All things considered, the meeting was going surprisingly well.
No one had shot each other yet, and the conversation was still flowing, even as tense as it was. Both the Farworlds delegates and Prime Minister Gudo had made it abundantly clear that there would be no easy solution to their differences. Yet it seemed as if calmer heads were prevailing on both sides, and at the very least they could agree to coexist. Even the revelation that the dayimo's son had been slain did not immediately derail what progress had been made.

With continued dialogue guaranteed, FN-999 felt far more comfortable to speak honestly.


"In the end, the onryō will have their pound of flesh. The name of your House did not save your son from them…and it will not save you."

"Your words could very easily be interpreted as a threat against the dayimo's life." warned FN-999, his helmeted gaze glaring directly at Masao.

"Which makes his position all the more understandable. The Farworlds Alliance brings forth a representative who calls for open revolt against the dayimo's authority. Caragach has brought him here not as a puppet, but as a victimized authority who has evidently not been given the chance to fairly present his case."

"This is why Representative Matthew's independent commission is absolutely necessary. Instead of leaving the dayimo's fate to be manipulated by a group of radical teenagers and outcasts, he must be fairly judged by professionals and his peers. Caragach will stand by any decision that such a commission makes. You have my word."


The Marshal was not lying. The commission that Matthew had proposed was in his mind the best compromise he could think of, acknowledging the depth of their differences while allowing Caragach official justification to play a role in Veridian affairs. All that remained for him to address was the particularly irritating Mandalorian who seemed to be trying to goad his delegation into waging war on the Commonwealth.

"After all," continued FN-999, shifting his gaze to address the full audience, "Neither of us will benefit from any armed conflict between our peoples."

This was perhaps more of a white lie from the Marshal. It was true that he did not seek immediate escalation to a hot war: Centerra's resource potential greatly surpassed that of Caragach, and even with their recent separation there was no ruling out the Wild Space Rebellion returning to aid its onetime ally. However, a more limited conflict using proxies in Veridia or elsewhere would prove far more advantageous to the Commonwealth. By relying on local actors, Caragach could stretch the Farworlds Alliance's resources thin, forcing assets that could be used against the Commonwealth to instead actively police its own territory. Consequently, Caragach would be free to invest more of its resources into its industry and strengthening its ties with Mahporeem and Vandemar, ensuring that by the time the Farworlds dealt with the Commonwealth's proxies, they would be facing a true equal in battle.

Ultimately, it would all take time. Months, if not years, that could not be wasted in costly sieges or defenses. So FN-999 returned his attention to Shuuklar, recognizing the Mandalorian as his main military threat.


"Do not mistake our gestures of diplomacy for weakness." warned the Marshal, his tone stern and humorless. "Our forces remain on high alert, ready to eliminate any invader who steps even a single foot into Caragachi space."

"I will openly acknowledge that at this moment in time, the Farworlds hold an advantage in numbers and firepower. We could not hope to besiege Centerra even if we wanted to."

"Defensively on the other hand, I am fully confident that the Commonwealth's fleet and ground forces are capable of inflicting grievous losses. I will not divulge Caragach's exact strength or plans, as I am sure you would hesitate to do the same. However, it is safe to say that none of you have fought an army like the Caragachi Armed Forces."

"In short, we seek peace, but we will not hesitate to wage war to defend our ideals or avenge broken promises."

Masao Masao 's statement reminded Shuklaar vividly of what had happened to the Mandalore sector all those years ago. What the Dar'jetii and their ilk had done to it. No world should have to suffer a fate like that. No world. It had gone beyond a contest of might. It had gone beyond all reason of sane sentients. It had gone beyond barbarism. It had gone beyond cruelty. For as much as his neighbors were shabuire, they didn't deserve the price they paid, nor did the Dar'jetii stop at Manda'yaim.

Now Shuklaar knew that there was something afoot for sure when it came to Veridia, he had the distinct impression that he was being kept in the dark about something important, something more pertinent than he had any immediate notion of. The fate that was being visited upon these people was not nearly the same level of monstrous, but he had long learned that comparison is what allowed true evil to thrive. He had the power to put a stop to this here, for what shabla reason should he not? The lie of choice? These people didn't choose this. How could they have?

