    • Much like Sejong, Cape Velikaya is an economy on the comeback and perhaps most importantly. Cape Velikaya is quickly becoming the frontier city of environmental sciences for Primo Victorian Enterprises This means investments and opportunity, along with an injection of sovereigns to help get the Cape back up and running.

    • While the Cape has been rebuilt with both the Mounted Police and Provisional Police Force back up and running. The Victorian Imperial Security personnel have stepped in to help. Victorian Stormtroopers have also been seen at checkpoints, and have enlisted aid from the Ursidaans to help patrol the area around the Anadyr Sea.
  • Freedom & Oppression:
    • Citizens in Cape Velikaya have freedom of the press, speech, and religion as well as the right to hold an assembly. Society in the Cape tends to lend itself to a more progressive stance and is perhaps the most progressive city within the realm to date.
  • Description:
    • Seeing the Ursidaans aid in the rebuild, construction vehicles, and of course, Stormtroopers and Army personnel have become the norm these days. The sight of the Uelen Mountains continues to bring a source of comfort, while the ports along the coastline have help from the Balaenoans to bring in fresh food from the Anadyr Sea. Boats, sailing in and out of the cape’s coast have also become something of a daily sight.
POINTS OF INTEREST
  • Cape Velikaya City Center: The new municipality center where the city clerk, attorney, auditor, manager, and council typically work from. Municipal courts, as well as the headquarters for the new Huron Provincial Police Force, and the Huron Emergency Services Center are being constructed. The city center will expand to encompass many city offices and will be considered the heart of Downtown Cape Velikaya.
  • SC Uelen Camp: Stormtrooper Corps Uelen Camp is based within the Eastern Uelen Mountains this part of the mountains faces outward toward the rest of the landmass. It is here that Stormtroopers receive cold-weather endurance training, alpine combat training, along with sniper and scout training. Advanced Mountaineer training is also conducted here at Uelen Camp, in addition to submersible operations which include but are not limited to boarding and defense operations. For these operations, the Stormtrooper Corps works closely with Anadyr Naval Base.
  • Port Mackenzie: Probably one of the most notable features along the coast, which includes the dominant Stefansson Lighthouse. The lighthouse is attached to the Bernasconi Marine Biology Research Lab. Port Mackenzie itself is situated to the left of the lighthouse and has three distinct areas, the Canning District, the First Market, and nudged close toward the base of the Western Uelen Mountains, Mackenzie University. Housing, medicine, shopping and the like are sandwiched in small row houses between the three areas.
    • The Canning District: The first industrial district for the First Order back in the late 840s, the Canning District is where a lot of canned fish products are manufactured. Various fish byproducts are also created here in mass quantities, a lot of the canning facilities have been turned into upscale apartments, lofts, and restaurants. Some remain, and those that do are now tasked to meet the new environmental policies and standards as established by the new Victorian Environmental Services Agency.
    • The First Market: Perhaps the most popular market still within Cape Velikaya, as the name suggests it was the First Market set up by the old First Order. The stalls and organization of it are still very reminiscent of its heritage and roots. Now, however, Ursidaan influenced art and architecture have been added, creating a beautiful marketplace that features everything from produce and seafood to textiles and household goods. Small cafes and boutiques dot the market, while a central hearth brings people together for conversation, food, and cheer.
    • Mackenzie University: A private university nudged beside the Anadyr Sea, with the Western Uelen Mountains behind it. This university specializes in geography, geology, marine biology, microbiology, biology, botany, and a variety of ‘Earth’ Sciences. It has earned a reputation for being a ‘hard’ admissions school. In which most students who apply are not accepted. Out of every ten applications, only two are accepted, the school’s student-to-professor ratio is approximately 18 to 2. Student living facilities, recreational, and art buildings are also on campus, a voucher is issued to staff who typically live off-campus.
  • Anadyr Naval Base: Built partially into the Western Uelen Mountains, and the other part along the various piers and moorings, and floated buildings anchored into the bed of the Anadyr Sea. The naval forces here work closely with various native species such as the Balaenoans, Leucasians, and the Monocerii in learning various diving, water survival, and sonar listening techniques. It’s also home to the SOCOM Gravity School, where trainees are to be taught on how to survive, combat, and maneuver while in the void. The base works to ensure Cape Velikaya’s safety from naval threats both beneath the water and in the void.
    • Basic Enlisted Submersible School: While many of the galaxy’s nations focus their navies solely on the void. The First Order has within its realm of influence several ocean/majority ocean worlds. Thus the need for submersible vessels and training sailors to work beneath the sea in veritable tin cans of death. BESS at Anadyr is exactly where the enlisted who are selected for the First Order’s Submersible Service come to train.
    • Submersible Search and Rescue: Search and Rescue, 20,000 leagues under the sea differs from surface search and rescue, as well as operations in the void. Here is where those who choose to become SSAR are certified.
  • Klenova Geological Research Firm: A marine geological research firm, works to map ocean floors, along with studying and researching the history and structure of ocean floors. Their disciplines include geophysics, geophysical, geochemistry, sedimentology, paleontology, and physical oceanography. The firm sits adjacent to Mackenzie University, with the Western Uelens behind it. Klenova often works closely with the Bernasconi Labs.
  • Fighter Station Kodiak: Seated along the top of the Eastern Uelens, with man-made landing pads that jut out into the sky. Starfighter Corps Station Kodiak or simply Fighter Station Kodiak conducts routine patrols around the city. They’re also home to the Starfighter’s Search and Rescue Training Center and work closely with Anadyr in simulations relating to mass casualty incidents, marine disasters, and natural disasters. It is home to the 354th Fighter Wing and also serves as Needan’s Northern Hemisphere Radar Defense Center. The operations for NHRDC are located deep within the Eastern Uelens and work as part of the First Order’s early warning and detection system for the home sector.
  • Taqulittuq Cultural Center: The Taqulittuq Cultural Center was built to celebrate the diverse cultures of Needan, and the First Order with emphasis on its Native Arctic cultures and heritage by providing premier artistic presentations, community outreach, and education. Located North of the City Center, the Taqullittuq Cultural Center is open daily to the public and has recently broken ground on the new Taqulittuq Needan Heritage Museum.
