The Shipyards are heavily guarded, being protected by a large Imperial Fleet and a equally large garrison of Stormtroopers and Security Droids owing to it's strategic importance to the Empire as it's biggest shipyard and potential target to hostile factions. The Shipyards are only accessible to authorized Imperial and Corporate personnel with unauthorized personnel being terminated in short order.
  • Description: The Black Fifteen Shipyards are a Type-III Orbital Construction Yard located in orbit of the Outer Rim world of Wistril serving as the headquarters of the Dark Empire's Imperial Navy and the current base of operations of Lord-Regent Marlon Sularen. Black Fifteen is one of the Empire's most important military assets serving as it's primary shipyards, capable of building any type of vessel from small starfighters to entire Star Dreadnoughts, serving as the beating heart of the Imperial War Machine. As such, the Shipyards are tightly guarded with a large naval presence and extensive orbital defenses in place to ensure that any attempt to seize or destroy the shipyards end in complete failure.

  • Construction Bays | Throughout the Black Fifteen Shipyards there are a total of 21 distinct Construction Bays all of them being dedicated to the construction of four categories of starships : Starfighters, Escort/Patrol Vessels (Corvettes and Frigates), Heavy Vessels (Cruisers and Star Destroyers) and Super-Heavy Vessels (Battlecruisers and Star Dreadoughts). Thanks to the large scale automation systems and the vast amount of workers fielded by the Shipyards, it is capable of producing Warships at a relatively fast rate.
  • Hangar Space | The Black Fifteen Shipyards contains a variety of hangar bays, each one being designed with modularity in mind so that they can accommodate a wide array of spacecraft from the small nimble starfighters and transport vessels to the larger and heavier freighters and corvettes. Given their modularity, the Hangar Bays can be quickly reconfigured to accommodate varying sizes and types of spacecraft to adapt to certain needs whether that be holding TIE Fighters or providing space for Freighters to deposit their cargo.
  • Docking Bays | In addition to the Construction Bays, the Black Fifteen Shipyard possesses a total of 12 additional modular docking bays. These Docking bays can hold any type of warship from small corvettes to large Star Dreadnoughts and are often utilized for Imperial Warships to receive repairs or refuel between missions in order to maintain their strength and efficiency.
  • Central Command Terminal | The Central Command Terminal serves as the brain of the Black Fifteen Shipyards containing a large complex of offices and control bridges that are utilized to coordinate the day-to-day operations of the Shipyards and manage the vast automation systems throughout the Shipyards. The Central Command Terminal also contains the corporate offices of SularenCo which runs the Shipyards and a few Conference Rooms which are often utilized for Imperial or Corporate Summits.
  • Material Processing Terminal | The Material Processing Terminal is the section of the Shipyard where raw materials are converted in starship components for usage in the construction of new Warships. Through various advanced systems such as molecular furnaces, duplicators and synthesizers, various starship components and types of armaments can be rapidly produced from the shipyards allowing it to be largely self-sufficient forgoing the need to import those same components and armaments from other systems. Furthermore the very advanced systems that manage the material processing terminal are carefully overseen by teams of Engineers who ensure that the day-to-day operations of the terminal run smoothly with little interruptions or delays.
  • Droid Maintenance Terminal | Owing to it's nature as a highly automated Shipyard, Black Fifteen possesses a facility dedicated to the maintenance and repair of the many droids and automated systems that contribute to the day-to-day operations of the Shipyards to ensure maximum efficiency. To this end, highly skilled technicians routinely carry out regular maintenance tasks, identify and resolve any malfunctions, and enhance the software to guarantee the maximum performance of all droids and automated systems within the Shipyard.
  • Training Facilities | The Training Facilities are the section of the Black Fifteen Shipyards where Imperial Personnel whether they be Army, Navy, Special Forces or Starfighter Corps can hone their skills in each field with some facilities being dedicated to each branch while others are general purpose. Along with the main training facilities there some accompanying cafeterias and recreation centers that allow Imperial Personnel to eat and rest in-between training sessions.
  • Residential Zones | The Residential Zones are the section of the Black Fifteen Shipyards that contain the Barracks and Living Quarter for both the Military Garrison and Civilian Personnel respectively. It contains various lounges, a cafeteria and other type of facilities that are utilized to accommodate their needs while they work at the Black Fifteen Shipyards.

