It is Imperial-espionage grade technology designed to be utilized for the purposes of communicating with others without being discovered. It was constructed by the defunct Santhe Corporation: a privately owned technology and ship manufacturer that was previously based on Lianna before they were closed after their C.E.O (a Liann industrialist called Eirys Santhe) was killed during the Mandalorian Empire's invasion of Yaga Minor. A report (which circulated in the Imperial Confederation before it collapsed as a superpower in the Outer Rim Territories) describes Santhe's death and the circumstances around it.

Her
passed along instructions for Vūm to facilitate a debate in the Republic Senate via the Kenari Resource Compact.

Her
used the transmitter to host a negotiation with Makai Dashiell for the sale of Penumbral Surveyors.
P.S are one of the eleven groups that make-up a minor mining consortium located in the Kenari system. The name of this consortium is called the Kenari Resource Compact. K.R.C represent Kenari in the Republic Senate. Dashiell opted out of buying the group after Her requested for the funds to buy Penumbral to be transferred to an account located on Mahporeem. (Link)
- TRANSMISSION 003:
Her
used the transmitter to contact Darth Carnifex. Here they spoke about Her intentionally allowing herself to be captured by the Jedi Order. Carnifex was pleased about this. He then gave Her instructions on how she should gain the Jedi's trust. When she had it Her was to then convince the Jedi to cross over the Blackwall and go to Haruun Kal where they would discover a prison containing caught and incarcerated Jedi who were formerly aligned to the New Jedi Order. The transmitter indicates that there was a transmission just before Her was taken out of Shiraya's Sanctuary by the Vanguard. However, someone has since deleted the recording before it ended up in Acier's hands.