  • Velikaya Weather Research Center: Seated at the base of the Eastern Uelens, the Weather Research Center is one of the newer structures being implemented into the city. The purpose of the VWRC is to provide a new state-of-the-art weather research center and better accurately predict weather along with the chances of severe weather. Studying the effects, the before and after along with the causes of different types of weather. VWRC works very closely with the Department of Oceanic and Atmospheric Administration, and the Institute for Meteorological Studies.
  • Isaksson Glacial Laboratories: The Isaksson Glacial Laboratories, is home to some of the First Order’s premiere glaciologists. While the focus here is on the study of glaciers, or more importantly ice. IGL in partnership with Mackenzie University often takes on hydrologists, climatologists, and ecologists as interns into many of their projects.
  • Cape Velikaya University: Occupying some of the city interiors between the Eastern Uelens and the City Center, is CVU. CVU was the first university founded by the First Order in the early 840s, and while the Nutaaq Snowstorm has damaged some of the rebuilt portions of the school. Much of it remains intact and needs only minor repairs. The University has fourteen different schools under its umbrella, with eleven of those schools on campus and the other three located elsewhere in Cape Velikaya. It’s famous for its Aquaculture Studies, Environmental Studies, and Natural Science schools.
  • VIDOMES: Housing Primo Victorian's Needan Offices for the Department of Oceanic and Atmospheric Administration, the Institute of Meteorological Studies, along with their Environmental Services Agency, and various other departments and agencies within the Victorian Imperial Division of Meteorology and Environmental Science. The Needan Office was selected as VIDOMES’ Headquarters, the campus occupies part of the city interior close to some of the districts near the Western Uelens.
  • Kuunga Uplands: Known as the Kuunga Uplands, this is a sophisticated and oftentimes now referred to as the upscale housing district of the city. These houses sit along the Western Uelen Mountains down to the base near the Kuunga River Valley, or the opening toward the Kuunga River Valley. Various shopping, dining, and entertainment venues have begun to open up around the housing district.
  • Museum of Science and History: Needan’s Museum of Science and History suffered perhaps the most during the recent Nutaaq Snowstorm. The Museum is set to reopen next year and will be undergoing a massive reconstruction effort.
  • Lanteri San Roque Hospital: Located just south of the city center, the Lanteri San Roque Hospital has become a focal point for the new San Roque Medical Center. The San Roque Medical Center has received several donations and investments from private citizens and corporate investors. Anchored by the brand new hospital which will be built as a level one trauma center, the Lanteri San Roque Hospital will provide comprehensive regional care for the Huron province.
  • Gericke Hydroponics Firm: Gericke Hydroponics Firm has and continues to be the leading source of the best and most innovative hydroponics technology. Working closely with the local leaders and Primo Victorian Enterprises. Gericke’s goal is to create a sustainable source of produce no matter where a population might be.
  • Nutaaq Memorial: Northeast of the city center, the Nutaaq Memorial is currently being planned. It will serve to honor the memories of those lost to the snowstorm and tell the story of Nutaaq.
  • Fort. Elkhorn: Located on the outskirts of Cape Velikaya proper, it sits where the Kuunga River Valley starts on the right-hand side and is perhaps the first thing to see when driving up from Anishina or the Acuña Tunnels. Fort. Elkhorn is built into the Uelen Mountains and is one of the smaller army bases on Needan. It is however the site for Primo Victorian's Cold Regions Test Center.
  • Sunniva Geographical Society: Where expeditioners, geographers, scientists, historians, and explorers, citizens of all kinds gather. SGS works to not only provide community outreach, and education when it comes to exploring Needan’s Frigid North. They also work closely with the various scientific firms within Cape Velikaya to assist with mapping equipment and technologies. SGS is a non-profit organization and helps pay for its costs. There is a charged membership program where members can gain additional benefits and utilize more of SGS’s resources.
  • Igalaaq - Needan Broadcasting Station: Southwest of the city center, the new Needan Broadcasting Station. Henry Finn-Camden, head of the Camden Media Group has personally stepped up. Aiding the broadcast station with their reconstruction efforts. The station will remain an affiliate of CMG, and continue to serve the Huron province with news and weather alerts.
  • Victorian Imperial Administrative District: The VIAD sits northwest of the city center and can feel like an extension of the city center itself. VIAD or the Victorian Imperial Administrative District, where local government officials and representatives work from. At the heart of the district are the Diplomatic Resource Center, the Magistrate Office and Judicial Court, and the Medical Services Coordination Center. Around the district, itself are three-story apartment buildings, complexes, shops, lofts, restaurants, and various art galleries.
  • Northern Lights Amphitheater: Built on the Columbia Isles that sit in the Anadyr, the Northern Lights Amphitheater sits adjacent to the town of Nive. Nive is occupied by approximately two to three tribes of Ursidaans. The Amphitheater was built in the early 850s and serves as a way for both the First Order and the Ursidaans to find common cultural ties through story and art.
  • Port Kaasen: The main port in and out of the Columbia Isles, serves to frequently ferry people to and from Cape Velikaya. What started as a fishing harbor has grown into a large town that has taken to logging the Columbian trees. In cooperation with Primo Victorian's policies, logging companies are now to comply with conservation efforts to keep the forests surrounding Kaasen healthy.
  • Taltheilei National Park: Sitting on the Columbia Isles, an estimated twenty thousand acres have been declared as one of the First Order’s national parks. In conjunction with the tribes of the Columbia Isles. The National Park features the Dene River and the snow-capped Athapaksan Mountains. Citizens must obtain their fishing, foraging, and hunting licenses from the Victorian National Park Services. They must also attend conservation classes given by the tribe, this will be proven by the marks on their licenses.
SECURITY
High - Crime rates are, all things considered at a low as most of the residents of Cape Velikaya have either perished or are in the process of returning to the city. Provincial Police and Mounted Police are being trained and will transition to take over local law enforcement from the Army in due time. Checkpoints conducted by Stormtroopers are also in place and will be handed over to local authorities once they are ready.

