The terms of the NAP allow for the CIS to take ally spots if TSE attacks one of their allies (and vice-versa), so they can fulfill their obligations without full-blown war breaking out between TSE and CIS.

Yeah, but the advice I got from the faction admins was that Allies have higher priorities over NAP

I could be wrong though
