The Exonerator

A fledgling state has a healthy appetite. It needs industry and defense to support its growth. Industry only the successful industrialists of the galaxy can provide in time to be of any use. While already boasting a formidable collection of forces that can come to its aid, they cannot remain vigilant with regard to all approaches at once.

Invitations were sent out reaching out to various contacts both part of the Alliance and not in hope that they would answer in this time of need.

Now all that mattered was to unite the efforts of the various individuals to be able to solve this issue before it became a real problem for their outpost of civilization in lawless space. Provided they were inclined to help that was.


This thread is an IC government contract summit aboard The Exonerator.

Characters may come make serious in-character pitches to work with the Farworlds Alliance, including contracts for supplies, defenses, infrastructure, shipyards, transport, utilities, food, fuel, and resource processing.

Please keep posts focused on the summit, contract offers, negotiations, and related story hooks. Try not to derail the thread.

The Farworlds Alliance's growing demand for infrastructure could not fulfilled by only one of them. they needed this meeting to discuss and attract other corporations to fill the void. If they intended to turn this part of space into anything more than an outpost of civilization surrounded by an ever encroaching expanse of lawlessness then they would need some help. He'd sent out invitations to the few people he'd known and Matthew of Valendale Matthew of Valendale had reached out to the rest. This was his luxury yacht masquerading as a diplomatic vessel in any case. It was all a little much for Shuklaar, he wasn't sure if the chairs would give way under his armored bulk. Thankfully, hadn't proven to be case.

The way the uniformed staff moved around reminded Shuklaar of a Verpine hive. His helmet's expansive field of view meant that he couldn't help but notice the seemingly endless spread that had been laid out. He would be lying if he said he recognized any of the dishes present besides the caf and the hot chocolate, never mind the bowls of cream and, some unfamiliar but admittedly appetizing spice and a sweet syrup. Shuklaar had chosen to spike his caf as he'd usually done at meetings like this.

Shuklaar went over the meeting agenda in the privacy of his buy'ce. First on the agenda was all the industrial processing facilities they would need to get this thing of the ground; refineries, processing plant for gas and ore and their vast support apparatus. Second item was the food processing and production. No point in having a verdant breadbasket if you couldn't feed an army with it, and an army they would need to feed. Third was all the orbital infrastructure they would need; detection, defenses, logistics to handle all the incoming and outgoing craft and shipyards. Finally there was the comparatively small matter of groundside transportation, utilities and defensive structures. Shab, this was going to be a long meeting. He swore to the Manda he was going to shoot the first shabuire dumb enough to waste time with posturing.
 


Lander was always awkward in high-end spaces, even when he had been elected as the Senator of Sacorria. Before that he had only been a lowly Sergeant in the Grand Army, and before that even more so a simple farm boy on an agri-world. He had been a bit starstuck the first time he was in the Senate building on Fondor, so this was very overwhelming. Alas, here he was, and he had to put on his best business face for the sake of the Alliance.

It was around this time he wished he could hide behind a helmet like Shuklaar Kyrdol Shuklaar Kyrdol . The warmaster of Breshig seemed to be squirreled away with matters, or at least it looked like he was focused on something in the hud of his helmet more than anything. But then again, maybe the helmet was gazing off into nowhere. It was hard to tell with Mandalorians sometimes.

The representative of Refuge sat off to the Mandalorian's left, staring into the dark abyss of his caf. He had yet to add any creamer to it, and he wasn't sure why. Lander hated caf without cream. And then... a smell hit his nostrils.

Had Shuklaar spiked his caf?

Lander cleared his throat to get the Mandalorian's attention.

"Do you... have any more of what you put in that?" the man asked. "I think I may have need of it."

Braze squinted at the older men curiously, wondering what it was they were drinking as he helped himself to a bagel. He organized his datapad and files appropriately for the meeting that was soon to commence, then made himself at home in one of the plush seats.

He wanted to pitch a few ideas about how to help further food production. He was also curious to see if they might be able to attract other business-minded folk interested in government contracts.

