They often seat members on various committees and councils as necessary or required by either the Secretariat or the High Queen/King.

  • The Commonwealth Medical Service is run by the “Health Board” simply referred to as the Board. A group of professionals appointed as chief to their respective practices. Such as Chief Dental Officer, Chief Counselor, and Chief Social Worker, etc, etc. Members of the board are appointed by the Ministry of Health and can be removed by the Ministry of Health or in extreme cases the High Commissioner. The board also seats medical professionals from the military that are put up for nomination by their respective branches prior to being appointed by the Ministry.
    * Note: The Ministry of Health is a department that answers to the Secretary-General of Domestic Affairs.


  • Much like their military counterparts, CMS had adopted a rating system in order to determine the education and training levels necessary for various positions. Qualifications, and years in service, instill and maintain discipline, and professionalism. CMS members are required to display their rating on the lapel of their lab coats, or over the right breast. This is only overruled by those who serve in the Military as their uniform regulations have a higher order of precedence.

  • Ranks within CMS are ‘generic’ thus it is not uncommon to find ‘Dental’ Attendant, ‘Veterinarian Attendant’, or a ‘Senior Pharmacy Attendant.’ CMS Enlisted ranks start with two separate paths: the Attendant or the Technician. One spends most of their time aiding or attending to patients, typically shadowing a nurse. The others primarily spend their time in a laboratory or with a senior technician learning how to manage equipment, inventory, and the like. Attendants typically go on to become nurses themselves, while technicians will normally go on to become specialists.

  • Due to the number of specialties, the highest rank they can obtain is E-9, together they sit in a committee and provide information, bring up concerns, and work with the Head Nurse to ensure patient needs, as well as employee needs, are being met. The same is true of physicians in which the highest rank they may obtain is OF-9, and Vice-General, respectively. They form the physician’s committee and that committee performs the same function as the nurse and specialists’ committee.

  • All committees meet in a conference that is held anywhere from two to four times a year, or as necessary depending on public health. The health board is typically present at these conferences, and can at times holo in on various committee gatherings to listen in.

  • It should be noted that ‘officers’ within CMS are not referred to by their rank. They are referred to as doctors, the ranks are internal and assist CMS with its logistics, personnel resources, and administration.

  • Because CMS now extends to all member worlds of the Commonwealth there is an Inspector-General of Medical Services, and Head Nurse of Medical Services for each member world. They are considered the senior most members of the Health Board and their voices often carry a lot of weight within the board itself. The board votes amongst itself to determine the “Inspector General of the Commonwealth,” and similarly the “Head Nurse of the Commonwealth.”

  • While the board can make recommendations to the Secretariat and indeed the High Queen/King on who should be the “Chief Medical Officer of the Commonwealth”. The decision rests with the Secretary-General of Domestic Affairs unless there is an objection from a member world’s designated governor or viceroy. In such a situation, the decision will rest with the High Queen/King.

  • Membership:
    [IC] Typically those wishing to join CMS need only to begin their journey at a designated training facility, academy, or school. After graduation from their training, they are officially admitted into CMS. Military personnel who choose a medical vocation are automatically admitted as a member. Once they retire or resign from their military career they have the option of joining CMS on a more permanent basis.

This is more or less for my own sake as keeping track of different groups within the Commonwealth.   • Climate: A helpful group that works hard to ensure all citizenry within the Commonwealth receives the best healthcare in the Unknown Regions and the Outer Rim. One of the top employers as voted by citizens in the Commonwealth, people working here do their best to keep a positive atmosphere. Ultimately everyone who works here shares the same goal of making sure that everyone receives the best care possible. Like any organization they are not without detractors and/or toxic bosses, management - the organization does its best to root them out whenever possible.

  • Reputation: A beloved organization that can for many in the Commonwealth do no wrong. It almost seems to carry an angelic aura, an organization that, as far as one can see, does its best to be the best and do the right thing at all times. Generally speaking, people want to work for them and receive healthcare from them. However, they are not without fault as much as they wish to hide behind their reputation. There are staffing issues, shortages, and at times equipment shortages - but thus far these have yet to put anything more than a dent in their reputation.

  • Curios:
    • Doctors: Earning the short white coat, means that a doctor has completed their schooling and is now ready to move on as a physician-in-training. Many still have years of practical experience to go, such as internships and residencies. This ceremony is but a first step in a journey of a thousand, and it is a reminder that they are not alone on their journey. They’ll now work toward their long white coat, the long white coat is earned when they have completed their education in full and have become licensed physicians.

    • Nurses: The pinning ceremony, while nurses do earn a white coat themselves at graduation. It is the pinning ceremony that holds the most meaning for them. It means they have completed that level of education/training. It means more to them than the white coat, the white coat (as this is simply a transition from their educational requirements). The pinning ceremony cements their transition from student to nurse.

    • Emergency Services: Members of the CESD, receive upon their graduation a pin that marks their transition from student to professional. Additionally, they receive their badges during this ceremony, so it is also sometimes referred to as their badge ceremony. These badges and pins are hard-earned after a long and at times arduous educational process.
  • Rules: Members of CMS uphold an oath, and it is one that all must abide by; it is emphasized throughout the course of their education and it is this they must recite with full faith upon graduation.

