I voted for invading the One Sith, but either or is fine with me.
The Sith Triumvirate are in the process of taking Chalacta just southwest of Boz Pity. We could go the rebellion route, unless they decide to stop at 100 posts like we did at Boz. In that case, invasion is a sound idea.
The One Sith are just sitting there, and they're not as strong as they used to be at the invading game. Taking Togoria would also cloudbreak them, if only a little. I'd rather fight them there before they decide to move on to Metalorn or somewhere close to our borders.

You can better gauge the OS as that thread goes up, could spur activity, could hammer it.
IC Kei would say we need a buffer between ST, OS or any Sith group and us regardless, them moving that close is bad news, so if not a (failed) diplomatic treaty, turned invasion a rebellion or something to put neutral space in the way. He'd also tell the council the OS is vulnerable as there'll be fighting on two fronts.

The OS are destroying themselves without knowing it, and the ST have risen to try and strike a new blow for the Light.

The ST wants a T3 of Chalacta to add another hex, however this is their first dominion, it's been up two days and it's at 7 posts.
I think if we invade them, it's going to be awfully one sided as the SSC has more active writers than them. If you're looking to drive them back to minor status, rock on. However I think it would also look like we're beating up on a rather small time upstart. I would probably write my Sith character helping the ST to even out the sides and only bring Raylia to the fight if we need a field medic but there are plenty of healers in the SSC to where it wouldn't be a necessity.

Completely hear what you're saying, but the ST made the choice of going major. A consquence of going major is that you are subject to invasion whether you are a big faction or a small faction.
Remember the ST rebelled against the TU who were dying out at the time. They kicked a slightly underdog faction when they were down and didn't bat an eye. So I don't really look at them as an "upstart." They are opportunistic, and their rebellion of Ruusan is a good example of this.
If the ST want time to build up members, they can always OOC approach the SSC for a truce. The OS and GR recently did this and it's been great for membership in both factions. [member="Rayliav'enci"]

We dont even need to hit the ST as the instigators. Many Brotherhood writers are happy to take a shot at them once the thread is open for rebellion and may use the attempt to go major. At that point we are relegated to back up so it doesn't reflect on us as going after 'upstarts' whether opportunistic or not.

The GA are preparing to invade the One Sith. Perhaps we should seize the moment and invade them as well, make it a simultanious assault on both fronts? It would split their efforts, granting both our factions a bigger chance at victory.

Well, seems the GA are set to begin their assault later today, so a simultanious invasion is pretty much out of the picture.
We could still launch our own invasion, it just wouldn't be set at the same exact time.

Also something to consider in our position, something the GA doesn't have to consider so much. If the OS gets a further hammering, it'll either strengthen them or shatter them, I can honestly see either happening, both of which come with considerations.
If the OS regalvanizes itself, it'd be worth speaking with the GA directly to make sure they are going to keep up their invasions, so we are not facing an angry OS and a ST both on your borders at once, alone.
The other possible outcome is the OS already wounded from the civil wars breaks down. Where do their writers go or the recruits they would have taken? To our border most likely, some to first order, maybe a couple to SE? - Which makes that neutral zone buffering us so key to get setup. I am certain I am not the only person who has looked at that possibility.