"Nervous?" Braze asked, looking to Lander

The Trade Federation had not known of the Farworlds Alliance until recently, a seemingly disorganized rabble turned impending superpower within the Unknown Regions according to his main source of information Master Vohm-Raet Vohm-Raet , who was very upset that the Sith Covenant had occupied his home world and could never return to it without bringing down the Sith's wrath on the populace for harboring potential rebellious elements.

It took very little convincing to assure the Herglic that the Trade Federation would ensure the protection of the planet's trading empire in exchange for information. Was the monster a traitor, that was not for him to decide as all that mattered now was the Federation recovering from the failed negotiations over the Planets of Humbarine and Kuat.

Lodd entered without much fanfare or any announcement of his arrival, though a small squad of Gunnery Battalion accompanied him for protection though Shuklaar Kyrdol Shuklaar Kyrdol could manage any interference on his own given the man was walking around with a small arsenal worth of weaponry.

Strill Securities proved to be a reliable business partner in safeguarding Cato Neimoidia; however, it seems that the galaxy was overly dependent on the Mandalorians for mercenary services. It was a poor business practice to concentrate all your offerings in a single market without making efforts to diversify...and diversify the galaxy would.

The seat at the conference table was his as no one would deny the power and authority of the Viceroy, certainly not here among some of the galaxy's more reputable corporations. There was no hint of hesitation in his eyes, even as his student Braze Braze was conversing with the old Senator Lander Stalwart Lander Stalwart .

The bottom line was this, the Farworlds Alliance would pay up or he would walk.

Rara didn't get out much.

Normally, something like this would be Jonyna's job. Normally, this would be the problem for a CEO, not a technical expert. But Jonyna was currently on the other side of the galaxy, on Ukatis visiting an old friend.

So it was down to Rara.

The 18 year old didn't look very assuming as she entered the room, cathar nose scrunched at the sight of other folks. Senators, Trade Federation, Mandos. All adults who probably thought they were better than some teenage inventor.

Time to show them she wouldn't be a pushover.

Shuklaar looked around the room, he had honestly expected a larger turnout, though he had little doubt that more would arrive later. No matter, they would just have to make do, and he was quite used to having to make do with what he had. He had turned a system no one had heard of in the Mandalore system into a megacorporation, he could make do with this if need be. Not that those that were here were what you'd call small fry by any means.

Braze Braze and Rara Gowisi Rara Gowisi alone were an encouraging enough sight. If he needed further proof that two of the biggest rising stars of industry weren't already behind this initiative he had it now. Si Tech already had some experience with this sort of work with the GA, that was some comfort, though he had less than warm feelings in so far as the GA itself was concerned. Where was their perceived might now? He could hardly blame Si Tech for what had transpired between him and the GA.

"Do you... have any more of what you put in that?" the man asked. "I think I may have need of it."

"Always," he answered, reaching for his hip flask without a second's hesitation. "As much as you'd like, I've got more," said Shuklaar, knowing that even if Lander drained the container, which was doubtful, there was more on the gunship if need be as he held out the flask. He saw it as Mandalorian cultural outreach in any event. Lander looked a man who could handle his gal, he didn't need to be warned that Tihaar was stronger than what many were used to.

"So to get to the matter at hand, this initiative is greater than any one of us can handle alone. If you'll check your data slates, the agenda is fairly clear, we're looking for capital and suggestions," said Shuklaar, making sure he had everyone's attention first, reaching his Galactic Basic corporate speak lexicon. Oddly, this was more varied than his conversational basic, where he always found himself injecting Mando'a into his sentences. Truth was he didn't care to learn more so long as he got his point across.
 

"Always," he answered, reaching for his hip flask without a second's hesitation. "As much as you'd like, I've got more,"

"Thank you, Warmaster," Lander acknowledged.

He didn't pour more than a small amount. He knew that his mind needed to be focused, he just needed the little extra to wake himself up fully. It wasn't long before it was the young Echani who was speaking to him.


"Nervous?" Braze asked

"Always," he admitted, managing a smile. "But I've surrounded myself with men and women of action, and they've seen fit to elect my leadership. So I see the mission through anyways. I've my own way of managing these things, as do you I'm sure."

