The most underrated character, and not just my favorite one?
I will have to say Padme. She engineered the rebellion prior to Darth Sidious starting "A New Order". She formed the original rebel alliance committee prior to Anakin's betrayal and even before order 66 took place, before Palpatine was considered to be controlled by the Sith. She even confronted him with her committee, the act of which resulted in Palpatine manipulating Anakin to kill her.

In my opinion, Willrow Hood A.K.A The Ice-cream Maker Guy is the most underrated character in the Star Wars franchise. Before his rewrite as a gas miner, he was a great character.
