You have this completely wrong. Revan started the movement of only having one apprentice. That is not the rule of two.

Darth Bane started the Rule of Two when he tricked the entire Sith Brotherhood into creating a Thought Bomb to wipe out the entirety of the remaining Sith outside of himself and (somehow) Zannah, along with 100 Jedi Knights and Masters. It was believed afterwards that the Sith no longer existed and for a time Bane and Zannah trained in secret, biding their time. Eventually Zannah and Bane had their duel, Bane tried to use transfer essence to take Zannah's body, failed, and thus the rule of two continued on for 1004 years until Sidious died.

You could also argue that Exar Kun started the one apprentice shtick when he made Ulic-Qel Droma his Sith Apprentice, and while he had plenty of Sith Acolytes he only had one official apprentice.
