A BILL

To establish minimum security and customs regulation along the Confederate border.

Be it enacted by the Viceroyalty of the Confederacy of Independent Systems in Viceroyalty assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ''Planetary Trade Security Enforcement Act''.

SEC. 2. PURSUANT.

(a) Whereas, on April 23rd, 860, Executive Order EO 860SP2-1 was issued by the Office of the Vicelord to declare a new 'Confederacy First' doctrine to take measures to reduce collective exposure to hostile parties and promote the health and safety of all Confederacy residents, and

(b) Whereas, on April 24th, 860, CIS First: Supporting Mandate was issued by the Office of the Vicelord to take additional steps to prepare for and institute the 'Confederacy First' doctrine to promote the health and safety of all Confederacy residents

(c) NOW THEREFORE, THE VICEROYALTY OF THE CONFEDERACY OF INDEPENDENT SYSTEMS, PURSUANT TO THE AUTHORITY VESTED BY THE CONFEDERATE CHARTER SECTION IV, HEREBY FIND AND ORDER THAT THE FOLLOWING PROVISIONS BE ENACTED

SEC. 3. PLANETARY TRADE SECURITY ENFORCEMENT ACT.

(a) Border and Custom Entities shall be established and staffed in accordance to the needs and traffic involving vessels or goods from outside of Confederate controlled space or territories. Such Entities shall meet the following minimum security requirements:

(I) Dedicated on-site security personnel trained and equipped to ensure the full and proper function of any Border or Custom facility;​

(II) Supervisory personnel trained and equipped with the necessary technology to oversee and ensure the full and proper function of any Border or Custom facility; and​

(III) Any such Border or Custom facility must be registered with the local governing body, and conform to any Audit requests made through the Ministry of Commerce to ensure the adherence to these regulations.​

(b) Multi-Passes shall be issued under the purview of the Ministry of Commerce with the following terms and conditions:

(I) That such Multi-Passes not be required for current Confederate Residents or Corporate Entities and their personnel, and that existing local identification cards or paperwork will be accepted by Border Control Agents;​

(II) A Multi-Pass valid for 1 Standard Month for Transit through Confederate controlled space or territories at a cost of 30 Credits;​

(II) A Multi-Pass valid for 3 Standard Year Non-Resident/Non-Corporate Entity for Transit through Confederate controlled space or territories at a cost of 80 Credits;​

(III) A Multi-Pass valid for 5 Standard Year Non-Resident/Non-Corporate Entity for Transit through Confederate controlled space or territories at a cost of 110 Credits;​

(IV) All Multi-Passes will contain Electronic Security Features governed by the Ministry of Commerce to ensure full faith and authenticity of both Pass and Bearer; and​

(V) All passes will be made available at local Border and Custom Entities to enable continued access into or through Confederate controlled space or territories.​

(c) Multi-Passes: Enhanced shall be issued under the purview of the Ministry of Commerce with the following terms and conditions:

(I) Corporate Entities may elect to obtain an Enhanced Multi-Pass to permit faster processing of personnel and vessels at any Confederate controlled Border Crossing;​

(II) Corporate Entities whose personnel or vessels possess such Multi-Passes may also be be granted prioritized access to:​

(1) Weigh Stations and other Hyperlane Amenities;​
(2) The Confederacy Emergency Network; and​
(3) Tempoary Residence Status within Confederate controlled space or territories (per entrance).​

(III) A Multi-Pass valid for 1 Standard Month for Transit through Confederate controlled space or territories at a cost of 110 Credits;​

(IV) A Multi-Pass valid for 3 Standard Year Non-Resident/Non-Corporate Entity for Transit through Confederate controlled space or territories at a cost of 230 Credits;​

(V) A Multi-Pass valid for 5 Standard Year Non-Resident/Non-Corporate Entity for Transit through Confederate controlled space or territories at a cost of 320 Credits;​

(VI) All Multi-Passes will contain Electronic Security Features governed by the Ministry of Commerce to ensure full faith and authenticity of both Pass and Bearer; and​

(VII) All passes will be made available at local Border and Custom Entities to enable continued access into or through Confederate controlled space or territories.​

(d) V.A.R.S. Identicard shall be issued under the purview of the Office of the Vicelord with the following terms and conditions:

(I) Permanent Residents, Registered Workers, and Citizens of the Confederacy of Independent Systems shall obtain a Verifiable Authenticity, Resiliency, and Standardization (V.A.R.S.) Identicard to validate the identification, authorization, residency, and work status of persons on ships, stations, planets, territories, other celestial bodies, and interstellar space of the Confederacy;​

(II) The Verifiable Authenticity, Resiliency, and Standardization (V.A.R.S.) Identicard shall utilize at least two of the following forms of identification to validate the identity of the V.A.R.S. Identicard holder, in accordance with their biological or medical requirements:​

(1) Sentients that possess at least one hand with distinguishable bones and/or veins shall use palm vein and geometry readers, in addition to the presence of the physical V.A.R.S. Identicard;​
(2) Sentients that do not posses identifying veins or bone structure shall use fingerprints or other unique pattern recognition scanners, in addition to the presence of the physical V.A.R.S. Identicard;​
(3) Sentients that do not posses identifying veins or bone structure, or identifying biometric patterns, shall utilize a sufficiently complex passcode in accordance with the Ministry of Commerce's standard on such, in addition to the presence of the physical V.A.R.S. Identicard; and​
(4) All remaining Sentients unable to comply with the preceding requirements shall supply their Identicard when so ordered and may be subjected to additional scrutiny to validate their identification.​

