On moon 2 is a project to keep an atmosphere around it along with a large military installation of Navy & Army.
Long ago Taris was a booming and bustling Ecumenopolis along one of the trade routes leading from the core. During the days of Revan it suffered a little during the Mandalorian wars. When Revan returned as Darth Revan with Darth Malak in tow the city was left intact, albeit chaffing under the yolk of the Sith. With the fall of Revan Darth Malak laid waste to the Ecumenopolis trying to kill the Jedi and possibly the alive Revan.
With that the cities fortunes lay as a wasteland & forgotten backwater until the next Great War. The Republic tried to rebuild the city but in the end were thwarted by the Sith Empire along with the economic strain of a white peace and sustained galactic war. This would be the status Quo until ~149BBY when Alrin Werr arrived looking for a place to put his companies HQ that wouldn't draw people to Flax. His home and home world of his Sephi Subspecies, along with the home of the Flaxax.
Alrin Werr and the heads of House Tel'alith, and House Du'thra all found a perfect spot along the diminished Tarisian sea. House Tel'alith built the Labs HQ so it touched the sea on three sides so they could work to restore the sea to an unpolluted state. This began a long stretch of Sephi subspecies immigration, the sea being rehabbed by Tel'alith Labs geneticists, and skyscrapers bring rebuilt starting near the three HQ's. Tel'alith Labs would partner with some Jedi for research into the force applications into materials. The clone Wars didn't really change what was going on for Taris.
With the rise of the galactic Empire Tel'alith Labs protect ted the few Jedi they did research with while the world tried to stay out of the thick of things. Forming the Tarisian Republic after the fall of the Empire. The Republic has stayed loyal to itself seeing as no other force wants to help it rebuild or prosper. Over the centuries finding itself under the Yolk of Empires and Republics, but also free at many points. Always weathering the ebbing tides of galactic powers.
