- Rugged and Reliable: During testing of the weapon they found that the same stamping methods used in the FP-01 led to the same loose clearances and high tolerances for the FR-01

Developed concurrently with the FP-01 the design philosophy was the same, to create a cheap, easily produced slugthrower rifle that was still reliable. As the Hekler'Kok design process goes the team first needed to decide on the materials they would use. As with the FP-01 they decided to use cheaper and more readily available Durasteel instead of their usual Titanium-Alusteel for all metallic parts and Plastoid for all non-metallic parts, they also added two more materials not found in the FP-01: Rubber which is used for the recoil pad added to the stock and Chromium for a barrel lining to reduced wear on the barrel. Once again they decided on stamping as many metallic parts and printing as many non-metallic parts as they could to save time and money.
Once the first step of the design process was done they moved onto the second, choosing the cartridge to use in their design. They originally thought of using the 6.8x49mm cartridge in the previous rifle, the AR-01, but found while the round had more than enough stopping power for its original purpose it didn't for the FR-01 and instead they decided to go with the more powerful 7.62x39mm cartridge.
Of course the final step in the Hekler'Kok design process was to choose the features that would be included with the weapon. As with all Hekler'Kok weapons they included a set of fully ambidextrous controls. They textured the grip to give the user a better hold on the rifle when firing, a carrying handle and folding stock makes for easier transport, a muzzle brake and recoil pad to reduce felt recoil while a integrated folding bipod can give more stability when firing, this bipod also includes a integrated wire cutter for utility and finally a bayonet lug to allow the rifle to be used as a makeshift melee weapon in close quarters.
Just as with the FP-01 Hekler'Kok was surprised when the FR-01 proved to be much more popular then they expected upon its release and they were swamped with orders for the rifle. They decided to use the same solution as they had utilized with the FP-01 and licensed the production of the rifle to various smaller contractors throughout the galaxy in exchange for a 10% royalty. Just as with as with the FP-01 this lead to the rifle falling into the hands of some less than reputable people leading to the rifle having a dual reputation as cheap yet reliable but also as a criminal's gun.