"What of it? By your logic, this is a local conflict. None of your or my business either way," scoffed Shuklaar. This reminded him of the time had had attended that meeting with the other corporate heads with the Galactic Alliance. Same pointless statements being made.

Shuklaar listened long and hard to what was said. He offered no response at first. Then a slow chuckle came from his helmet's annunciator. "Is that the best you have, Imperial? Marshal, was it? What makes you think I want an inch of your planets? I'm just warning you and your ilk not to make the mistake of thinking Veridia is yours to have. But if its democracy you love so much, let's ask the people how they feel about being enslaved for stealing food to live. Or perhaps we can 'poll' them on their feelings on being immolated alive in their own dwellings?" he asked pointedly, even accusatorially, snorting dismissively to punctuate his point.

"Belligerence serves noone. You are gritting teeth, loosen swords in their scabbards for no other reason than to show teeth and proclaim that you own a sword. A warrior who needs their weapon to justify their existence is no warrior at all."

Achilleon glanced from the Caragachi Marshal to the Mandalorian Warmaster, his purple eyes giving them each a stare before they looked over to the angelic presence. The familiarity in that being was stunning and he was curious as to their abilities, especially in at arms of course, but that was hopefully a thought and quest for another day.


Centerra is prepared to provide grain, medicine, temporary housing, administrative support, and the funds necessary to prevent such a transition from crushing the very people it is intended to free. We have no interest in congratulating ourselves upon their liberation and departing before they possess the means to survive it.

"That cannot be the way. While I believe your intentions may be truthful and honourable, the people of Veridia would in this case be bound and dependent on an external authority that has already proven its interest to interfere in its affairs. The planet can and should be able to stand on its own legs. If it has the means to sustain generational slavery, it has the means to progressively work for a just future. Suffering, sacrifice and loss are but small offerings in exchange for a unified future."

His gaze briefly looked to the Daimyo, who surely would oppose the spending of his fortune on people.


"You have argued for a transition rather than conquest, Knight. If Vandemar is prepared to place observers upon such a commission and help us give that transition substance, I would welcome its participation."

"My Hegemon would greatly appreciate the opportunity to place Vandemar at this project's side. I concur with the approach of revisiting laws and cases to determine guilt and indeed, servitude. The process for it faces two differing sides though - should the review happen by outside observers only or by locals only? The people of Veridia will not be elevated by being patronised into what outlanders consider civilised, so my vote would clearly lay with locals only."

"To ensure such succeeds though, with lasting effects, it should be both slaves and slaveowners who judge. Impartiality and security can be provided by outsiders under the commission, but only by mandate of the locals and if the locals are enabled to build their own future. Neither side of this table has a honourable claim to the world other than sphere of influence expansion."

He lowered his voice as his gaze once more turned towards the local noble and then to the rebel, dissident, refugee - whatever he was.

"Alas, even with all this in place, there is no guarantee that the planet and its people develop in either direction and remain on that path. Quarellers will always find a reason to stir unrest and a landowner class will always find a way to exploit their workers. In case of a breakdown of this project, I want to propose an amendment of neutrality and non-aggression between the Commonwealth and Alliance. Neither a cry for help by runaways nor a formal request for aid by disgruntled nobility should cause an intervention and military escalation. This should increase both side's investment in this project to work and add credibility to your diplomatic efforts."



 







Matthew allowed the discussion to settle before he spoke again. His attention turned first toward those gathered upon the Alliance side of the table.

"Before we put anything to paper, I should like to make certain I have understood everyone fairly."

His gaze settled upon the Tusken, A'Runda A'Runda

"Steward A'Runda, Warden of the Sky… you oppose the continuation of bondage, but would see every credible peaceful remedy exhausted before allowing this dispute to become a war. Have I understood you correctly?"

Then towards Lander Stalwart Lander Stalwart

"Representative Stalwart… you favor an open accounting of the evidence and believe that, ultimately, Veridia's political future should be decided by Veridians themselves."

