OUT OF CHARACTER INFORMATION
SETTING INFORMATION
  • City Name: New Kaas City
  • Classification: Metropolis
  • Location: Dromund Kaas
  • Affiliation: The Sith Empire
  • Population: Crowded
    • New Kaas City has an estimated population of around eight billion inhabitants, which is many times greater than the population Old Kaas City maintained at its height. Many are refugees fleeing Bastion after it's fall to the New Imperial Order, while many others are various colonists from across the Empire seeking a better life closer to the center of Sith power.
  • Demographics: New Kaas City boasts a majority Human and Near-Human population, but also a non-negligible minority of Alien inhabitants who are not constricted by social class or wealth status. The most notable near-human species prevalent in New Kaas City are Twi'lek, Epicanthix, Chiss, and Sith Purebloods.
    • 82% Human / Near-Human
      • 18% Twi'lek
      • 7% Epicanthix
      • 3.5% Chiss
      • 1% Sith Pureblood
    • 18% Alien
  • Wealth: Wealthy
    • Much wealth and material were funneled into the New Kaas building project, becoming one of the most ambitious projects ever undertaken by the Sith Empire. The idea was that once New Kaas City was complete, the flood of colonists and wealthy citizens into the new heart of the Sith Empire would eventually reimburse the Sith Empire's coffers with an abundance of wealth. That gamble paid off more than anticipated, and within a few months after New Kaas City's completion, the Empire had gone beyond breaking even on its investments. Virtually overnight, New Kaas City became the wealthiest city in the Sith Empire, outshining the ancient and noble cities of Greater Tion and rivaled only by the corporate metropolises of the Corporate Sector Authority.
  • Stability: High
    • New Kaas City was built entirely from the ground up and occupied by loyal and resolute citizens of the Empire, their basic means attended to by the totalitarian government which lorded over them. Because the basic necessities were guaranteed, such as food, water, shelter, and stable work, there was very little to feed the vicious circle of criminality in the city. Life became stable and ordered, watched over by the ever-present eye of the Sith Empire.
  • Freedom & Oppression: The daily lives of New Kaas City citizens are highly regulated, the actions of each inhabitant carefully monitored to ensure compliance with the Sith-Imperial Mandates. The streets are patrolled by members of Imperial National Security, both the visible Order Police and the clandestine Security Police. Any infraction can be met with immediate seizure and detention, often at any local detention facility. Punishments vary in response to the infraction, although it is not uncommon for repeat infractions on a citizen's record to result in them being deported to a Cultural Enlightenment Center for rehabilitation. Rarely is a citizen who is apprehended for minor infractions physically harmed, except in the events that a citizen attempts to resist being apprehended. Various levels of force can be authorized depending on the citizen's unwillingness to cooperate, although the use of lethal force is strictly forbidden except in the most special of circumstances.

Surveillance of citizen's domiciles is a frequent occurrence, with each structure in the city plugged into a network of listening devices that all feed into the Sith Citadel's information collection database. Infocytes routinely process yottabytes of data every hour, hyper-scanning each byte for the faintest hint of treason and sedition. Generally, however, most citizens are left to their own devices as long as they adhere to the guidelines set forth in the Sith Mandates and observe the Empire's censorship laws. The Empire does not seek to terrorize its citizens without cause, and instead actively seeks to portray themselves as paternal autocrats who are just when able and vicious by necessity.
  • Description: New Kaas City is the official capital of the Sith Empire and the seat of its political government. Built overtop the ruins of Old Kaas City, the new city was envisioned to be a shining example of what the Sith were capable of building in their own image. Thusly, New Kaas City is a highly ordered sprawl of skyscrapers and uniform domiciles that stretch over 85% of the Kosqam continent. Its centerpiece is the Sith Citadel, a marvelous recreation of the original structure constructed during the rule of Emperor Vitiate over three thousand years ago. Out from the Citadel are situated various ministerial buildings that house the offices and sanctuaries of the various state organs of the Empire, all within a short distance of the Emperor's own court.

