I opened no dialogue with the garrison while in-systme. That was something being done as relayed information by an NPC. The only dialogue opened in-system by my character was to Tarkin.

Everyone remember that Task Force Hurricane has 5 vulture squadrons and 3 hyena bombers for air support, and Task Force Windstorm has a vulture squadron.