HISTORICAL INFORMATION

Upon establishing itself on the galactic map in the wake of the Carlac Convention and the Attack on Onderon, the Dark Empire lacked any significant shipyards within it's initial territories that would fuel their campaigns against the Core Worlds and in the New Territories, which posed a risk to it's growing fleet as it lacked the necessary facilities to repair and refuel as well as to replace lost warships. As such COMLIT contracted the Zero Corporation to begin the development of a new shipyard facility above the world of Wistril in close proximity to the Imperial capital of Carlac, which would serve as the Empire's primary means of constructing their warships and fueling their war effort.

The result was the Type-III Orbital Construction Yard dubbed "Black Fifteen". A marvel of engineering with enough Construction yards to build dozens of warships simultaneously and through it's automated systems in quick measure, allowing the Imperial Fleet to rapidly grow into a force that could threaten the vast armadas of the Galactic Alliance. This would make Black Fifteen one of the most prized possessions of the Imperial Navy, given it's immense strategic and logistical value to it's war effort against the Galactic Alliance and later the Diarchy.

Naturally, Black Fifteen's importance to the Imperial Navy would make it a target to hostile factions, culminating in an attack launched by Rebels from the Tingel Arm Coalition which damaged portions of the Shipyards reducing it's output and increasing construction times as the Shipyard's automation systems suffered from a loss of efficiency. Eventually, the Shipyards would be fully repaired and brought back to it's previous operational capabilities continuing the produce more warships for the Imperial Starfleet.

After the recovery of the Shipyards from the Rebel attack, Lord-Regent Marlon Sularen who previously held command over vast elements of the Imperial Military as Warlord of the Empire and prior to that the Imperial Navy as Grand Admiral, would set up Black Fifteen as his new base of operations in his capacity as both the head of state of the Empire and the Supreme Commander of it's Military Forces. Upon establishing himself on Black Fifteen, the Lord-Regent would proceed to fortify the Shipyards and strengthen it's defenses while also setting up the headquarters of his Imperial-aligned Corporation known as SularenCo at the Shipyards to better coordinate his plans for the Empire.

Now, Black Fifteen serves as the de facto capital of the Dark Empire with the Imperial Ruling Council and Imperial Military also headquartered there as the Lord-Regent leads the Empire into this new era of uncertainty.

  • Description: The Commission for Imperial Military Operations otherwise known as IMPERA is the Administrative Heart of the Dark Empire's Military Forces, and acts as the machine that keeps it running smoothly. Reporting directly to the Joint Chiefs of Staff, it is responsible for the goals of the Imperial Military and to ensure personnel readiness, policy, planning and setting training standards for the Army and Navy respectively. They are likewise in command of and oversee the massive bureaucracy of the Imperial Military, which handles the trade routes, resources, supply lines, transportation systems, nationalized industries and other assets and programs essential to the continued functions of Imperial Military Forces. Serving as an extension of the Imperial Military's structure, IMPERA wields significant power within the Dark Empire which is wielded to ensure that the Military can achieve it's goals effectively as possible in order to advance the Dark Empire's overreaching goals within the Galaxy.
IMPERA is split divided into several sub-organizations all of whom answer to Joint Chiefs of Staff, which serve as the organization's ruling body. The members of Joint Chiefs of Staff consist of the heads of the various sub-divisions of IMPERA and together they guide the orginization in order to accomplish the goals IMPERA has set out to accomplish. These sub-divisions include : The Ministry of War, The Army Command and Naval Command, the Stormtrooper Command and the Ascendant Command. The Joint Chiefs of Staff are headed by the Warlord of the Empire who answers directly to the Supreme Commander and Military Executor, while simultaneously holding a seat within the Imperial Ruling Council. Underneath the Warlord of the Empire is the Allegiant General who often acts at the behest of the Warlord of the Empire as his second-in-command and often delegates the Warlord's duties to lesser functionaries when needed.

