- Elaboration: To label the Iron Covenant with a specific form of government would be a misunderstanding of Mandalorian culture, at best. Little emphasis is placed on birthplace or citizenship within Mandalorians, and as such, no official Mandalorian ‘state’ has ever existed as understood by conventional Galactic politics.
Iron Covenant, however, does not keep to the traditional governance of Mandalorians either, as they no longer bend the knee to or traditionally any Mand'alor. Instead, it relies on different Mandalorian systems.
With that said, there is a form of governance and leadership to guide the Clans within the Covenant:
The Rekav'dral serves as the foundation to the Covenant's soul. It is not a ruling body in the traditional sense. Its authority comes from the weight of oaths kept, the echoes of the fallen, and the living flame of tradition. It functions by consensus and conviction, drawing from its members' wisdom to forge decisions that shape the entire Iron Covenant's future. Its seats are filled by respected representatives within the Covenant whose voices would be adhered to.
Thereafter follows the Alors who would administrate their own Clans under the guiding hand of the Rekav'dral.
This joint leadership between Rekav'dral and the Alors shapes the identity of the Iron Covenant.

DESCRIPTION:
The Iron Covenant is, in short, a successor state of the old Mandalorian Enclave, but had risen like a phoenix from the ashes and had transformed into something different.
Though the Iron Covenant still follows the old ideal of the Enclave's to not acknowledge nor challenge a Mand'alor, it is fundamentally a Mandalorian state formed out of the survival of various Clans and individual Mandalorians after various wars and battles. Though Covenant members come from different walks of Mandalorian life, they have unanimously agreed that their Culture needed to be preserved beyond any of their lifetimes.
To become living myth.
The Mando’ade of old were forged in the stars, and to the stars would the Iron Covenant return. The Kestri-based Mandalorians transformed into a roaming fleet spreading its legend across the stars, recruiting Foundlings, retrieving Mandalorian artifacts, and avenging fallen comrades against old enemies.
Like the Mythosaur of legend, the Mandalorians of the Iron Covenant stand resolute, proud, and fiercely loyal and protective of their culture and its people. There is definitely a mysticism surrounding the operation of the Iron Covenant with its love of Storyfires and the remembrance of what exactly makes them Mandalorian.
THE PITCH:
The Iron Covenant deserves Major Status as it is unique in the sense of being a Roaming Mandalorian Fleet-State that is more dedicated to preserving the Mandalorian culture than it is to just being warmongers or mercenaries. It is wholly different in principle to the more centralised Mandalorian Empire that already exists on the board.
It is a Mandalorian faction that is no longer tethered to a planet and that is more concerned with becoming a Living Legend and enduring beyond lifetimes.
It brings a fresh Mandalorian concept as well as fresh stories and a new form of antagonist/anti-hero for all other factions. With an emphasis on narrative-first player-vs-player storytelling, the Iron Covenant will bring a fresh dynamic to the board as a grey antagonist -- or perhaps ally - to all.