There were familiar faces here. Si Tech, naturally, but it was Lodd Grimmin Lodd Grimmin who drew his gaze. An old sparing partner from the Senate. Much as his views differed from the viceroy of the Trade Federation, he knew that they were more aligned than not. They all sought to prosper, and the Federation alongside the people of Cato Neimoidia had seen themselves faced with individuals less willing to do business. The matter with the High Republic and their unwilling integration had drawn many eyes.

They should be open to such business with the Federation just as much as anyone else who came to make alliances today. So long as they were willing to play ball with their specific requests, anyways.

"Alright, kid..." the former senator muttered to Braze, "Looks like we're in this for the long haul now."

That was the queue for them to get started. Lander straightened his posture and prepared himself for the inevitable pitches that were to come.

Lodd acknowledged Si Tech's representative, Rara Gowisi Rara Gowisi , but they were quickly dismissed as not a serious competitor in these negotiations. They were viewed as a leftover from the Galactic Alliance, and no investor would want to back a company that supported the losing side in a conflict and failed to diversify into other areas of space.

Whether they agreed with this view or not was not important, as Warmaster Shuklaar Kyrdol Shuklaar Kyrdol began the proceedings. His approach was straightforward but effective, highlighting that the Farworlds Alliance had resources that were not depleted by constant conflict. He scanned the terminal in front of him, focusing on the Refineries agenda where the Federation had an advantage given their factories across the known galaxy.

"The Trade Federation is more than willing to provide the Farworlds Alliance the capital is needs to survive..." He made sure to begin his opening statement like he always did with a polite tone and a smile to hide the sinister wheels turning in his head. "We would propose the establishment of a fully integrated industrial corridor dedicated to the extraction, refinement and export of the system's considerable mineral wealth." He did not yet mention how the corridor would work just that they would establish one in the area to facilitate the extraction efforts as needed.

He offered a brief nod to his former colleague Lander Stalwart Lander Stalwart out of pity more than respect. The man always was against the corporate agenda of the Trade Federation in the Galactic Senate and while Lodd had ascended to the position of Viceroy, Stalwart had just gotten older and crankier by the looks of it. How the mighty have fallen.

"With modular processing facilities, the cost of transportation would be reduced while increasing export value to the more well-rounded governments in the Unknown Regions of space such as the Chiss Remnants if the Farworlds chooses that path. All we would need in return is 12% interest on all isotope-5 production, with an additional 4% of the isotope-5 shipments for ourselves." Lodd explained with a gesture to the other members of the conference table knowing that isotope-5 had considerable value, and if they were able to keep 4% of the shipments then they continue financing their operations without having to pull out from other investment opportunities.

Braze was in the process of eating a bagel when his lecturer from the economics class walked into the summit. He was surprised to see Lodd Grimmin Lodd Grimmin here, but then again, he supposed he shouldn't have been. One didn't rise to financial success without knowing when good opportunity was knocking, and how and when to open that door. He set his plate down, wiped at his mouth with a napkin, set it aside, and smiled at the man as he listened to the proposal right off the bat.

"Welcome to the summit, Viceroy . We're honored to receive you," he greeted, before nodding lightly to Lander Stalwart Lander Stalwart .

That all sounded fairly good to Braze, but he was uncertain if he should accept an offer just because it sounded good on the first pass. Some negotiation should matter. He had been paying attention in class, and he understood that even small numbers could seem nice while still being tricky, especially when they were associated with a variable number.

He picked up his datapad and jotted a few notes down, offering an uncertain look at Everette Clairmont Everette Clairmont , who sat beside him, enjoying a cup of cream-filled caf as he listened to what was being discussed.

"That sounds like a decent offer," Braze started simply, glancing back before looking to the older men gathered around.

He wrote a few more things down and offered the datapad to Everette, who shook his head. Everette set the cup aside and wrote a fair bit onto the datapad with the stylus.

Braze's brows furrowed, and he gave him a questioning glance before writing something short.

