HISTORICAL INFORMATION
Organized OPA militias are a relatively recent phenomenon born out of the frontier power's slow expansion and influence over much of the southern Territories. Kathol and its border regions have always been a violent and lawless place, but once the threat of Imperial annexation grew and Mandalorian or Sith raids became more common the people saw a need to put their differences aside for just long enough that the Outer Rim could be free. Then everyone could go back to killing each other on their own terms.

The average Partisan volunteer probably started out as a local radical or aspiring freelancer. Maybe they heard an OPA general speak once in a bar or outside a spaceport. Maybe their community was burned down by the Sith or oppressively tithed by some autocratic regime and now they're out for revenge. Maybe they've been fighting for so long they don't know what else to do and the Partisans seems like a way to at least make some kind of mark. Whatever the cause they're shown the ropes, handed a blaster, and sent out on the frontline.