Army Command | Is the branch of IMPERA responsible for overseeing the direction of the Imperial Army during military campaigns along with overseeing all other matters that lay within the jurisdiction of the Imperial Army. They also have complete oversight over all promotions to a senior army rank unless such a promotion has been give to the designated officer by the Joint Chiefs of Staff or the Imperial Ruling Council. In addition to this, the Army Command is also responsible for shaping the doctrine and strategies employed by the Imperial Army in wartime. It is spearheaded by a council of senior army commanders led by the Grand General of the Imperial Army who also operates as the Chief of Staff of the Imperial Army.
Naval Command | Is the branch of IMPERA responsible for overseeing all operations involving the Imperial Navy and its subdivisions. Just like Army Command, they hold jurisdiction over promotions regarding senior naval ranks with the exception that said promotion has been granted by either the Joint Chiefs of Staff or the Imperial Ruling Council. Naval Command often plays a direct roles in various military operations should they be considered high-enough of a priority for the Empire with all sub-capital and capital ships, along with most Navy personnel, from the lowest members of the Navy to the Admirals of the Navy, falling under the oversight of Naval Command. It is spearheaded by a council of senior naval commanders led by the Grand Admiral of the Imperial Navy who also acts as the Chief of Staff of the Imperial Navy.

  • Description: Wraith Squadron is an Imperial Naval Squadron currently under the command and control of the Warlord of the Empire, Marlon Sularen. It was first established in the aftermath of the collapse of the Dark Empire, comprised of the few Imperial Warships that would still acknowledge the authority of Sularen as the large portions of the surviving elements of the Imperial Navy flocked to other Imperial Warlords, Governors and Moffs. Now it serves as Warlord Sularen's primary means of power projection across the galaxy, enforcing his will against all those who will oppose him in his journey to establish himself as the Heir to the Empire.

  • Reputation: Despite being a relatively new naval squadron, Wraith Squadron's reputation so far has been defined by that of it's commanding officer, Marlon Sularen whose reputation as a naval commander is well known across the galaxy owing to his prior service to the Brotherhood of the Maw during the Second Great Hyperspace War and the Dark Empire during the Core Wars and adjacent conflicts. To the scattered remnants of Imperialism across the galaxy, Wraith Squadron serves as a last major vestige of Imperial Power Projection across the galaxy while to the enemies of Imperialism such as the Alliance, the Neo-Crusaders and the Diarchy, Wraith Squadron through it's affiliation with Sularen represents a major obstacle to their own plans should they desire to claim former Dark Imperial territory.

When the Dark Empire collapsed as a result of both internal and external pressure from rebellious forces in the Deep Core and a Mandalorian offensive, Lord-Regent Marlon Sularen sought to move swiftly to preserve the legacy of the Dark Empire hoping to wage a Campaign against those who would seek to advance into former Imperial Territory and claim former Imperial worlds for themselves as part of a larger bid to establish himself as the "Heir to the Empire". However as the Dark Empire fell apart, many Governors and Moffs began to cannibalize the Imperial Navy right underneath the Lord-Regent's nose, redirecting them elsewhere against the Lord-Regent's orders and directly undermining the Lord-Regent's position.

With all form of Central Authority eroded, Marlon Sularen put his plans for insurgency on the shelves and began to gather what support he could in order to build-up his own powerbase in his bid to establish himself as the sole "Heir to the Empire". As part of this effort, the former Lord-Regent would begin organizing a medium-sized fleet from which would serve as his primary means of power projection that would enable him to achieve his goals when military force was required. With many Governors and Moffs having already cannibalized his Imperial Navy however, Sularen was only to gather eleven ships whose loyalty to him and his cause could be trusted which would soon be organized into the core of his new starfleet.

Upon establishing his new fleet, Sularen would give it the designation Wraith Squadron, naming it after the naval squadron he commanded three decades ago during the Third Imperial Civil War as a symbol of his defiance to all those who would deny him of his rightful place as the Heir to the Empire. Thus with a proper standing fleet at his disposal, the Warlord of the Empire prepares to embark himself in his grand campaign to consolidate all Imperial elements under his command and wage war on those who shall oppose him.