Everette took it back and wrote a few more things.

Braze then looked it over, a little puzzled. Everette nudged him lightly witha pointed look.

"Forgive the question, Viceroy, and please understand it comes only from a desire to make certain I am following your proposal correctly… when you say twelve percent interest, may I ask what that interest is attached to? The investment capital itself, the isotope-five production, or the shipments moving through the corridor?"

Everette's attention moved from the datapad to the Viceroy as the young Master spoke.

He was here as a financial advisor for Braze, and to serve as counsel for any questions that might be posed to him. The young lad had wanted to try his hand at business negotiations, and Everette intended to remain reserved enough to let the young Master come to his own conclusions. He had also silently hoped to see Alex Stern Alex Stern again, and wondered if the legendary John Locke John Locke might join this opportunity.

Nevertheless, silently passing notes had its limits.

"An important distinction, Viceroy," he offered, his tone courteous enough to soften the interruption without weakening it. "Interest generally requires a defined principal, a term of repayment, and a method of calculation. Twelve percent against invested capital, twelve percent against gross production, and twelve percent against net yield would all produce very different obligations."

He sat a little straighter, adjusted his glasses with two fingers, then settled his hand neatly beside the datapad.

"Before Lord Valendale could be asked to consider any arrangement involving isotope-five production, I would recommend the mechanism be stated plainly. Is the Federation proposing a repayment schedule on capital provided, a royalty on production, or an enduring claim against the planet's output?"

Everette's gaze moved to one of the attending staff members near the chamber wall. He lifted two fingers in a small, unobtrusive gesture; polite enough not to interrupt the Viceroy, but precise enough to be understood.

"Would you be so kind as to inform Lord Valendale that terms regarding isotope-five production have been raised?" he asked softly, before returning his attention to the Viceroy. "Naturally, any final consideration regarding those resources would rest with Lord Valendale."

Allen, the blond attendant, offered a bow of his head and departed the room to fetch Matthew of Valendale Matthew of Valendale .

Alex was a little late to the meeting, but felt gratified to hear that he apparently hadn't missed much. Coming in on the tail end of Everette Clairmont Everette Clairmont doing his excellent legal wrangling, he gave the man a nod and small smile before spotting the waitstaff coming to guide him to a seat. He asked for a whiskey when prompted and settled in to wait his turn. Isotope-5 wasn't his specialty, the company could do some things with it, but much preferred working with gas like tibanna and metals. Outer Rim Resources had been founded on tibanna and their early processing plants.

Today however, Alex looked over the proposal on the datapad, they were interested in food, detection, and defense. Things they could import and forget about. Much of the company's recent manufacturing efforts had been towards planetary defense, which would make scoring a few contracts with the new Farworlds Alliance a major advertising coup. Also, if they were planning on developing the planet or even establishing camps for the miners, that would require a lot of new housing fast. The type of development ORR already had experience with and the pre-fabricated buildings to satisfy demand.

Lodd kept a neutral expression while Braze Braze asked whether the interest was linked to the investment capital, the isotope-five production, or the shipments through the proposed corridor. It was a commendable effort to clarify what the Trade Federation was truly offering in their proposal, rather than the vague percentages they usually preferred. A slight shift in strategy occurred as the lawyer entered the scene.

Anyone who depended on the advice of Everette Clairmont Everette Clairmont was either foolish or aiming for their business to fail. This wasn't due to a lack of knowledge on Clairmont's part, but rather because he was not part of the Banking Clique, a group of species whose very survival depended on commerce. Humans would always struggle in corporate negotiations, as he would demonstrate in his reply to the man's further questioning.

"Do not explain to me the inner workings of interest, Mr Clairmont." He raised his hand in protest to the man's assumption that he did not know how interested worked when that was the centerpiece of his argument moving forward.

"Though I will indulge you by simplifying the terminology. The twelve percent interest is attached to the capital provided by the Trade Federation. The money, equipment, logistical support and modular industrial assets advanced into the system. That is the principal. That is the investment. That is what accrues interest." Lodd explained with a balanced gesture, linking his fingers on the table as he paused to think.