    • Doctors: I pledge to honor, to the best of my ability and judgment upon this oath, I make my solemn promise to my patients. I promise to uphold your dignity, listen without judgment, respect your privacy, and treat you with kindness, and empathy. I promise to be your voice, empower you, and always offer you choices. I promise to comfort you, I promise to cure you when possible and heal you to the best of my ability. I pledge to offer you, this promise, to you my patient. It is I who has the privilege of caring for you, I will offer my best self, I will practice and promote self-care, create safe spaces for healing, and view my failures and imperfections with compassion and as opportunities for growth. I will have courage when admitting failure, and I will ask for help when I have reached my boundaries, and offer help when others have reached theirs. I will ask for forgiveness. To you my patient, I pledge to foster a collaborative environment with you and your care team. We are united in our common goal to care for you. I will recognize their expertise, and your experiences, and share with you the decision-making process, for your care. I will help to cultivate a culture of resilience and respect and advocate for positive changes in my profession. I acknowledge that I am a lifelong learner and that medicine is always changing.     • Nurses: I, solemnly pledge; To adhere to the code of ethics of the nursing profession; To cooperate faithfully with the other members of the nursing team, and to carry out faithfully and to the best of my ability the instructions of the physical or the nurse who may be assigned to supervise my work. I will abstain from whatever is deleterious and mischievous, and will not take or knowingly administer any harmful drug, or assist in malpractice. I will do all in my power to maintain and elevate the standard of my profession. I will not reveal any confidential information that may come to my knowledge through the course of my work. I pledge myself to do all in my power to raise the standards and prestige of practical nursing. I will devote myself to the welfare of those committed to my care. May my life be devoted to service and to the high ideals of the nursing profession within the Commonwealth.


    • Emergency Services: I, hereby solemnly pledge, that I will honor the physical and judicial laws of the Commonwealth. I will follow that regimen according to my ability and judgment. I will always consider the benefit of the patients and abstain from whatever is deleterious and mischievous, nor shall I suggest any such counsel. Whatever homes I may enter, I will go into them for the benefit of only the sick and injured. I will never reveal what I have seen or heard in the lives of my patients unless required to do so by law. I will share my medical knowledge with those who may benefit from what I have learned. I will keep my oath unviolated, may it be granted to me to enjoy life and practice the art, respected by all, during all times. Should I trespass or violate this oath, may the reverse be my lot. I am committed to serving unselfishly and continuously in order to help make the Commonwealth a better place for all.
  • Goals: The Commonwealth Medical Service’s goals are fairly simple and they are as follows:
    • Maintain the best healthcare in the Southern Systems.
    • Remain on top of medical innovations, research, and the latest in scientific journals.
    • Remain aware of the latest medical trends be they new treatment options or new diseases, etc.
    • Maintain high education and training standards, as well as safety protocols, procedures, and fast response times.
    • Keep the general population educated on first aid, CPR, how to address emergency situations, what to do, and when to call for help.
    • Maintain medical educational material, equipment, and training to help everyone at all levels of medical expertise.
    • Maintain the best medical equipment within the Southern Systems.

Anyone who had been part of the First Imperial Medical Service would now, automatically be part of the Commonwealth Medical Service.

HISTORICAL INFORMATION
The Commonwealth Medical Services began in 850 ABY as the First Imperial Medical Service. FIMS was reinvigorated in the early 860s by Ariel Yvarro and championed during her regime. When the First Order retreated from the galactic stage in the late 860s, FIMS remained a prominent organization. In the years following the First Order’s withdrawal, Dosuun and its neighbors looked to reinvent themselves.

So too were the Medical Services reinvented although they had largely maintained their status quo, they would be given additional responsibilities during the transition and appointed as the medical authority in the Commonwealth. Going beyond simple training and education, they would be responsible for all healthcare, civilian, military, and everything in between. CMS would set the standard of care expected of any other healthcare organization that wished to practice in the Commonwealth.

They were given the authority to approve, or revoke an organization’s license to practice. It also meant a slight restructuring of their own hierarchy to incorporate multiple Inspector-Generals. Their authority would include the ability to take over local hospitals, however, they ran into protests that the organization would ‘Dosuunify’ the hospitals without regard for the local culture. Wanting to ensure that the Commonwealth’s diversity would not be in danger, CMS created its Applied Anthropology Unit and worked with the local population to not only streamline all hospital and medical services. Doing so in a way that would involve the population, incorporate the local culture and acknowledge the different ‘healing’ and/or ‘medicinal’ practices of each culture.

Along with its own transformation, CMS also brought with them their old rapid response division which soon became the Commonwealth Emergency Services Division. This division would be split between the Emergency Medicine Group and the Fire and Hazard Control Group. Additionally, CMS would maintain its ‘military-like’ structure and implement this into its Emergency Services Division, creating a unified standard throughout the entire Commonwealth. However, the organization would keep the idea of having a team devoted to responding to mass casualty events, natural disasters, and other catastrophic events. CMS created the Catalyst Response Division taking the best of the best from EMG, FHCG, and Law Enforcement. To avoid confusion with other divisions, this particular unit was given the nickname, “the Responders.”

Since the mid-870s, the Commonwealth Medical Service has become a household name throughout the nation. Reality shows from Wright Public Media following various emergency crews at night, or emergency shuttle crews during the day have become increasingly popular over the years. Increasing the overall funding for more rapid medical vehicles and vessels. Medical programs for non-humanoids have also been increased and the acceptance of non-humanoid medical personnel has been on the rise in recent years.

While the organization’s history had been deeply tied with its First Order roots, they certainly hope that as both they and the Commonwealth grow. Such a history can be forgiven and they can be looked upon in the future with more benevolent eyes.

By 881 ABY, the Commonwealth Medical Services, after a review from a joint committee on CMS' Fire and Hazard Control Group, decided to split the group away from CMS and formed the Commonwealth Fire and Rescue Services. The process of unifying and streamlining practices throughout the Commonwealth would soon be implemented after in put from memberworlds' Fire and Rescue Brigades, along with their Hazardous Materials Response Units. This separation allowed both CMS and CFRS to refine their services, ensuring seamless collaboration, especially within the esteemed Catalyst Response Division.