Lastly, his attention settled upon Shuklaar Kyrdol Shuklaar Kyrdol last.

"Steward Kyrdol… you are prepared to permit diplomacy its opportunity, provided no agreement requires us to remain idle should protected persons suffer retaliation, the commission be deliberately obstructed, or the Accord itself be materially broken."

Matthew inclined his head to the three.

"Gentlemen, if I have represented any of you unfairly, please correct me."

"Prime Minister Gudo… the Commonwealth accepts an impartial commission with fair representation and would prefer that this dispute find resolution without armed conflict.

High Marshal … you have further stated that Caragach will respect the commission's eventual decision.

Knight … you support such an inquiry provided Veridians retain the decisive voice in their own affairs, while foreign participants principally preserve impartiality and security. You have likewise asked that neither government use individual petitioners as convenient grounds for intervention.

And Daimyo Kuroda Renji… you maintain that the practices presently challenged constitute lawful criminal punishment, dispute the allegations made against your government, and remain opposed to the commission as proposed."


Another courteous inclination of his head followed as he remained polite.

"If I have misunderstood any position at this table, I would much rather be corrected now than discover the misunderstanding beneath a signature."

His eyes briefly passed toward Masao Masao .

"Young Master Masao's testimony, and that of any other Veridian willing to appear, belongs before that commission. They need not prove the whole of their case at this table."

Matthew returned his attention to the gathered delegations.

"If the rest is a fair accounting, then I believe we are no longer separated by enough to justify speaking in circles. A commission. Preservation of evidence. Protection of witnesses. Temporary suspension of the practices under investigation. Veridian authority over Veridia's political future. Voluntary assistance without political claim.

And, while that commission conducts its work: participating powers shall refrain from military escalation. This provision shall not prevent action in response to a material breach of the Accord, retaliation against protected persons, or deliberate obstruction of the commission.

That, I believe, comes nearest to what everyone here has actually asked for."


Matthew's attention shifted toward one of the young men accompanying him.

"Young Master Delacure, if you would be so kind… put it into something fit to sign. Concise, plain in its meaning, and with enough room left in the margins that no one here feels we have mistaken discussion for consent."

Matteo the long auburn-haired young man who accompanied Matthew's entourage stepped forward to attend the request, gathering the substance of the proceedings into a formal draft for circulation.

Matthew looked once more across the table to every one gathered.

"I will ask that this be amended it where necessary. Correct us where we have misunderstood you. If, and when we are finished, everyone can recognize the agreement they believed themselves to be making… then perhaps we may finally put our names beneath it."




THE GREYMAN'S ACCORD

DRAFT TERMS OF AGREEMENT



The participating parties agree to submit the disputed practices of Bái Sēn to impartial investigation and preserve peace while that investigation proceeds.



I. COMMISSION
A joint commission shall investigate Bái Sēn's systems of bondage, criminal sentencing, hereditary punishment, and related allegations of abuse. Veridians shall hold the decisive voice, supported by mutually accepted foreign observers, auditors, and security.


II. EVIDENCE & PROTECTION
Relevant records and testimony shall be preserved and made available for review. Witnesses and other protected persons shall be safeguarded from intimidation, disappearance, or retaliation.


III. TEMPORARY SUSPENSION
While the investigation proceeds, new hereditary bondage, sales, and transfers of persons into private bondage shall be suspended.


IV. MILITARY RESTRAINT
Participating powers shall refrain from military escalation while the commission conducts its work. This provision shall not prevent action in response to a material breach of the Accord, retaliation against protected persons, or deliberate obstruction of the commission.


V. SOVEREIGNTY & ASSISTANCE
This Accord grants no foreign power authority to determine Veridia's government. Humanitarian or economic assistance shall remain voluntary and grant no claim to territory, allegiance, governance, or military access.


VI. FINDINGS
The participating parties agree to receive and respect the commission's findings in good faith. Material violations of this Accord shall be returned to the participating governments for review.





Entered in good faith for the preservation of peace, Veridian sovereignty, and impartial review.