The income from the interest was meant to help them gain a foothold in the Unknown Regions without needing to spend any credits on keeping the corridor active, since the Farworlds Alliance would provide the funds after the first investment. He continued once his previous statement was understood and written down for Lord Valendale to review before approval.

"The four percent of isotope-five shipments is a separate commercial consideration. Not interest. Not a hidden tax. Not an enduring claim upon the planet's output. It is an in-kind allotment drawn from shipments moving through the Federation-established corridor, in exchange for the corridor itself, its protection, its refinement capacity, its export coordination, and the risk assumed by placing Trade Federation assets in frontier space." Lodd wanted them to understand that the isotope-5 was a separate commercial operation in order to alleviate the concerns of placing their assets in unfamiliar territory with many rogue governments congregating around the hyperspace lanes both discovered and undiscovered.

"I had assumed that distinction was self-evident when I separated the terms in my proposal. Twelve percent interest on the capital. Four percent shipment allocation for Federation participation in the export structure. Two separate mechanisms, each serving a different purpose." He reclined in the chair comfortably, displaying no indication of being disturbed by the questions. After all, if a child and a lawyer believed they could outsmart him, they were definitely wrong.

"Si Tech is willing to offer shipping resources across farworlds space." Rara said, idly filing her nails as she choose to ignore whatever the Trade Federation was blathering about. Financials weren't her forte, she was an engineer first and foremost.

She was sure they could lure away the engineers of the trade federation in time.

"We've got a substantial fleet of freighters, and ties with both of the Corellian Hauler's Guild, and the Wild Spacer's Guild. You'll be happy to know that we're secured with escorts through Strill, as per our recent contract. We also have construction capabilities, and a relief fleet and orbital stations designed to rebuild entire worlds if needed."

 







Allen returned first, offering a quiet bow before stepping aside.

Matthew entered shortly after his servant. He was tall and imposing, with a pair of massive feathered wings neatly tucked behind him. His cerulean-blue gaze moved across those present.

"Good morning, gentlemen, and Miss," Matthew greeted warmly as he walked over to the parlor where the others were seated. He inclined his head to the Neimoidian. "Viceroy Grimmin; I am told you have brought forward terms concerning isotope-five production. I appreciate your willingness to invest in the frontier, and I thank you for placing the proposal before us directly."

He moved to take a seat on a plush, ottoman-style bench near one of the main tables, settling down with practiced ease.

"I understand that the resource most commonly referred to in Galactic Basic as 'isotope-five' is not a casual commodity, and must be handled with care."

He paused, taking in the proposal as it had been relayed to him.

"As I understand it, Viceroy, you wish to propose that the Trade Federation advance capital, equipment, logistical support, and modular industrial assets into the system, with those contributions forming the principal upon which 12% interest would accrue.

Separately, the Federation would receive 4% of isotope-five shipments moving through the corridor, as consideration for its operation, refinement capacity, export coordination, and assumed risk. Have I understood your proposal correctly?"


Matthew's gaze shifted briefly toward Rara, and his expression warmed with clear appreciation.

"And Miss Gowisi, Si Tech's offer certainly has its merits. Shipping resources across Farworlds space, established guild ties, Strill-secured escorts, and reconstruction support are precisely the sort of practical commitments the frontier requires."

He gently rested a hand beside him on the bench, seeming to consider what had been offered.... He selected a small glass of water and took a sip.

"I would also note, Viceroy, that protection of the corridor need not rest solely upon Federation assets. Several parties present already maintain working arrangements with Strill Securities, and I would expect any security structure to coordinate with existing trusted contractors rather than replace them.

The Federation may, of course, provide reasonable protection for its own equipment, personnel, and modular assets. But corridor security, customs access, inspection rights, and emergency authority would remain under Alliance oversight and its established contractors."


His cerulean gaze returned to the Viceroy.

"Given that, would you be amenable to considering this counterproposal, Viceroy? The Federation's advanced capital, equipment, logistical support, and modular industrial assets would be itemized in full and assigned a clear valuation.

