The Clone raised an eyebrow as he heard all of the company support this new effort was going to take on. Then again, he shouldn't have. Most of these people had some sort of company support behind them. That would make this effort a lot easier. Moving their own operations all the way out here, that would be more difficult. As Lander said, the Unknown Region was called that for a reason, and who knew whose eyes could turn their way out there.

Most of the company talk went over his head, and so he just sat there, sipping from his flask as he tried to sink into the wall. His eyes only stopped glazing over when Braze asked him if his "contact" was available to help. Everyone at the table could see him hesitate before he gave his answer. He knew Aren's attitude about Jedi, and she wouldn't be easy to turn onto this scheme. It was going to take a personal touch... "I'm not going to promise anything, Blaze. My contact is going to need an in-person display of all the boyish charm you can muster to actively want to support this. But they could help in terms of setting up industry and construction." Aren was going to be a tough sell, but she would also see sense. Empress Teta was starting to become more of a nightmare than the paradise of the world they first settled. She knew they couldn't stay there forever. Besides, Aren went where the contracts were. Why wouldn't working for the Jedi be any different?

Omen sank back into his seat, thinking while he let the others talk about high-minded things like actually getting this thing up and running. They had made more progress in the past few minutes than he thought they would make in hours. Guess everyone really wanted to make something good here. The Clone was just interested to see how this event would go on in the book of this galaxy's history.

Rayia’s pupils widened at the response her questions drew. Clawed fingers curled as she sucked in breath. She fought to keep the snarl from showing on her face. The response carried the sort of airs she might expect from the Weikian nobility back home. Those outside her tribe had viewed the Felacatians as nuisances…or worse. It was the kind of dismissal that cut to the quick. Had they really just told her to read the Charter again? As if she hadn’t understood its meaning. ‘Breathe. You’ve heard worse from those who thought lesser,’ Rayia reminded herself. Her eyes met the shimmering blue of Jonyna’s own, and a flush of shame rose up from within her core. She knew how important this assembly was to her mom. ‘No, not just her. Not even just the Wild Space Rebellion.’ Glancing around the room had made it pretty clear. ‘We all… need this to work.’

Rayia was grateful for Sergeant Omen’s interruption and…colorful language. Not only because he had actually bothered to answer her question of actionable items directly. But also because ceding the floor to him meant the pinpoint stares of the group’s attention was focused elsewhere as she worked on untangling the knot of frustration lodged in her gut. She was so very tired. Tired of losing people. Tired of throwing herself at a cause only to have it unravel right between her fingers. Hope was indeed harder than one knew. And yet, everyone pressed on. Offering what they could to make the impossible a little more plausible and the dark just a little brighter.

A soft slap filled the chamber as Rayia clapped her hands together over her cheeks. Immediately, they began to sting and Rayia could feel the beast within stir. She paid the numb, prickling discomfort no mind shushing it. When she next looked up, there was a grin on her face.

“I don’t claim to be anyone important. But I’ve served in more than enough conflicts and humanitarian missions to be owed a few favors. I’ll call them in too. See if I can’t get you any spare portable water cyclers or the like.”

Matthew remained seated while each voice was given its place.

He listened attentively, to the chamber's growing minute sentiment of unrest. There was a small thread of dissatisfaction winding through the Assembly now, a sense that being directed back to the Charter alone did not satisfy those who wanted to know how its promises would be enforced. He could understand that for some, words were not enough at the first table of a newborn Alliance.

Before the discussion could scatter further, Matthew rose from his seat, allowing the quiet weight of the gesture to ask for the floor.

"Before we move on," Matthew said, his voice calm, but carried clearly enough to reach the farther seats, "let us not leave these concerns as mere sentiment between pre-established allies."

His gaze moved across the gathered representatives.

"The Charter already holds structure that which allows inquiry, testimony, evidence, and answer. It already asks for and provides for satisfaction, suspension, sanctions, intervention, and expulsion where a breach has been proven. But I agree that those principles should be given stronger procedural structure before this Assembly grows comfortable calling itself just."

He rested one hand lightly against the table.

"So allow me to speak plainly to address the concerns of checks and balances." He paused and glanced between Rayia Si Rayia Si and Rin Aikawa Rin Aikawa briefly.

"Any voice should be able to raise a Charter concern..."

He let that settle briefly with very deliberate pause to let them understand that before continuing.

"…Not only rulers, nobles, signatories, or those with fleets behind them. If a refugee, worker, observer, envoy, soldier, medic, citizen, or unaffiliated witness believes a signatory has violated its oaths and tenets, then there must be a path for that concern to be heard."

His gaze moved across the chamber as he continued,

"Perhaps our structure is lacking in that regard. If so, then let it be amended with care. Let us name plainly what protections should be added or strengthened within our present procedure.

