No more development threads - Factory closing until further notice 3/6/17

Well, we polled the members, we heard your opinions and now we are moving forward with implementing no longer requiring development threads. ( Companies, Restricted Materials, and Unique Canon items will have their own separate tweaks)

As such, the Factory will be closing tonight at midnight for an unspecified amount of time while we wrap up current judgements of submissions and move forward with the new implementation.
