RESOLUTION

Affirmation of the Viceroys’ authority as the legislative body of the Confederacy of Independent Systems.

Whereas since the founding of the Confederacy of Independent Systems and the establishment of Section IV of the Confederate Charter,

Whereas it is recognized that the Office of the Vicelord possesses the authority to issue emergency Executive Orders to maintain order and security of all worlds,

Whereas, on April 23rd, 860, Executive Order EO 860SP2-1 was issued by the Office of the Vicelord to declare a new 'Confederacy First' doctrine to take measures to reduce collective exposure to hostile parties and promote the health and safety of all Confederacy residents,

Whereas, on April 24th, 860, CIS First: Supporting Mandate were issued by the Office of the Vicelord to take additional steps to prepare for and institute the 'Confederacy First' doctrine to promote the health and safety of all Confederacy residents: Now, therefore, be it Resolved, that the Viceroys--


(1) asserts and affirms the Viceroy's sole authority in authoring, passing, and adopting any and all legislation;​

(2) asserts and affirms the democratic ideals espoused within the Confederate Charter;​

(3) asserts and affirms that the Office of the Vicelord should only utilize the authority to issue emergency Executive Orders without input by the wider Viceroyalty in the event of clear and present danger to the safety, security, and well-being of the Confederacy as a whole; and​

(4) urges and requires the Ministers, Exarchs, and Office of the Vicelord of the Confederacy of Independent Systems to provide at length and in full any and all policy changes for consideration and approval by a quorum of assembled Viceroys, which alter the direction of the Confederacy as a whole, and that may unduly affect local operations conducted on each member world prior to any formal declaration or implementation by such Entities.​
