The Caestus-class Atmospheric Assault Lander is meant to rapidly deploy infantry squads to uncontested or contested areas, through anti-air defenses. Often a one way-ticket for pilots, the ship is very expendable but excels at its role of protected and quick delivery of an entire platoon. Its heavy armor is designed to make it possible to land under enemy fire.
But its use is not limited to military and offensive purposes, security forces might find the vehicle very appealing due to the same characteristics and its lack of lethal weaponry. Grenades can easily be used for crowd suppression as well as eradicating dug in infantry. It allows for rapid redeployment within hot zones just as into them.