That itemized value would form the principal. The 12% interest would apply as simple annual interest against that unpaid principal only. The interest would remain straightforward in structure, without compounding or linkage to gross production or isotope-five output.

The 4% isotope-five shipment allocation may then be considered as a temporary corridor consideration, but only during the active repayment term, or until the principal and agreed interest are satisfied, whichever comes first.

Once repayment is complete, the 4% allocation ends rather than becoming an enduring claim upon the planet's output."


Matthew set the glass down with care taking a breath before continuing his long winded proposed terms.

"Isotope-five production would remain under Centerra's authority, under its presiding Lord Protectorate, and the Trade Federation may serve as an industrial contractor, corridor operator, and commercial partner under license, but not as a sovereign partner over the resource itself. Likewise, no shipping or logistics partner would receive exclusive control over all planetary exports."

He inclined his head slightly, allowing the boundary to rest briefly.

"In exchange, upon satisfaction of the principal and agreed interest, I would be willing to offer the Trade Federation 10 standard years of preferred corridor partner status. During that period, the Federation would receive first right of proposal on future refinery expansions, trade depots, customs stations, and industrial export-logistics projects connected to that route."

His attention moved again toward Rara.

"For Si Tech, I would welcome a separate written proposal concerning shipping capacity, Strill-secured escort coordination, relief fleet deployment, construction capabilities, and orbital rebuilding support. If those terms prove suitable, Si Tech may be considered as a preferred logistics and relief partner across Farworlds space, particularly for transport, reconstruction, and emergency-response operations."

After a moment, he took a heavy breath then he continued.

"I would also consider performance incentives for both parties. If the Federation keeps its portion of the corridor secure, profitable, transparent, and on schedule for a full standard year, the Federation may receive a 1.5% service fee on shipments directly processed through Federation-operated facilities. Lodd's eyes briefly turned to Rara Gowisi Rara Gowisi as they discussed Si Tech's possible contributions to the Farworlds Alliance. They mentioned their freighters, ties with the Corellian Hauler's Guild and the Wild Spacer's Guild, construction abilities, and a large relief fleet, among other things. He wondered why the possible rival had provided so many resources to a lesser-known government.

The most likely reason was that the wealth in the Unknown Regions would yield a better return than depending on the broken markets in the known galaxy. If this was true then his industrial corridor plan would be insufficient to take advantage of the boom without the Neimoidians putting more credits up front which he was hesitant to do at this current time.

He turned once more when Matthew of Valendale Matthew of Valendale showed up at the conference, his tone suggesting that he was not dismissing Lodd's proposal. Rather, he would agree to the Federation's capital, its machinery, its corridor, and its risks, but would strip away every aspect that made the deal appealing. A less experienced merchant might have felt honored by a decade of preferred partner status.

"Lord Valendale," Lodd began, his tone maintaining its respectful manner.

"Your counteroffer asks the Trade Federation to advance the capital, import the equipment, assemble the corridor, provide refinement capacity, assume frontier exposure, accept simple interest without compounding, surrender customs and emergency authority to your chosen contractors and then watch our four percent consideration expire the moment your debt is settled." The Neimoidian would never allow resources to be spent without getting something in return, to do otherwise would only invite other beggars to come to his doorstep asking for credits without expecting any consequences should they fail to repay on time.

"In return you offer us a measly ten years of being permitted to make proposals on future work. That is not privilege but paperwork, any vendor with a stamp and a waiting room may summit a proposal and we will not purchase the right to stand in line." Lodd unlocked his fingers from one another, resting them on the table. They could submit proposals endlessly, day and night, for months without receiving approval.

"I will accept itemized valuation. I will accept Alliance sovereignty over Centerra's isotope-five. I will even accept that Strill Securities may participate where their presence is useful." He offered a quiet nod to Shuklaar Kyrdol Shuklaar Kyrdol standing in the corner as despite their pact with one another, his personal interests came before any ideas of friendship which he hoped the Mandalorian understood and reciprocated.