  • Accessibility: Located within the Western Hemisphere of the Dathomirian Moon of Koratas, the Imperial Mining Complex M-58 is the site of a large and complex mining operation that can be easily found due to the sheer scale of the operation. However due to it's importance to the Empire Reborn, the site is tightly guarded with access to it severely controlled. Only authorized personnel such as high-ranking officials, security forces and laborers are permitted to access the Mining Complex while any intruders are apprehended on sight and are even often sent to work in the mines themselves.
  • Description: Imperial Mining Complex M-58 is a large and complex mining operation located on the fourth moon of Dathomir, Koratas. Is is primarily consists of several open-pit mines that are used to extract various materials present on Koratas such as neutronium, lommite and zersium, all of which are utilized in the production of Durasteel. Furthermore, the Mining Complex possesses various facilities such as a central command center, a detention center and various sorts of fortifications, housing a considerable Imperial garrison that ensure that the workers stay put and do not harbor any thoughts at rebellion.
POINTS OF INTEREST
  • The Central Command Center | The Central Command Center is a large fortress-like structure where all operations are overseen from, with the structure also containing various facilities vital to the function of the Mining Complex such as the barracks, armory, hangar bays.
  • The Detention Facility | The Detention Facility is where all the laborers are held, with most of them being prisoners of war from the Core Wars or abducted individuals. This facility is tightly guarded at all times with measures such as electrified floors and extensive surveillance systems being put in place to deter any sort of uprising from the laborers.
  • The Outer Perimeter | The Outer Perimeter consists of a series of watchtowers, external fortifications, defensive emplacements and minefields located within a 2 mile radius of the surrounding outside perimeter of the Mining Complex. It's purpose is to deter any sort of assault against the Mining Complex by external hostile forces ensuring minimal disruption to the mining operation in the event of an attack.
  • The Mining Pits | The Mining Pits consist of the many open-pit mines scattered throughout the complex where all the raw materials are extracted with little care for the environment or the moon itself as the mining operation is dedicated to the rapid and efficient extraction of mineral resources on Koratas.
  • Durasteel Processing Plants | The Durasteel Processing Plants are a collection of Industrial facilities where the various extracted raw materials are converted into Durasteel alloy before being transported to off-world to Imperial Shipyards and Factories.

HISTORICAL INFORMATION
In the aftermath of the Battle of Endor in 4 ABY, the Imperial Warlord known as Zsinj established his base of operations on the Outer Rim world of Dathomir, with his forces soon excavating the Dathomiri Moon of Koratas to extract raw materials that would be utilized in the construction of Zsinj's head quarters, the Shipyard that was known as Rancor Base. When Zsinj was killed and Rancor Base was destroyed in 7 ABY, the mining operations on Koratas were shut down as the Imperial presence on Dathomir vanished overnight.

For centuries Koratas would remain undisturbed even as the New Imperial Order took control of Dathomir during the Third Imperial Civil War. However during the turn of the 9th Century ABY, that period of non-disturbance would end as the Imperial Warlord known as Marlon Sularen would set his sights on the Dathomir System just like Zsinj had done centuries before. As the former Lord-Regent of the Imperial Faction known as the Dark Empire, Sularen had sought to rebuild his powerbase and utilize it to establish himself as the ultimate figurehead of Imperialism across the galaxy as the "Heir to the Empire".

In order to pursue his ambitions, Sularen would move forth to establish an underground military-industrial complex starting by establishing new mining operations on Koratas through what would be designated as the Imperial Military Complex M-58 which despite initial delays would soon become fully operational and ready to support the Imperial Warlord's grand plans for the future of Imperialism.