  • Any voice may bring forward a Charter concern, regardless of rank, title, office, or signatory status.
  • An accused member will not preside over its own inquiry, judge its own case, or count its own vote in judgment of itself.
  • A neutral inquiry panel should be drawn from uninvolved representatives or Stewards.
  • Evidence, witness statements, testimony, and formal answers should be recorded.
  • The accused must be given the right to answer.
  • If civilians are in immediate danger, temporary safeguards may be authorized before a final vote: evacuation, protection, suspension of shared privileges, emergency relief, or other necessary measures.
  • Any sanction, removal, censure, isolation, loss of support, or stronger consequence must return to the Assembly for formal consideration.

These are the safeguards I believe can be added or clarified upon immediately. If this Assembly sees others, then I welcome them submitted in writing at the end of this gathering. Name the concern and name the safeguard. Give us language that can be debated, amended, and placed before the floor, so that our answer to corruption will be procedure strong enough to outlive those who first design it." Matthew inclined his head toward those who had voiced their concerns.

"I would propose that, after our immediate refugee housing matter is placed properly before the floor, this Assembly's Stewards prepare a Charter Accountability Protocol as one of its next formal Motions to address these concerns and hear out what members of this Assembly have raised. Let it clarify conflicts of interest, neutral inquiry, emergency safeguards, voting restrictions, and the limits of Steward authority and be presented at our next gathering." A softer breath passed through him then from speaking his thoughts at length,

"I offer thanks to those who have voiced concern freely today. That is the purpose of this assembly to hear such concerns from a wide pool of view views and seek understanding so our efforts may bring forth the best results. We are here to catch such things early, name them clearly, and bind ourselves to a process that does not depend on personal trust alone." His attention shifted then, returning the room to the matter that had first called them together.
"At present, however, the refugee crisis remains the most immediate matter before us. There are people without shelter, without reliable water, without medical support, and without a safe place to begin again. They cannot wait for us to perfect every part of ourselves before we offer them a roof.

"So we will proceed in order, to keep our efforts organized enough to survive first contact with reality."


Matthew looked over the Assembly once more.

"Much of the first step has already begun. Representatives have spoken. Concerns have been raised. Offers of aid, labor, machinery, supplies, protection, and influence have been placed before this table. Let those be recorded properly, so we know who stands here, who speaks for whom, and what each member is willing or able to contribute."

His hand settled lightly against the edge of the table.

"From there, a formal Motion before the floor concerning refugee housing and community support. Then the Motion will be brought to its proper vote.

Once this immediate matter has been addressed, the Stewards will accept written concerns, proposed safeguards, and suggested amendments regarding Charter enforcement and checks upon authority. Those submissions will be gathered after today's Assembly, reviewed in order, and brought forward for proper consideration at the next meeting, so these concerns are not lost beneath the urgency of the hour.

Let the record show that concerns regarding Charter enforcement and checks upon authority have been heard, and this Assembly has been invited to submit specific procedural amendments for formal consideration. Unless there is an urgent objection to the order of business, I ask that we now move to the first formal Motion before the floor: refugee housing and community support....

With that, the first formal Motion is placed before the floor.


Matthew's gaze moved across the seated representatives.

"Recognized signatories may cast their vote as Support, Oppose, Abstain, or Conditional Support. If your support carries a condition, amendment, or concern, state it clearly, so the Stewards may record it properly. Those not yet seated as signatories may still speak, offer resources, raise concerns, or place their support upon the record, but the official count will follow the rule of one signatory, one vote."

Raised By: The Assembly, following discussion from Lander Stalwart, Sergeant Omen, Braze, Rayia Si, Jonyna Si, and other gathered representatives.

Issue: Incoming refugees, displaced families, freed captives, and frontier communities require safe housing, reliable water, medical access, supply support, basic infrastructure, and protected spaces where they can begin rebuilding under Alliance protection.

Proposed Action: The Farworlds Alliance will recognize refugee housing and community support as an official Alliance-backed relief effort. The Assembly will begin by recording interested parties, signatories, representatives, available resources, and possible outside contacts. Member groups may contribute labor, heavy machinery, construction support, industrial contacts, prefab housing, building materials, water systems, medical aid, food, generators, security patrols, transport vessels, navigation support, and settlement planners as they are able.

Who It Affects: Incoming refugees, displaced families, freed captives, local communities offering land or shelter, construction crews, relief workers, security forces, medics, pilots, supply groups, and any Alliance members contributing resources.

Resources Requested: Heavy machinery, cranes, construction equipment, cargo haulers, prefab shelters, modular homes, building materials, engineers, industrial construction support, portable water cyclers, water storage, sanitation systems, medics, food, generators, transport ships, security patrols, navigation equipment for difficult routes, trade infrastructure, settlement planners, and volunteers willing to help build or support the settlement effort.

