I've been fooling around with the admin tools there and I don't think so. Which makes it harder with keeping faction information at the forefront.
As it stands, there is no option currently to sticky discussions in Groups on Vbulletin.HOWEVER.I have found a mod that allows you to do so and will implement it soon.

I agree. It would be awesome for Jedi to be in both factions and it makes the most sense. So long as the character wanted to be of course.