  • Accessibility: Located deep within the thick jungles of Dathomir and well isolated from any native settlements, Fort Melvar stands as a hidden bastion of Imperialism on Dathomir. Given it's strategic importance to the Empire's presence on Dathomir, access to the Imperial Outpost is severely restricted as it's exact location is restricted to authorized personnel only. Furthermore, the Outpost is heavily guarded and fortified with any intruders being killed on sight to ensure the secrecy of the base.
  • Description: Fort Melvar is a secret Imperial outpost located on Dathomir. It was established as a pre-caution against any sort of negative reception from the local population to the Imperial presence in orbit of Dathomir and on Koratas, ensuring that the Empire would possess a quick means to retaliate against any sort of hostile action from the natives. In order to fulfill this purpose Fort Melvar is garrisoned by an Stormtrooper Regiment with hidden hangars and vast underground armories providing the local garrison with the necessary equipment to enforce the Empire's will should military action on Dathomir be necessary. Furthermore Fort Melvar is located as far away from any native settlement in places natives will rarely venture as to ensure the continued secrecy of the Empire's presence.
POINTS OF INTEREST
  • Central Command Terminal | The Central Command Terminal is a large complex located on the base of a nearby cliff with part of it being built into the cliff. Connected to places such as the Exterior Assembly Area, the Underground Armories and the Hangar Bays, all operations within Fort Melvar are overseen from the Command Terminal where most of the day-to-day affairs occur within a Star Destroyer-style bridge on the third level of the Command Terminal.
  • Barracks | The most largest and most notable facility within Fort Melvar is the barracks, where the entire Stormtrooper Garrison of the Imperial Outpost are housed. The Barracks contains a Cafeteria, Sleeping Quarters and all sorts of training facilities such as gyms, sparring facilities, shooting ranges and many more in order to keep the members of the garrison in top-shape and maintain their high-alertness so that they can quickly adapt to any situation.
  • Hangar Bay | Hidden behind a nearby waterfall is a hangar bay with enough space to house up to 60 starfighter-sized starships. The Hangars represent one of two ways to access Fort Melvar while also being another means from which the Outpost can defend itself with it's own air wings and also project Imperial power across Dathomir by deploying Imperial troops onboard Gunships. The Hangar is connected to both the Command Terminal and the Armories both of whom are located within the cliffs bordering Fort Melvar.
  • Underground Armories | Located deep within the cliff bordering the left side of Fort Melvar are vast Armories containing stockpiles of Imperial military equipment which include weapons, spare armor and other miscellaneous gear that the Imperial garrison will often use when carrying out their missions across the planet. Furthermore, the Armories are where all the Battle Droids are kept in storage and maintained at all times when they are not being used in combat.

HISTORICAL INFORMATION
In his pursuit to establish himself at the forefront of Imperialism across the galaxy as the "Heir to the Empire", the former Lord-Regent of the Dark Empire, Marlon Sularen would begin the process of building a new powerbase independent of any Imperial faction from which he could accumulate more power and influence and further assert himself within the galaxy. Having chosen Dathomir to as his new base of operation at the center of his envisioned powerbase, Sularen would soon undertake the process of consolidating his presence as the Black Fifteen Shipyards were moved from Wistril to Dathomir and Mining Operations were established on the Dathomiri Moon of Koratas.

However with the decision to establish himself on Dathomir came the question of how the renewed Imperial presence on Dathomir would be viewed by the native populace, which historically have largely opposed Imperials with their last major interaction with Imperialism, being approximately three decades ago during the Third Imperial Civil War when the Nightsister Clans of Dathomir clashed with the invading forces of the New Imperial Order.

Thus, in order to ensure that the witches of Dathomir could not disrupt his plans, Sularen would proceed to establish a hidden base in a remote location within the jungles of Dathomir. Known as Fort Melvar, this secret base would be large enough to house a regiment of Imperial Stormtroopers and have enough space for 60 starfighter-sized starships while also being sufficiently fortified to withstand any sort of assault from hostile forces should the base's location be revealed to those who would oppose Sularen. As the Warlord of the Empire continues to pursue his ambitions to establish himself as the "Heir to the Empire", Fort Melvar remains a key asset in ensuring that Dathomir remains under his grip for the forseable future.

