Capture the Flag for factions, different "Flashpoints" across the galaxy appear that they have a large value to be fought over (in neutral and occupied territory) victory conditions will only be about who can capture these Flashpoints in the most interesting way. Temporary rule changes for how territory is gained for hexes farther than one