(III) The Office of the Vicelord shall provide and ensure the full form and function of a secure database of identifiable information of registered persons, and shall enable all recognized and authorized government entities to access this data for the purposes of verifying the identity of persons within the borders of the Confederacy;​

(IV) All governing bodies within the Confederacy of Independent Systems shall abide by all statutes and requirements provided by the Office of the Vicelord to provide a Verifiable Authenticity, Resiliency, and Standardization (V.A.R.S.) Identicard to all registered Permanent Residents, Registered Workers, and Citizens of the Confederacy within 3 Calendar Years of the enactment of this legislation;​

(V) All governing bodies that seek to establish a local database of identifiable information of local, registered persons shall provide and ensure the full form and function of such a secure database in coordination with and to the specifications of the Office of the Vicelord;​

(VI) The Office of the Vicelord and all governing bodies responsible for the maintenance and operation of a secure database containing personally identifiable information of Confederate persons shall conduct frequent and routine security reviews and audits of the database, all underlying components, and all means of secure transmission of data not less than once per standard galactic year;​

(VII) Any governing body found non compliant with this section will at the discretion of the Office of the Vicelord be subject to their Permanent Residents, Registered Workers, and Citizens being barred from Interstellar travel, conducting business with Off-world Corporations, or remaining employed by Off-world Corporations; and​

(VIII) The Office of the Vicelord may either as a result of an Emergency or in the Interests of Confederate Security issue and revoke Verifiable Authenticity, Resiliency, and Standardization (V.A.R.S.) Identicard to persons within the Confederacy of Independent Systems, but shall be subject to impartial Judicial review conducted by the Knights Obsidian and with visibility into such review granted to the Viceroys of the Confederacy to ensure such action does not violate the spirit of the Confederate Charter or the faith placed in the Officers of the Confederacy of Independent Systems.​
(d) Tariffs of a rate not less than 5% nor exceeds that of 10% shall be levied by the governing world overseeing local Border or Custom Entities on the following goods or services imported from outside of Confederate controlled space or territories:
(I) Blaster pistols, Blaster rifles, Heavy Blasters, and Flak guns;

(II) Meats, Produce, Nuts, Juices, and Cheeses;

(III) Health supplies, Cosmetics, Cookware, and other Houseware products;

(IV) Electrical, Mechanical, and Chemical parts or substances; and

(V) Starships, tanks, hovercraft, swoopbikes, swoopracers, podracers, and other forms of transportation.

(e) Taxes of a rate not less than 2% nor exceeds that of 5% shall be levied on foreign assets.
(e) Tax Breaks reducing a company's overall tax rate by 5% shall be granted to those whose assets and personnel reside wholly and entirely within Confederate controlled space or territories, and to taxes levied or due to the Confederacy of Independent Systems by transgalactic corporations as a result of Research and Development performed within Confederate controlled space or territories.​
SEC. 4. ENFORCEMENT.
(a) Border and Custom Entities shall make all records, personnel, and systems available during a scheduled audit of their facilities under the direction of the Ministry of Commerce. Should the Ministry of Commerce determine a facility is out of compliance with these regulations the Ministry of Commerce is authorized to seek out compensation controls to ensure the safety and security of Confederate residents until such time the facility can be brought into compliance.​
(b) Multi-Passes shall be checked at all Border Crossing and by all Border and Custom facilities in accordance with the regulations established by this Bill. Confederate Defense Force and Law Enforcement Agencies of Confederate worlds are furthermore authorized to request inspection of, and expect any Non-Resident to produce their Multi-Pass whenever necessary. Any attempt to forge, replicate, illicitly acquire, or acquire in an unauthorized fashion such a Multi-Pass will be punished to the full extent of the law with the following minimum sentencing:​
(I) A fee of 300 Credits per infraction per individual;​

(II) Residents shall be imprisoned for not less than 30 Standard Days; and​

(III) Non-Residents will be immediately expelled from all Confederate controlled space or territories, and barred from re-entry for 1 Standard Year.​

(c) Tariffs if remiss at the time the imported goods from outside of Confederate controlled space or territories passed through a Border or Custom facility shall have all pertinent and outstanding assessed and such amounts retroactively imposed with payment expected by the Entity in violation of this Bill within 30 Standard Days. Failure to remit payment within that period may result in:
(I) An additional 100 Credit fee per Standard Month overdue;

(II) All further imports halted for 30 Standard Days; and/or

(III) Imprisonment of responsible personnel for not less than 3 Standard Days nor in excess of 30 Standard Days.

(d) Taxes if remiss will be assessed and payment expected in accordance with the Confederate Tax Code.
SEC. 5. SUNSET CLAUSE.
The Ministry of Commerce shall review the necessity of both the Tariffs of Section 3(d) and Taxes of Section 3(e) periodically, at least once every four years, to determine if such measures remain necessary to ensure full funding and support of Border Crossing and Customs in addition to Internal and External security.
