Landing a star destroyer on the world itself is an endeavor and not all are able to land. The celeste would allow them to have vessels on worlds with oceans and more so on water worlds like Manaan they would be able to have operational bases for non aquatic jedi. Krass continued to work on it and the Celeste was made to give the silver jedi a powerhouse they can bring to worlds and with their continued advancement in systems and transportation they can deploy them on any number of worlds. The hull able to function in seas of other elements, sand like the dunes and in seas of lava.