  • Accessibility: Fort Comark is located within the most treacherous mountainous region of Jaemus with most of the base hidden underground with the only way to access it being by air. In addition to this, it positioned far away from most of Jaemus's urban centers with the closest one being Diadochron some six hundred clicks away. Owing to it's status as a secret Imperial base, Fort Comark is heavily guarded being accessible to authorized Imperial personnel only. Any intruders found within the base's perimeter are shot on sight n order to maintain the secrecy of the Imperial operation there.
  • Description: Fort Comark is a secret underground military base currently operated by the Dark Empire on the Outer Rim world of Jaemus. Established on the former site of a former Helix Syndicate Maximum Security Prison, Fort Comark consists of nine subterranean levels with the only above-ground feature being the concealed doors to the only means to access the facility, an underground Venator-style Hangar. Through Fort Comark, the Dark Empire is able to maintain a presence on Jaemus albeit secretly providing it with the means to quickly reinforce the Imperial-aligned city of Diadochron should it fall under hostile attack
POINTS OF INTEREST
  • Sub-Level A [Hangar] : Located deep within Jaemus's most treacherous mountainous region is the Hangar of Fort Jomark which serves as the only entry and exit point to the facility. Originally it originally consisted of a simple above-ground landing pad and was used to register, process, examine and freeze newly arrived prisoners when Fort Jomark was once a prison. However it has since been converted into a large Venator-style underground flight deck featuring large armored bow doors with part of the mountain terrain attached on the top of it. These doors can open and close enabling Fort Comark to launch starships albeit at the cost of temporarily exposing the location of the facility.
  • Sub-Levels B-E : The next four levels underneath the Hangar are dedicated to the personnel stationed there featuring various facilities such as armories, recreation centers, barracks, training facilities and more. Compared to the original prison facility, the armories and barracks have been vastly expanded while various new training facilities and other facilities were added to accommodate the additional amount of personnel. Sub-Level C is where the central command center of Fort Comark is located where the entire facility is monitored through various security systems and protection systems.
  • Sub-Levels F-I : These three levels are dedicated to the storage and maintenance of the Droid Units utilized by the Dark Empire as an auxiliary security force meant to further support the organic soldiers of the facility. Originally they served to hold carbon-frozen prisoners with 1,600 prisoners held per level with each level being split into 10 rooms of 160 racks of carbonite-frozen prisoner. The new layout of Fort Comark follows this system with the Battle/Security Droids stored there instead of carbon-frozen prisoners where they are maintained and charged at all times, ready for deployment whenever the Empire desires it.
  • Sub-Level 0 : Located between Levels A and B is a specialized room accessible only through a hidden turbulent from Level A. This room contains a variety of highly advanced equipment connected to a series of hidden relay dishes scattered throughout the mountainous region of Jaemus. This allows the Dark Empire to maintain a listening post on the planet that will allow them to intercept, decrypt and record communications sent throughout the planet.

HISTORICAL INFORMATION
After the emergence of the Diarchy as a galactic power and the subsequent skirmish between Imperial and Diarchy forces at Entralla and Munnilinst, the Warlord of the Empire Marlon Sularen sought to contain the expansion of the Diarchy at all costs viewing them as an immediate threat to the Empire now that the Diarchy was threatening to force the Empire in a two-front war. After meetings with Moff Antipater and Allegiant-General Mordane, the Imperial Warlord would begin executing his long-envisioned "Jaemus Initiative", a program aimed at strengthening the Empire's presence in the Jaemus Sector, from which was where Moff Antipater was based and which was viewed by Sularen as a possible means to keep the Diarchy in check.

As part of the preliminary step towards properly launching the "Jaemus Initiative", efforts were undertaken to establish a secret military base on Jaemus near Moff Antipater's seat of power of Diadochron which the Empire could utilize as a means to support his regime against outside threats such as local rival factions and even the Diarchy itself should they attempt to remove Antipater from his seat of power. Finding the long abandoned underground maximum security prison once operated by the Helix Syndicate, the Empire excavated the site before taking it over and beginning a long process of restoring and renovating it soon transforming the former prison into their desired secret military base from which they could station a small garrison that could keep watch over Moff Antipater's holdings and the developments going on throughout Jaemus.

With the completion of the secret base now dubbed Fort Comark, the Empire now possesses a foothold on Jaemus enabling it to contest any future attempts made by the Diarchy to expand their sphere over Jaemus in order to secure the future of Moff Antipater's Jaemus Directory and ensure that Imperial interests on the planet are safeguarded against the Diarchy's expansion in the long-run.

However to Sularen, the Empire of the Lost's greatest flaw was it's apparent lack of direction. Despite Emperor Velran's success, the Empire of the Lost lacked any cohesive vision and a proper unified Imperial identity, preventing it from consolidating it's holdings and inevitable leading to collapse.
    • Section Ij - The Dark Empire : Having served the Dark Empire from it's foundation to it's collapse, Sularen had a first hand view of how it functioned and personally witnessed the events that lead to it's collapse. Here Sularen explains how the Dark Empire quickly rose and fell apart, starting from Operation Nightfall on Onderon, to the Battles of Coruscant and Tython, to the Deep Core Rebellions and the Mandalorian Offensive against Ithor and Selnash. According to Sularen, the Dark Empire's failures could be traced to it's overreliance on the Sith and it's Imperial leadership's lack of initiative leading to an extended period of stagnation which would later culminate in it's collapse.
