Not a great deal is known about the contractor that calls themselves "Whisper". No biological sex has been established, though bone structure would appear to be that of a male's. Whisper is human or near-human in form. They have never been heard to speak. They communicate with an audio device that contains a recorded Galactic Basic to Huttese language course, a woman's voice playing phrases or words that communicate ideas. When approached with galactic core standard sign language, Whisper has displayed an understanding of it and a willingness to communicate by it as well.
Whether their mutism is the result of a health problem physical or psychological, or is simply voluntary is still not known. This statement is as telling as it would imply; Whisper's history is an enigma. What has been observed of them however, are cornerstone behaviors of an antisocial personality disorder. They display a very strong addiction to tabac, though they will not indulge in their cigarra habit in the presence of others. This was only determined after a handler noticed meeting locations would consistently be peppered with discarded cigarra filters when Whisper arrived at the location before the handler had.
They seem to have very little (if any) regard for their own well being. They have accepted particularly dangerous assignments even when very little information was available to inform their decision. They have never backed out of a contract even when the risks associated with it have escalated passed what they were initially briefed; only ever requesting an increase in compensation.
When asked if there was anything that kept them awake at night, Whisper responded by playing a phrase from their audio device; "I'm sorry for waking you up."
The handler that asked that question requested Whisper be transferred into someone else's curation.
They also seem to have very little regard for the well being of others. Whisper's specialty can be unequivocally stated to be in wetwork. During such assignments they have shown zero compassion for targets be they designated or targets of happenstance that have produced themselves as obstacles to their assignment. They have displayed a shrewd cunning in the pursuit of such contracts, and an expertise that is unusual. The neutralization of threats is not always clean or professional, however. After a particularly brutal incident in which they dispatched an informant of another galactic power with one of their own walking canes, Whisper's handler asked them if they enjoyed hurting people.
Whisper did not answer this question.
In conclusion; Whisper is a very useful asset. It would be prudent to limit the amount of information they are exposed to however, as their motivations are opaque and thus the breadth of their loyalty is as well.

Whisper is known to be skilled in a number of areas immediately pertinent to their specialization in asset liquidation. Their tendency to wear overt apparel complete with cloak and mask is offset by their use of stealth cloaking technology. It cannot be said that they utilize traditional infiltration techniques such as disguise or social infiltration - rather it seems that Whisper prefers to insert themselves into controlled areas either by force or by avoiding contact with others entirely.
A word on the first method: Whisper is a dangerous individual. A first hand witness account implies skill in unarmed martial arts, and the results they generate tell of great skill with blasters and other ranged weaponry, as well as a competency with explosive devices. This is not unusual in by itself, what is however is their propensity to collect their own intelligence on the target through surveillance, plan meticulously for their task, before executing with the ability to evaluate and leverage tactical advantages in real time. Their results suggest their planning is not to minimize collateral damage. There has been more than one occasion in which Whisper being contracted for the liquidation of a subversive asset has resulted also in the deaths of the target's personal security detailing in brutal fashion.
While not ideal, we've found that this 'terror' approach to their work is not without its advantages. Whisper is most fit for assignment in which enemy assets have ties to the criminal underworld. Pinning their work on organized crime has a very particular ease to it. What is a welcome oddity is that Whisper avoids civilian casualties, something curious that implies a deeper complexity of them beyond an antisocial personality diagnosis.
In addition to these tactical skills Whisper has displayed skill in a few areas of intelligence collection that seems to augment their ability to surveil and monitor their targets. Signal intelligence appears to be a main area of specialization, with Whisper displaying competency in utilizing electronic warfare equipment to collect intelligence from the electromagnetic spectrum, competency in performing monitoring on communications networks via sophisticated 'man-in-the-middle' attacks among other feats that display a mastery over communication devices. They have also employed specialized surveillance tools in the past, such as parabolic microphones, laser microphones, spectrum analyzers and other tools congruent with their craft.
Whisper is a highly independent operator, self-sufficient enough to see a contract through from its inception and planning phase through to its execution so long as it remains within their field of specialization. We currently have no data points on how Whisper performs as a member of a larger team however, primarily due to the liability they are in general.
There are many assignments in which Whisper is obviously a poor fit for. Lifeform based intelligence collection -- the interviewing of persons, social infiltration, manipulation -- is the most obvious area in which they are entirely unsuitable for. As such, for a great deal of SIA operations Whisper may not be the most useful asset.