"But control and liability must travel together. If the Alliance retains customs access, inspection rights, emergency authority, and corridor security command, then the Alliance must also assume the operational liability, delay penalties, security losses, and insurance burden attached to those powers." He explained after a moment.

"If, however, you wish the Federation to carry those risks, then the four percent allocation remains for as long as Federation-built infrastructure moves, refines, protects, or coordinates those shipments. We are not here to become Centerra's creditor, contractor, and scapegoat, only to be paid with gratitude and future permission slips." Lodd leaned back in the chair again, giving a dismissive gesture with his hand.

Quietly thanking the server as his drink was delivered, Alex sipped at the whiskey, letting the warm liquid suffuse throughout his mouth before he swallowed it down to leave a prickling trail down his throat. Setting the glass down, he turned it to watch the light fall through the crystal glass as he listened to the negotiations. Idly, he weighted tossing Matthew help in his negotiations against irking the Trade Federation.

"If the Trade Federation is uncertain of its abilities to safely move its cargo, Outer Rim Resources would be happy to provide transport options." His even, smooth baritone rung through the hall, reminding everyone that there were options other than exclusivity. "We're also offering deep sensor picket probes and Crownfire satellites, automated detection across the system and defense of key assets or approaches requiring minimal upkeep and logistics." He leaned back in his seat, letting the back support his weight, looking out across those assembled. "Also of interest to us is providing gear and equipment to local security and policing forces. All in trade, in part or whole, the purchase of five hundred million hectares of arable farmland." Which was what he really wanted.

"I am going to remind everyone present here that his is an endeavor that none of us can handle alone," said Shuklaar. He had surmised that his was going to be an issue. Everyone wanted to make money, at the end of the day. They had survived all these years for a good reason. That was why they were here, but he needed to impress upon them that this endeavor, this project was bigger than any one of them could handle. There was plenty of work to go around.

"When it comes to security, the plan is to make use of the Locke and Key ITN," he added. Yes, they were on contract to handle the ITN's security as well. It was still demonstrably safer than any hyperlane in regular use by galactic traffic. There was virtually no way to intercept the cargo unless the powers that controlled the entrance and exit portal were complicit in the matter, and that meant there were far more issues to consider than simple piracy.

"As for your cut, Viceroy, perhaps we should discuss that till we're all on the same page when it comes to the scope and scale of this project," he said. "No one is expected to contribute without due compensation. Let us agree on the problem before arguing the amount of compensation for the solution." So far, there were few real solutions, only requests for exclusivity. The framework the solutions had to fit was admittedly...somewhat restrictive, but that was no reason creative solutions couldn't be reached.

"If the Trade Federation isn't interested in taking a lucrative offer, Si Tech will happily take what is being offered with our own resources. We still have plenty of capital left over from the Alliance, and plenty more earned from our dealings in the outer rim. But of course, someone like the Trade Federation probably doesn't see us as competition. They diversify across the entire galaxy, because Lygala forbid someone have moral standards."

The teen idly looked to the Neimoidian with a coy smirk, as she crossed her legs under the table.

"That said, I'd struggle to trust the Trade Federation anyways. If my records are correct, you made dealings with the Dark Empire during their first invasion of the core behind the back of the Alliance, and with the Imperials leading up to their invasion of the core. I'll have you know I'm very good at looking up public banking records. Plus, some friends in the old SIA who were happy to turn over classified documents from Dark Imperial captives. Something about a Trade Federation representative captured on Zygerria making deals with the Dark Empire? I'll admit I didn't look too deep into it, but it's damning evidence, if you expect the Farworlds Alliance to put faith in a federation built on making backroom deals with people who could be our future enemies."

Rara idly took a sip of her water, before gesturing to Shuklaar across the table. "I trust him, and I'm a cathar. What does that say about you Lodd?"
 







Matthew allowed the silence following Rara's remarks to remain for several measured seconds as he considered all that had been said. His hands rested together upon the table, his expression composed.

"Miss Gowisi, I appreciate diligence. Any evidence concerning undisclosed dealings, divided loyalties, or material risk to Centerra should be examined with the utmost seriousness.