The meeting seemed to be drawing to a close, with both sides on the verge of begrudging agreement.
The Caragachi delegation carefully reviewed the terms of the Greyman's Accord proposed by the Farworlds. Though the threat of war had been avoided for the moment, the Caragachis were still alert for any form of deception or loopholes in the accord. Only once they were satisfied that none existed did Prime Minister Gudo speak once more.

"Your accord is acceptable to the Commonwealth." declared the prime minister, speaking on behalf of his entire delegation. "You have my signature. The Fourth Fleet will be withdrawn by the end of the week."

Though none dared voice it at the risk of ruining the moment, there was an air of triumph in the Caragachi delegation. The Farworlds Alliance had bought the Commonwealth's bluff, earning them an agreement that legitimized the presence of Caragachi officials on Veridia. Though it would be an uphill battle to win hearts and minds on the world, their connections with Dayimo Renji would go a long way in influencing Bái Sēn at the very least.

Recognizing that his supporters were set on moving forward with the accord, the dayimo decided to concede as well.


"You have my signature as well."

Though considerably less enthusiastic about the deal than the Caragachis, Dayimo Renji recognized that it would do him no good with either the Farworlds or the Commonwealth to continue objecting. Instead, he would play the long game. Any formal investigation would likely take months, giving him time to shore up his forces all while gathering evidence favorable to his case.

"We once more thank the Farworlds Alliance for their commitment to dialogue and diplomacy." stated Prime Minister Gudo. "Our differences remain vast, but perhaps this accord may present the first step towards a real understanding."

In truth, the prime minister was simply buying the Commonwealth further time before the inevitable conflict between the two factions. Their governments, philosophies, and cultures were far too different to ever reconcile. The only path forward for the Caragachi Commonwealth and the Farworlds Alliance in the long term was either mutual isolation or a series of conflicts with the potential to reshape the future of the entire Unknown Regions.

Political and economic isolation did not benefit the Commonwealth, which in fact would need to rapidly grow its industrial and military base to be able to become a regional power capable of forcing the Farworlds Alliance into stalemate. Furthermore, thanks to today's conference, the Caragachi Commonwealth had a better understanding of its rival than ever before.

They would fight passionately and relentlessly in defense of who they believed to be downtrodden and oppressed. However, such passion could also blind.

The slight of that implication was not lost on Shuklaar. Were he a younger man with less responsibilities, he would not have left it unanswered. "A warrior knows that words not backed up wiith weapons are meaningless," he said with barely concealed distaste and bridgled anger. "I'm ready, how about you?" he asked, refusing to veil the implied threat just as the implied insult had not been veiled.

Shuklaar was running out of options here. He had to warn his allies before they embarked upon a path that woiuld have lasting consequences. He began firing off a text message to their comms units, 'Don't do this, I, Implore. A peace bought without cost is not a lasting peace. My men are ready to bleed for peace, real peace. One where no one dares intrude in our affairs. You would leave them a beachehad on our worlds from which to strike from? When someoen near and dear to us all gets hurt and we are seated across another table like this, even I won't want to say that I told you it would be so. Then war will be the only option left to us, and then I will exact a price from them whether you are with me or not.'

"Your accord is acceptable to the Commonwealth." declared the prime minister, speaking on behalf of his entire delegation. "You have my signature. The Fourth Fleet will be withdrawn by the end of the week."

"Don't count your nuna before they've hatched, Imperial," sneered Shuklaar. "The offer isn't valid till we've voted on the matter." He turned his gaze from the Caragachi Prime Minister to the Daimyo, making sure he understood that the statement was for him as well. He then tacked on a message to the one he'd sent earlier, 'You know who the shab I represent already, my vote is against the motion for peace with the Caragachi,' he said, knowing well that he would be outvoted by the others. In the very least, no one could say that he didn't warn them.

"And Imperial, when you break the terms of peace and I know your kind will," he started. "I would suggest not appointing anyone you care about to that position, becausae I know who I'm going to shoot in the head firs when war breaks out between us. When it does, know I knew your kind for what it is." Were it not for the others, there would no talks at all. Now he would hold false peace till the timer for war came. No one said he had to do it quietly and without vocal protest.