Billions of sentients call New Kaas City their home, having migrated from all corners of the Sith Empire's vast territory to settle the city after it had been rebuilt. Inhabitants are divided between multiple residential areas of varying wealth, with the most wealthy living in the opulent Highrise while those of lesser means are corralled into the city's outskirts. New Kaas City also hosted various recreational areas for the pleasure and amusement of its citizenry, alongside a sizeable industrial sector fed by ore and other raw material harvested from nearby worlds like
    Dromund Kalakar.

The culture of New Kaas City was a distinct blend of baseline Imperial, Pureblood Sith, and Epicanthix societies. Obedience to the state and veneration of the Dark Side of the Force were hallmarks of daily life, as was the Epicanthix fixation on physical readiness and appreciation for higher arts such as art and music. Citizens living in New Kaas City were often highly educated, their intellect maintained by the city's various institutions which helped foster a sense of community and solidarity with one's fellow citizens. Pride in species and ethnic background were often deliberately discouraged in exchange for a wholesale commitment to the idea of a Sith-Imperial; one who embodies selfless collectivism in service to the Empire and dogmatically follows the tenets of Sith-Imperialism.

The further one traveled from the Sith Citadel, the less glittering and pristine New Kaas City became. The furthest outskirts of the city butted up against the untamed wilds of the planet's jungle, with a large walled embankment keeping out the vast majority of terrestrial animals. The poorer inhabitants of New Kaas City were often relegated to living on the very periphery of the city, closest to the chaotic nature of the jungle-scape beyond the city walls. Beneath New Kaas City was the refurbished ruins of Old Kaas City, the original version of the city which had been destroyed by the Mandalorians. Old Kaas City had remained uninhabited for decades until the Sith excavated the site and rebuilt it for habitation.

New Kaas City also maintains trade routes and access ways between itself and the smaller settlements which dot the various other continents separated from one another by Dromund Kaas' mighty oceans.
POINTS OF INTEREST

  • Capital District: Directly surrounding the Sith Citadel, the Capital District houses major buildings directly attached to the principal organs of state.
    • Investiary: The Investiary is a massive amphitheater where the titanolith statues of the Sith Lords and Ladies of galactic history, both ancient and modern, are displayed. HISTORICAL INFORMATION

New Kaas City was built upon the bones of Old Kaas City, the fallen former capital of the Sith Empire before its fall in 838 ABY. Having served as the seat of the Sith Empire since its formation in 803 ABY, Kaas City had been restored to the glories it had experienced under the reign of Emperor Vitiate. Near the end of the Sith Empire's war against the Galactic Republic, Dromund Kaas was put to siege by the Mandalorian Clans in a surprise attack which caught the Empire off-guard. After the defenders had been routed, the Mandalorians sacked Kaas City and destroyed it completely by colliding an asteroid into the planet's surface.
Kaas City was completely destroyed, the impact made by the asteroid causing a sinkhole to open up beneath the city and burying it under tons of rubble. The survivors were transformed into hideous flesh-hungry creatures by the abundant Dark Side radiation which suffused the ruins from the amount of death and destruction inflicted upon the planet. In the aftermath, the Mandalorians occupied Dromund Kaas for many years before abandoning the ruined world.
Criminal organizations took root on Dromund Kaas in the intervening years but were driven off by the Silver Jedi Order after they arrived to guard the system against any further Dark Side encroachment. They too would eventually be driven away as the Sith, led by Vrak Nashar, arrived in force to reclaim the planet in the name of the Resurgent Empire, a successor state to the Sith Empire which had fallen decades before. By Vrak Nashar's hand, Kaas City was rebuilt with the ruins of the old city buried and hidden under the new construction. New Kaas City, as it came to be known, as made the Resurgent Empire's capital.
However, the Resurgent Empire's fortunes waned and they were replaced by the Sith Empire, led by Darth Carnifex; Dark Lord of the Sith. He assimilated the remnants of the Resurgent Empire into the Sith Empire and made Dromund Kaas the Empire's secondary capital, with Bastion having served as its primary capital. Regardless, New Kaas City was expanded and improved by the new regime into a sprawling metropolis whose grandeur could not be found anywhere else in the Outer Rim. When Bastion fell to the guns of the New Imperial Order, Dromund Kaas was reinstated as the Sith Empire's primary capital and New Kaas City the seat of its government.
