IC Hierarchy (Listed in Order of Importance):

Grand Moff

The supreme authority of the Empire of the Lost, the (npc) Grand Moff is elected by and is the final arbiter of all decisions made by the Moff Council, although depending on which Moff is currently elected as Grand Moff, this can be seen as either a “first among equals” sort of approach, a moderate fusion of authoritarianism and republicanism, or one that leans more traditional hardline dictator. They are responsible for executing the will of the Moff Council and enforcing its decisions. Presently as of the time of this major faction application, Moff Settmara Tatthel of the Reformist* faction is in power, with a significant minority of hardliners led by Moff Radis Stilgore letting their voices be known.

Moff Council and Imperial Administration

The power behind the throne of the Empire, the Moff Council is responsible for electing the Grand Moff and carrying out most of the day to day running of the Empire. Comprised of senior military commanders, business magnates, people's representatives (at least of those who matter), it represents a wide cross section of those living in the Empire. Absolute power is kept in check by ambition and rivalry here, and the rule of the day is "diversity of thought, unity of action", that is, different opinions are tolerated but once the decision has been made, the entire Council units behind it and the Grand Moff(s) decision. The Imperial Administration serves under the authority of the Moff Council, carrying out its will and that of the Grand Moff through various governors, prefects, and other officials.

Imperial Navy

The Imperial Navy is the naval branch of the Empire of the Lost, formed from former Imperial and Elysian Empire officers and spacers in the aftermath of the Great Collapse leading up to 900 ABY. Its goal is to enforce the dominance of the Empire in space through four key methods: blockading and bombarding enemy planets and installations, guarding shipping lanes to encourage honest and safe commerce, supporting the Imperial Army in its duties via transportation and space/air support, and ensuring the safety of Imperial held space and planets from enemy attack. The current navy focuses heavily on ensuring all ship sizes have a role to play, from the humble TIE fighter to the greatest dreadnaughts in service, for it is the seamless synchronicity between them that the greatest power is found. The Imperial Starfighter Corps has also been rolled into the Navy for simplicity and greater coordination ability.

Imperial Army

The Imperial Army is one of the five uniformed services in the Empire of the Lost, holding sway over the vast ground forces of the Empire. It includes troopers, stormtroopers, mechanized infantry, armor, artillery, and more, all eased into one department for the defense of the Empire on the surfaces of the worlds it inhabits. They are seen as coequal to the Imperial Navy in terms of importance to the Empire, as most worlds have planetary shields, hypervelocity guns, ion cannons, or strong ground forces that they are not equipped to take out for orbit. Imperial doctrine tends to favor heavy use of arms and armor and offensive heavy infantry, supplemented by a strong artillery presence and a large amount of trained and equipped garrison troopers to hold the line and reinforce breakthroughs made.

New Imperial Security Bureau

A merger of Imperial Intelligence and the Imperial Security Bureau, the NISB is a highly professional civilian branch of the Galactic Empire that is responsible for the identification, analysis and mitigation of threats to the Empire originating from external and internal sources and to enforce law and order throughout the Empire of the Lost. Its chief duties are the analysis of strategic, operational, and tactical data streams, the creation of effective propaganda, internal policing duties, foreign intelligence gathering, law enforcement operations, and many more. A NISB Agent will often find themselves wearing many hats and performing many of the daily, dangerous duties that keeps the Empire's homefront running in check, including managing the permitting of and if necessary, detaining or killing hostile Force Wielders.

Description

The Empire of the Lost is a diverse and often fractious coalition of former Imperials and refugees from other empires and states that have banded together in the Lianna system in an attempt to forge their own Empire and restore order and peace to the sector (and hopefully later, the Galaxy). It is led by an elected Grand Moff under a Moff Council whose opinions and stances are allowed to be diverse but who ultimately settle behind the will of the Grand Moff at the end of the day, leading to an Imperial system of governance but with interesting variations in policies depending upon the will of the Moff Council and who holds power at the moment.

The Pitch
It would be good to have a proper Imperial faction on the map as a whole for those who prefer Imperial and/or authoritarian roleplay but who do not desire to join the Sith at the moment. I particularly am interested in seeing how its unique IC system of player-led government pans out as it is torn between reformists, moderates, and hardliners where the players themselves vote in the various IC npc leaders who all have different policies to allow for dynamic and varied roleplay at any given time. One can roleplay a hardliner who secretly wants to restore an emperor while under a reformist Grand Moff for example, a moderate who tries to get everyone to work together for the glory of the Empire, or even a reformist who tries to moderate the actions of their more radical brethren and reform the Empire into a force for good. What really excites me personally is where the players of the faction want to take it with this system: do they want to go down a more reformist path, becoming an Empire that is actually a force for good? Or do they want to head down the more familiar path of becoming evil and despotic? Or do they want a mixture of the both? It’s up to the members of the faction! Overall, I think becoming a major would really allow for an aspect of Star Wars roleplaying that is not seen on the map at the moment, and thanks to its unique governance system can encompass a wide variety of Imperial beliefs under one banner.