HISTORICAL INFORMATION

Cape Velikaya is surrounded by the Uelen Mountains, at the edge of a peninsula that juts out into the Anadyr Sea. The Kuunga River Valley lays behind the city proper that provides the only outlet to the rest of the continent without having to scale the Uelen or sail the Anadyr. It was and remains the capital of the First Order’s settlements on the planet.

The Cape continues to serve at the heart of the First Order’s environmental sciences, from research and development to influencing policies surrounding the environment on Needan and beyond. It also serves as a cultural crossroads working with native species such as the Ursidaans, Balaenoans, and Lutriians just to name a few.

In the aftermath of the Nutaaq Snowstorm, which followed an attempt at rebuilding post-Reclamation within the First Order’s realm of influence. Cape Velikaya would require more than just an emergency injection of funding. Clean-up and reconstruction efforts would have to come from somewhere. Corporate partners such as Primo Victorian Shipwright and Aurora Industries chipped in as well as private citizens who donated funds to help the First Order rebuild on Needan.

Prefabricated buildings are stand-ins for planned architectural designs. Buildings that could be salvaged were, and others were completely torn down to their foundations. Scraps to be recycled and reused. Nothing would go to waste, not if the First Order could help it. Lessons learned from the past served to show the present and educate the future.

The security of Cape Velikaya fell to the Stormtrooper Corps maintaining a loose presence while the Army moved in to formally take over, whilst training the Provincial and Mounted Police. Naval forces work to patrol the Anadyr Sea while the Starfighter Corps moves to build out Kodiak Station from within the Uelen Mountains.

Reconstruction of Cape Velikaya is expected to continue, and as the people returned - the sight of repulsor cranes and other heavy construction equipment would become normal. The flow of money began once more and the Cape’s future was secured under the banner of the First Order.


With the First Order's quiet withdraw from the galactic stage, Primo Victorian Enterprises under the care of Fiolette Fortan has stepped into the region. This is not only part of Primo Victorian's goal of expanding its influence it also serves to protect the work that began with Fiolette's daughter, Ariel. Primo Victorian Enterprises encourages democratic processes within the region and does not actively rule or govern the region but rather continues to provide support to various entities.
