Faction Day one...

Mandalorians. Breshig War Forge. Evidently the good Viceroy wanted an army to protect her world. Now, was that to protect it from being attacked by outsides, or more of a play against her own? After all, those with a formidable army were less prone to being toppled -- provided you held absolute command of them. Oh, but surely Hester was no tyrant in waiting.

As for Xazzex, she found it an interesting development, but not an unwanted one. Let them have a top tier Planetary Defense Force. The Falleen did not invade planets in a way where such a standing force would matter. They were all business. Ruthless, cut-throat business involving political maneuvering and hostile takeovers, but nothing you could finger as being evidence the green people were a threat.

Pirates? Smugglers? Why yes they had those too, but dispersed. Surely just rogues that answered to no one. Shame.

If anything, Mandalorians training this defense force would only mean they would need weapons and armor. Yes, a Mandalorian was more than either, but they did love their gear didn't they? A habit that hopefully would be extended to the trainees. An expensive one, preferably, with the Falleen ready to give them whatever they wanted. Even things other planets considered 'banned.' Short sighted to tie one hand behind your back -- something a force invading Falleen would learn first hand if they dared.

"That would depend on the manner in which they are used," Xazzex replied in the wake of Stardust's comment.

"We seem to have a compatible assembly thus far," the green woman agreed to Shuklaar's assessment. "Quite complementary. There are any number of people I could extend an invitation to bolster your means of supplying such a force, or shoring up planetside to keep the people content as your Defense Force keeps them safe."

Shuklaar was momentarily surprised about how quickly she'd ascertained the purpose of his visit, and his intention behind this meeting. A moment's quick analysis however quickly elucidated the short sightedness behind such surprise. His company had a reputation, Mandalorians had a reputation. If he was coming here, it was likely for one good reason. His first impressions had been right, she was a woman who knew just what she wanted, and apparently that was a planetary defense force that was was more than capable. Something that she'd correctly concluded that he could provide.
An invitation to sit came next. To refuse, would be impolite. He gave a quiet unseen order to Jare'la to move over and stand with Ragar. The droid moved over to stand with the massive Mandalorian standing behind him without any verbal complaint. Of course, with his armor's HUD connected to the droid, he knew that Jare'la wasn't quite so quiet about it over their shared system link. Taking his mind off that, he nodded in response to Viceroy Shedo's question, "Certainly."
He slipped off his helmet, and attached it to his belt. He'd found that most aruetiise found preferable to staring at a blank t-visored helmet. Taking the nearest seat, he then spoke once more, "Breshig War Forge Consolidated is prepared to offer nothing but the best in training and equipment. Our work with the cloners of Kamino on their latest project, might be of note. It goes without saying that we'll work according to your budget and logistical capabilities. Of course, the CDF will likely have very little ill to speak of our security and military contractor's abilities, in the event you're looking to augment your protective detail." He made sure to glance in Ragar and his fireteam's direction as well as in Ran and Viraen's direction.

Hester was getting what she had wanted for Scarif. She had dreamed of the prospect of an improved and enlarged PDF. She had visions of a larger, more robust system Fleet, capable of patrolling and governing the hyperlanes that would bring the millions of visitors to the planet's surface. The plans to build a new city had been playing on her mind and that dream was a step nearer with the thought that the Breshig would train and create a model army for Scarif. For the people of Scarif. For the Confederacy.
"The money you need is yours. We have vast natural resources at the disposal of the CIS and the increased capacity for trade will bring the money and the people we need. I have...profound plans for this planet, my friends. Your investment of time, energy, resources or support will be rewarded greatly when it is ready. The Manda Merchant Route brings the multitudes, the Triellus on our doorstep. We are poised to command an extreme portion of Sector trade. With the armies and the navies you will build Scarif, it will command the wealth too. And it will be yours."
She turned to her other guests.
"All of yours. Help me to help Scarif and you will see just-reward for your services to Scarif and to the Confederacy. "
She took them in. She thought long and hard at the impassioned speech she delivered to the assembled throng.
She could see her late husband, standing over her the way he did...he used to. He'd have been proud...or scared. Or both. He would have felt something, for sure.
But it wasn't here now. He was very much gone. She breathed in.
"So...what do you think?"