Known Offers / Leads Raised: Lander Stalwart Lander Stalwart & Refuge has available space, but needs faster construction solutions and improved infrastructure.

Sergeant Omen Sergeant Omen has presented designs for self-contained settlements, prefab housing, sustainable communities, defensive emplacements, and speeder ports. Omen may also be able to approach a contact who could assist with industry and construction, though that support is not yet guaranteed.

Braze Braze has identified existing logistics support through Outer Rim Resources ( Alex Stern Alex Stern ), Star Bazaa, hydraworks, settlement stations, mobile foundries, care cruisers, starports, prefab housing, and Cloud Home Prefabs.

Centerra has been named as a supporter able to help underwrite early Alliance infrastructure through funding, materials, construction aid, and logistics support.

Veridia and AgriCorps efforts may help provide food security through farming, hydroponics, livestock, Verdant Relief Agroplexes, and future Biome Skyhook support.

Jonyna Si Jonyna Si may be able to contact unknown-space navigation support through Si Tech, the Wild Space Rebellion, and the Wild Spacer's Guild, with broader resource possibilities through Kessel, Mon Cala, and reconstruction contacts. Rayia Si has offered to call in favors for humanitarian supplies such as portable water cyclers.

Risks or Concerns: Supply shortages, construction delays, security risks, refugee screening, local political concerns, overcrowding, limited medical resources, reliance on outside contacts, difficulty moving resources into the Unknown Regions, infrastructure strain on Refuge, and possible attacks from slavers, raiders, Sith-aligned forces, or other hostile groups.

Or atleast he had a plan to daydrink with Shuklaar Kyrdol Shuklaar Kyrdol as he pressed a glass bottle filled with a foamy substance to the elder Mandolarian statesmen under the table. That should help the Clone forget any blunder of his in this meeting after it ended.

He was happy to see that Omen was indeed alive and well. Saram's intel, as usual, had been right. Shuklaar accepted the drink with a nod of thanks. For once, he wasn't the only one bringing gal to meeting. Shuklaar quickly blink-clicked his way through a text-based message to Sergeant Omen Sergeant Omen , 'Vor enye, vod.' A drinking straw ejected out of his buy'ceas he drank in partial view of the others. He could care less what people thought of that. The spiced shig in the flask on his belt was spiked with a little bit of Tihaar in any case.

And on top of that, we have the wonderful and terrifying support of Strill Securities to help keep those supply lines protected."

He would be lying if he said he didn't feel pride well as the words left Braze Braze 's mouth. It meant the long years had finally paid off. The company for the first time in what felt like a lifetime was doing as well as when he had first taken its reigns, better even. Not hat he had any plans of being anywhere anytime soon, but he could finally take a breath without having to panic about his people. The demons of guilt finally had reason to leave him the shab alone. His people would live.

"The other matter we will need to tackle is methods of payment for such a contract," he stated. "Credits mean little out here, and we have little use of minting currency. What we hold in our favor is abundant natural resources. We will need to decide what we allocate for trade, and delegate the rest to making our current infrastructure more robust. Something to consider as we begin entering business agreements as a collective."

"Build first," he said in response. "What we need is infrastructure out here, let's worry about everyone's cut when there isn't work to be done we have something more...permanent built here," he agreed, trying to reinforce Lander's point, acknowledging the wisdom behind the point with a quick respectful nod. "As Sergeant Omen Sergeant Omen has just pointed out, good will alone won't be enough to last forever, and we shouldn't count on it to."

"Hope is breath in your lungs, bullets in your magazine and gal in your mug at the end of a day,"
he said as if it should have been obvious. 'As long as we have that, what the shab was there to worry about?' he almost asked aloud. "Out here, we rewrite the rules," he said, glance shifting between each and everyone present. "No more do we let others have a say in our fate. That time ends when you sign that document," he added.

Shuklaar said nothing more as he filled in his vote card.

High Commander of the Lilaste Order
For much of the Assembly, Laphisto had remained silent. He listened as representatives introduced themselves, as concerns were raised, and as solutions were proposed. The discussion had been productive thus far. Resources were being offered, infrastructure was being discussed, and plans were beginning to form. It was a promising start. Yet as he sat there listening, he couldn't help but notice a common trend. Many spoke of what the Alliance wished to become, but very few had spoken about what would be required to ensure those goals endured beyond the enthusiasm of its founding.

When he finally rose from his seat, the armored figure stood with the practiced confidence of someone accustomed to command. His gaze moved across the gathered representatives before settling upon the table.

"My name is Laphisto Div'atori Gix, High Commander of the Lilaste Order."

