Founded during a period of reconstruction and expansion, the Imperial Mission was conceived as a civilizing institution tasked with bringing education, healthcare, infrastructure, and economic development to the Empire's frontier territories. Missionaries, administrators, engineers, and educators traveled throughout Imperial space, introducing local populations to the benefits of Imperial civilization and encouraging their integration into the broader Imperial order. Though political in nature, the Mission largely sought to win loyalty through service and development rather than coercion.

The rise of the Sith under Darth Krayt and the establishment of the One Sith transformed the Mission's character. While its organizational structure endured, its purpose shifted dramatically.
