, wild-west sheriffs, and Journeyman Protectors, policing the Confederacy's underworld in return for bounty payment. With the Enclave's move to Kestri and independence, the Karjr are now tasked with similarily cleaning up the lawless frontier of Wild Space, bringing order and iron justice to the criminals lurking there.
      • Si'kayha: The Enclave's sword and shield. Elite warriors comparable to Mandalorian supercommandos, the Si'kahya are a sworn brotherhood of highly-trained Mandalorian warriors that vow to defend the Enclave until their dying breath. Their name meaning 'Warden' in Mando'a, the Si'kahya are the most devout warrior one can find, for their fervor for protecting their people is absolute.
      • Kayatr'ade: The various metalsmiths, gunsmiths, and other craftsmen that create the tools, weapons, armor, ships, and technology utilized by the Enclave. Where their Mandalorian brethren wield blaster and beskad, the Kayatr'ade instead wield the hammer and work the forge and bellows. Their work may not be as glorious, but is just as if not even more important to the continuity of Mandalorian culture. Even more unique is their expertise in the metalworking of Beskar, which as Mandalorians their skill is unmatched across the galaxy.
      • Gar'tyatr: These are the Mandalorians who look to the stars instead of the earth. They fight aboard ships, sleek and nimble in Mandalorian fashion. In traditional Mandalorian fashion, each captain is an Alor aboard his own ship, and the only Fleetmasters they follow are the ones who have earned their loyalty and respect. Compared to conventional navies they may seem disorganized and outnumbered -- but what they lack, they more than make up for with their ferocity, cunning, and dedication.
  • The Pitch:
    • There have been various forms of Mandalorian major factions in the past, yet for over a half-year Mandalorians have not had any presence as a major faction on a map. The first unique thing about the Mandalorian Enclave becoming a major faction would be introducing Mandalorians to the map.

      Secondly, the Mandalorian Enclave's approach to Mandalorian writing is unique when compared to the bulk of Mandalorian factions, major, minor and subfaction that have come before it. Instead of the 'Crusader' Mandalorian archetype that is most prevalent among Mandalorian factions, the Mandalorian Enclave caters more to the 'bounty hunter' archetype of Mandalorian. This is evidenced with the most popular division of the Enclave, the Karjr (Marshal in Mando'a) who during the Enclave's time as a CIS subfaction acted as deputized lawmen, inspired by the sheriffs of American Spaghetti westerns and The Mandalorian.

      Other endeavors to expand on catering to this archetype include the reward system that the Enclave has pioneered, a unique economy system that fosters writing and progression. A more in-depth explanation of the system can be found here, and it is something that continues to be updated and expanded as needed. Much of this economy system supports the bounty hunter aspect of the Enclave, offering tangible rewards for taking on bounties. An example of this system fully in-action can be found in the Crimson Hunt Mission Board that was introduced in May for the Season of Vengeance arc. This mission board acts as an in-house bounty board against Sith targets, aligning with the Enclave's story narrative and was met with overwhelming reception not only from faction members, but from outsider writers and even bounty targets.

      That leads into the third reason: the Enclave for over a year has been fostering well-planned out narrative arcs that have the potential to add to the vast opportunities of storytelling that SWRP: Chaos has to offer. With Season of Vengeance the Enclave began interacting with factions outside of itself and the CIS, its parent faction at the time. As a major the Enclave will continue to develop stories with the rest of SWRP Chaos community. We will also be reintroducing a Mandalorian narrative to Chaos without any of the toxicity that it has had in the past, hopefully creating a new golden age of Mandalorian and Star Wars stories.
