Imperial Faction Leaders
Once every so often, as part of a unique and fun mechanic of the Empire of the Lost, people will have the opportunity to vote for the current IC leader of the faction based on the three factions within the Empire. They are listed below and when the votes are tallied the winner will be added as the official IC leader of the Empire and their policies put in place for people to agree with or scheme against. This fun little mechanic will allow for all sorts of fun roleplaying and enables a certain sense of democratic dynamism to exist within the faction, and for foreign powers to scheme over which leader they would prefer the Empire has.

Reformists
Moff Setmarra Tatthel

Head of the Reformist faction, Setmarra Tatthel is a self-made woman. Growing up an orphan on Lianna and taken in by the earliest incarnation of the Empire, she was quickly noted for her intelligence and wit. Enlisting in the Imperial administration at the age of just sixteen, she earned a rapid series of promotions and a PhD in political science from the University of Lianna. Now in her late twenties with fiery hair and deep sea-green eyes, she is a passionate, idealist advocate for a more “modern” Empire that uses its power for the collective good of its citizenry and to maintain order more than anything else.

Externally she advocates a more peaceful foreign policy focused on cooperation with other galactic powers. She believes in avoiding major conflict with all of them unless outright attacked, thinking that for now the Empire is better off expanding without treading on the toes of the other major galactic powers. She insists that the military should be focused on crushing pirates, criminals, separatists, anarchists, Mawites, rogue force wielders, and any other who might pose a threat to the Empire directly, rather than going off on foreign adventures that bring little profit back to the Imperial core. In time and with enough effort, her idea is that the Empire will be seen as a comparatively morally good faction fighting for law and order in the galaxy in a way that the ancient Empire was seen in the early days of Palpatine’s reign before the Tarkin doctrine took hold.

Internally, she favors a more law based, cooperative Empire where the welfare of the citizenry and incoming refugees are prioritized to ensure internal stability to make the Empire a good place to live for the common man. She believes in a more fair, though not totally equal, distribution of wealth and resources via a kind of Imperial meritocracy, the abolishment of slavery, and other comparatively progressive ideas (at least for an Imperial). Her ideal system of governance is an enlightened, educated Moff Council with the Grand Moff there largely as one who resolves disputes. Political scientists have noted she sees herself more as an enlightened “first among equals” sort of ruler as opposed to a strict autocrat.

Overall, those who tend to support Moff Tatthel are those who believe in a more peaceful, meritocratic Empire which focuses on the welfare of its citizens over other concerns such as acquiring more wealth and power at any cost or seeking to restore Imperial dominance in an aggressive way over the rest of the galaxy. Moderates criticize her for being too soft both externally and internally, and true Imperial hardliners think she is a borderline liberal abomination that will lead the Empire to its doom by trying to be too nice to everyone.

Moff Deneb Vartim

Head of the Moderate faction, Moff Deneb Vartim is a middle-aged man from comparatively humble, but not impoverished, origins rose up through the ranks of the Imperial Navy and is the eldest of the various faction leaders. Although not particularly exceptional as a naval officer in terms of achievements, he was innovative in terms of tactics and strategy, being rather unorthodox in his approach to most situations: doing whatever worked, regardless of whether or not was in line with official Imperial fleet doctrine. This attitude has carried over to his political “ideals” if one can call it that: he is a pragmatist above all else, what works, works, don’t think too hard about it as long as the system keeps moving forward at the end of the day.

Externally, he is seen as being opportunistic, almost capitalistic, above else. If it works out best for the power and authority of the Empire to be peaceful at the moment than that is the path that should be taken. If the other powers of the galaxy seem weak and the Empire can chew off a bit of their territory or power, why not? Whatever increases the standing of the Empire at the end of the day and will not come back to bite it later should be considered and implemented. If that means working with the Galactic Alliance one day, then stabbing them in the back the next, so be it. Practicality over posturing is his motto here.

Internally, he is someone who does not wish to “rock the boat” as it were in terms of your basic Imperial ideology. If it isn’t broken, don’t fix it. The current levels of inequality are fine so long as they do not spark a rebellion, the military and wealthy can take an outsized share if need be. There are some laws and some rights, but if necessary those can be trampled on by the ISB and Inquisition should the situation truly warrant it. The citizens under his ideal system would have enough to get by and a little more to keep them happy, but ultimately understand that their prosperity begins and ends at the direction and needs of the state. Slavery is allowed in moderation-no innocent Imperial citizens should be forced into slavery, but criminals and dissidents can be. In terms of the Moff Council, he prefers to have a powerful, but not completely autocratic, Grand Moff at the head, who takes on the most important decisions but leaves the day to day running of the Empire to the Moff council. Political scientists label him as a somewhat “disinterested despot” in this regard-so long as things continue working, he has little need or incentive to micromanage internal affairs.

Overall those who support him wish for a stable Empire, one that makes choices in terms of stability and practicality over all other considerations including ideology. The hardliners criticize him for being feckless and having no true allegiance to any ideology other than simply holding on to power like a leech, but still better than the delusional reformists. The reformists see him a better option than what the hardliners propose, but wish he were more open-minded and committed to making the Empire a better place rather than simply keeping it how it is.

Moff Radis Stilgore

Head of the Hardliner faction, Radis Stilgore rose to power as a hardened Imperial Army officer. Growing up in a prestigious, wealthy, and powerful Imperial military family, he was afforded the best tutors and facilities that money could buy and indoctrinated from an early age about how the Imperial system was the only true worthy system of governance, how the Republic(s) both old and new were corrupt, and how Palpatine and his New Order brought true peace to the entire galaxy in a way that has not been seen in the past 1,000 years. He believes recreating a similar system will allow not only his fellow Imperials to rise in power, but genuinely what the galaxy needs to see order restored and prosperity return.

Externally, he believes in an aggressive foreign policy whenever possible, seizing on whatever opportunities there are to weaken the Empire’s enemies and bring its allies into an eventual subordinate role. All other major galactic powers should need to butt out from wherever the Empire sets its sight on next or face its wrath. Minor powers should kneel to Imperial rule or be destroyed, and the looting and extraction of resources both human and material back to the Imperial core should be considered a priority. He cares little for how the Empire is perceived by its enemies, only that they realize and respect its strength at the end of the day.

Internally, he officially supports a strengthened Grand Moff with the Moff Council being there largely in an advisory capacity voting only on key issues. Rumors abound that this is the “public” view he holds, and that his true view is that they need to find someone worthy of becoming emperor, whether that be himself or someone even stronger, to truly become an Empire that the galaxy respects at the end of the day. He does not believe in any inalienable rights for the citizenry, and their welfare is an afterthought to the needs of the military-industrial complex and glory of the Empire. He advocates for a much empowered ISB and Inquisitorial to maintain order rather than playing around with niceties and the onerous burden of independent courts of law-what the Empire says should simply go. Overall, political scientists in the Empire see him as a potentially dangerous autocrat, but then again, that is likely because such political scientists would be locked up under his regime.

Overall, those who tend to believe in Moff Stilgore are diehard Imperials who wish to see a return to the days of the old Empire. A strong, autocratic ruler at the head, backed by powerful military and intelligence establishments, that maintains order through fear and force of arms. Reformists are horrified at the thought of returning to a system that clearly failed multiple times both in the ancient Empire and in the many incarnations of autocratic rule across the galaxy. Moderates think that Stilgore goes too far and that his ambition will be the end of the Empire either from internal dissent or from external opposition.​
