- Description: Developed and created by past emperors, the Metsuka were spies, assassins and any number of things operating from the shadows. Often considered for the dangerous missions they are highly trained to disrupt regions, planets or groups by infiltrating and disseminating false information, invoking infighting or even spy hunting to find insurgency from other forces. With many changes to the galaxy and species coming to the world they have recruited from other planets, often soldiers who are out of the military with impressive skills, or bounty hunters and those who have talents that can be fostered and honed. Their access to Atrisian equipment and their ships, they operate with a small collected fleet usually off the records.

- Hierarchy: No organized leadership, they operate directly under the Emperor's Soka-sama the leadinvestigator of people, places and events to gather intelligence and handle situations.
- Membership: Recruited by a member for skills and dedication. Usually when they no longer have a home or purpose but not solely motivated by credits. A strong sense of loyalty and honor is required with a tougher vetting process to make sure people will not just turn on them or join other groups in a week.
- Climate: Rather cheery despite the grim work that they sometimes do. Most of them believe in making a better place by helping the people from the shadows.
- Reputation: Feared by those who know them and respected just the same. The Metsuka are in many ways the Atrisian boogeymen from stories who come after people that do bad things. Among those in the military who know about thm they are considered spooks and dangerous operatives/agents who never give a full picture about what is happening.

HISTORICAL INFORMATION
The metsuka were formed in ancient times as part of the Jade Empresses intelligence network. originally consisting of farmers, commoners, children and minstrals.... Anyone who could move freely and gather intelligence for her armies. They remained a mainstay of the Empre and Commonwealth long after forming into a shadow group that gathered intelligence from around the planet and later expanding outwards to other worlds in the commonwealth. Bribing, threatening, recruiting agents and working with infobrokers for the intelligence that the armies could move around. Threats on the royal families, corrupt lords and ladies.
They continued through the centuries and eventually changed into the covert intelligence but also black operation. Assassinations, destabilization of warlords, handling dangerous threats and even imprisonment of threats to the stability of Atrisia. With a more open recruiting effort that saw extremes taken with offworld recruits within the Commonwealth to make sure they were loyal to the cause. Those were lessened though by the time of Akioo and the Atrisian empire but when the world was overtaken the Metsuka were displaced. Not being in the shadows against an overwhelming threat they worked with the resistance and brought a more brutal form of handling the situation.
IN the wars to liberate Atrisia the Metsuka stepped up more and were out of the shadows. Their operatives working in small teams to disrupt operations for enemy forces while the army worked to handle the larger amounts of soldiers. Handling assassinations, kidnappings and as needed bribery or extortion to get whatever they needed done. They eventually held out and won with the rest of the resistance retaking areas that would let them return to their original purpose of intelligence gathering from the shadows. As the Jishi era came they worked in the cities to improve their networks along with everything else that was being rebuilt.
Xam'chi though is where they made a public headquarters and recruiting area. Offworlders are able to get a pass to come and see them there which makes it easier to recruit those they see as invaluable and there are others who are recruited from offworld then sent there. The recruiters having a strict guideline of people they can get who won't betray the Commonwealth or be bribed against them as credits can be given but a deeper sense of loyalty is important. Species with life debts who can serve or work with them as well as ones with an ingrained sense of honor or have been rescued by the Atrisians refugee efforts.
With the rebuilding and improvements of Xam'chi several operators were assigned to roles as bodyguards to the new Sansin... others were assigned to security in what would become the new palace that was being built. Each added different aspects to the security and made sure the creation of it was done in secret and silence. Others still operated in Xam'chi as GA forces went into the city and ran around there and Jar'kai seemingly lost in their own delusions not interacting with the citizens. The Metsuka were finally granted a plot of land and area to develop in Quan'lo which would serve them as a more dedicated headquarters in the future.