His introduction was simple. Most of those present either already knew who he was or would soon learn.

"I have listened to the discussions regarding refugee support, infrastructure, logistics, and the future of this Alliance. I have heard worlds offer resources. Corporations offer industry. Organizations offer aid. All of these things are important, and all of them will be necessary if this Alliance is to succeed."

He paused briefly.

"However, I believe there is another matter worth considering. Every alliance, every government, and every institution is ultimately measured not by its promises, but by its willingness to uphold them when doing so becomes difficult. It is easy to support a charter when everyone agrees. It is easy to support cooperation when resources are plentiful and interests align. The true test comes later." Laphisto folded his hands behind his back. his lone ear flicking upon his head before looking around at the gathered masses.

"The Lilaste Order possesses no world of its own. We are not bound to a single planet or a single government. We are a warrior people. stationed among our home station and within teh ships of our fleets. Because of this, we have little interest in political influence within this Alliance. Instead, what we do possess is capability. The Lilaste Order maintains fleets, shipyards, orbital stations, industrial facilities, engineering corps, logistics networks, and a standing military force. We can respond quickly to crises, protect vulnerable populations, secure shipping routes, support settlement efforts, and project force when necessary. These are resources we already maintain for our own people. If this Alliance believes they would be beneficial, then I am willing to offer them."

" I offer the people of the FreeWorlds Alliance that the Lilaste Order can serve as a voluntary enforcement and response arm for the Alliance. Not as rulers. Not as governors. Not as judges. We would not determine guilt, pass legislation, or dictate policy. Those responsibilities belong to this Assembly and its members, and we would fall under your jurisdiction."

"when the Assembly reaches a decision and action is required, the Order is prepared to answer that call. If refugee convoys require protection, we can provide escorts. If relief efforts require security, we can provide personnel. If piracy threatens Alliance trade routes, we can respond. If slavers, traffickers, or hostile actors target Alliance citizens, we can act. If member worlds request assistance in times of crisis, we can deploy aid, manpower, engineers, and ships."

Laphisto glanced toward the representatives who had spent much of the meeting discussing settlement construction and refugee infrastructure.

"The same applies to development efforts. We are willing to provide industrial expertise, factory designs, engineering support, and logistical planning to help establish self-sufficient settlements throughout Alliance territory. Refugees require more than shelter. They require the ability to build lives for themselves. Industry, employment, infrastructure, and security are all part of that process. The Lilaste order possesses a foundry design that can spit out Prefab housing in a matter of hours, and we will share this willingly to help those in need."

"I am not asking this Assembly to place its trust in me. Trust should be earned, not requested. What I am offering is commitment. If this Alliance intends to build something lasting, then it will need organizations willing to dedicate more than words to its success. The Lilaste Order is prepared to make that commitment."

Omen nodded at the Unknown Cathar to him as she said she could give water cylinders. They would need every drop of water they could get if they wanted to support a population's needs, both for drinking water and growing produce to distrubute. Rayia's contribution wasn't small, whether she thought so or not.

Well, this was a no-brainer. Omen stood behind Vanagor, ready to hand his card in. He was half tempted to write abstain just for laughs, but his first vote couldn't be a joke. Some of the Jedi were already looking at him like he was crazy. Best not give them more ammunition...

Novac had been sitting on his curled up tail for the meeting up until now, the truth was that he was a bit nervous being here infront of everyone. Deciding, and gathering the courage, that it was finally to to speak novac uncoiled hi tail and raised up. "I am Novac Lyrikal, as of now I represent no one other then myself. I'll admit I'm not one for politics, I am however, one for what this alliance stands for and it's intent. I may not be able to provide much right now but i will do all I can to help. I have faith that this alliance has the potential to do great things, wether or not that faith will be met is something to be seen later on. As of now all i can provide to help is cargo and refuge transportation and myself and my droids to provide help with construction and if, or when needed, defense."

He didn't have nearly as much to say as the others, partly for his lack of political experience, partly for the fact that he didn't have much to provide for now. He would of course do all that he could as of now.

Alex had mostly stayed quiet during the proceedings, there hadn't seemed to be a need to speak up and those speaking about him and the company he represented had done a fine job. This was helping people, improving and uplifting planets and economies were a large part of ORR's charter, even if not necessarily the Outer Rim, cutting these refugees off from aid would have been unconscionable. Silently he cast his vote. Might have been a little self-serving to vote 'yes' when his company would be supplying a lot of the material, but it didn't make him any less sincere.

He sighed as he input his vote card and sat back down. Tarsha was there, whispering among his aids and the captains of the fleet that stood guard over Refuge.

He dislike politics, incredibly so and had made it clear to his captains and subordinate officers that his growing naval command was to stay out of political affairs unless directly summoned.