It should also be presented in full through the proper channels, where its authenticity, context, and relevance may be reviewed. I will not ask any representative present to answer scattered allegations drawn from incomplete records before an audience.

Si Tech's offer shall be judged upon its own merits. The Trade Federation's offer shall receive the same courtesy. Neither company will improve its position here by diminishing the other."


His cerulean gaze remained upon her, though his expression was not unkind. His voice had remained gentle, but his position on the matter was firm.

Matthew inclined his head toward Shuklaar.

"Warmaster Kyrdol, I would ask that any intelligence Miss Gowisi wishes to submit be reviewed by Strill and Mr. Clairmont before it influences the final terms of any agreement."

He then turned toward Lodd, offering the Neimoidian the same calm courtesy he had afforded everyone else.

"Viceroy Grimmin, you are welcome to provide any clarification you consider appropriate. You are not required to defend yourself against an accusation which has not yet been formally presented or verified."

His attention passed across the table.

"Warmaster Kyrdol is entirely correct. Centerra measures approximately 4.2 million kilometres in diameter. I would consider it neither practical nor responsible to place the financing, construction, supply, protection, and administration of a world of that scale in the hands of any single company.

There is room here for every capable partner present to prosper, and I sincerely hope each of you does. Centerra is prepared to reward investment, labour, risk, and expertise with considerable generosity.

What it shall not exchange for that prosperity is its sovereignty, ownership of its natural resources, or ultimate ownership of the infrastructure commissioned upon its soil.

With those principles made clear, perhaps we may return to the offers before us."


His attention returned first to Lodd.

"Viceroy, I have no wish to rehearse terms upon which we have already reached an understanding. Your itemized principal, agreed interest, temporary shipment consideration, and commercial access remain undisturbed.

You are also correct that permission to submit another proposal is hardly a privilege worthy of the Federation's investment. I shall therefore amend that portion of my offer.

The Trade Federation would receive a ten-year development and operations contract beginning when its corridor entered service. During that term, it would hold exclusive operating and maintenance rights over the facilities it constructed.

It would also receive a right of first refusal upon commercial expansions directly connected to its corridor. Centerra would provide the material terms of any legitimate competing offer, and the Federation would have thirty standard days to match them. This right would not extend to unrelated planetary projects, sovereign infrastructure, emergency works, or projects beyond the Federation's capacity.

Centerra would guarantee a negotiated minimum volume of annual processing work. Should Centerra fail to supply that volume, it would compensate the Federation for an agreed portion of the shortfall, except where the interruption resulted from war, disaster, embargo, sabotage, or failure by the Federation itself.

The one-point-five-percent service fee would continue for as long as the Federation remained the contracted operator and directly handled the relevant shipments.

Ninety standard days before the contract expires, the Federation shall receive the exclusive first opportunity to negotiate its renewal. Centerra would only approach replacement operators if we failed to reach satisfactory terms."


Matthew paused briefly.

Master Braze, StarBazaar and your agricultural interests may be well suited to supplying the food production and civilian commerce such facilities would require.

I would ask the two of you to consider preparing a proposal for a network of spacer stations placed at practical intervals along the corridor. Such stations might include repair and refueling facilities, lodging, clinics, communications relays, emergency shelters, warehouses, cold storage, public markets, and collection points through which local farms may bring their produce into the wider logistics network.

Once the requirements, costs, and division of responsibilities have been presented, Centerra would be prepared to discuss suitable station-site leases, operating concessions, and construction credits."


Matthew returned his attention to Shuklaar.

"Warmaster, I would ask Breshig and Strill to prepare the unified security architecture within which these arrangements must operate: the Locke and Key route, the industrial corridor, the proposed spacer stations, and the approaches guarded by Director Stern's detection systems.

Matthew settled back, the feathers of his wings drawing close behind him.

"Centerra offers an undertaking vast enough to reward every person at this table. I ask only that profit be earned through what each partner builds, carries, protects, cultivates, or maintains.

We shall gladly share the prosperity created upon Centerra. "