Stardust was merely a watcher now, observing this interesting event before her, this new viceroy had such grand grand plans for this planet some that star found interesting and some she was quite curious to see. She wanted a masaive massive army and fleet to not only defend this planet but patrol its hyperspace lanes as well, such plans would require a massive army and fleet for sure, she knew that the breshig war forge company could provide that however they'd need more to keep up a army. So when she was acknowledged she sat up

you'll need a lot of food to keep up a army that big, good thing however I am queen of a masaive agricultural planet, we make way more then we need and often have to send it off to markets off planet. So not only do I wish to offer a trade contract with your planet but your planets military as well viceroy shedo

Sitting back she would let that settle in as she smiled to everyone, this would prove better then just analyzing defenses

Xazzex's gave shifted from Shuklaar to Hester and then to Stardust in turn as they spoke. The Falleen Empress's countenance was still as they spoke, and the hue of her skin altered not one bit. Naturally the Mandalorian spoke of preparing for combat, which the Viceroy of Scarif endorsed fervently. Next, Stardust offered to supply one of her own world's great boons to establish trade. These were all quite apropos given the circumstances; and not one bit ran counter to her own interests.

"Scarif is a beautiful planet, Viceroy. Your ambitions do you justice, and Scarif will prosper from your hard work. Falleen can supply materials and personnel to help build up the structures, platforms," which if the Mandalorians supplied more than people, but planetary defense cannons they would need somewhere to rest, "and engage in sustainable growth. As you may have heard, Falleen believes in retaining the beauty of its own landscape, though we were blinded to the subtler crimes that took considerable effort to cleanup. Our lessons can help ensure your world does not suffer similarly."

There were also advisers and managers of finance and influence that should prove of value to Hester. Unless the woman was as humble and idealistic -- naive -- as she presented herself. Even then, Xazzex felt she could be brought to see the benefits of discrete actions taken without the greater populace being made aware of them. Shuklaar's talents were undeiably necessary in their war-torn galaxy, but Falleen was not an advocate of shooting wars. Killing your enemies before a shot was ever fired was the best and less destructive route. Methods Hester might be ameniable to, as it did not even involve assassination.

Seeing how these were discrete matters, however, Xazzex would publically offer their industrial support to further her agenda toward sustainable development. Few governments outright said 'at any cost,' so sustainability was usually a priority.

Hester watched as the surrounding Viceroys and leaders began to make the motions. She would need to ramp up trade with these planets for Scarif to begin to profit...and there was the business of building the new city. She would enact a trade deal with Stardust Solus Skirae Stardust Solus Skirae for food and agricultural goods and consult their experts on cultivating their own available land on Scarif. She would enact a deal with Xazzex Xivar Xazzex Xivar to supplement the need for building materials and sustainable living in this new and bright future. She looked at Mandalorian warrior.

"These are excellent suggestions and ones I shall enact as quickly as I meet with the Planetary Administration. We can offer appropriate remuneration and favourable tariffs for your respective peoples. I invite you to setup office on Scarif; envoys and diplomatic missions are so important in times as these and representation is key to that. You will have administrative space made for you in any planned works. I also invite you to visit our pristine beaches; we've rather a lot of them"

She smirked, somewhat sardonically. The Breshig would be valuable partners in the creation of a brand new army for Scarif; to protect the interests of the citizens both here and abroad. She stood and queried the Mandalorian crew.

"When shall we...thrash it out then?"

MEETING
So it had happened. The Scarif contract as it had been referred to in the company, was going to be one of the best things for them, and for Scarif. It worked out so excellently in both their favors. Once more, Breshig War Forge would be able to prove that they did not go quietly into the night when the Sith took their home, when they were forced to flee. That name would mean something once more. Scarif too, was looking to make a name for itself, and it was that shared drive that gave Shuklaar real hope that this would end up working.
That said, there was still a lot of work to be done. That was, in and of itself, a massive understatement. Time spent here making nice with the two Viceroys and one of his more famous vode was time he could spent getting back to work. He was considerably better at one of those things than the other. Designs would have to be drawn up and he'd have to come back with men to assess Scarif's planetary defense force to see how much work they had ahead of them.
"We're finished here, Viceroy Shado. We'll speak again shortly once your input is directly required once more," he replied. Then, turning to the other two, he added, "It was a pleasure meeting both of you." Turning to Stardust, he also added, "K'oyacyi, vod." With that, he slipped his helmet back over his head, and turned for the entrance. Ragar and the others followed behind, while Jare'la moved in 'step' with him. Shuklaar left wondering why all his business agreements couldn't be this simple.
