Kahnisport
The capital of Tlatar Har, Kahnisport, is a huge metropolis which almost a quarter of the planet's people can call a home. It spans in several hundred kilometres in size, mostly horizontally, but also into the sky and deep underground. It is the home of the extremely corrupt government and the official police forces, as well as all other major institutions a capital city would need.

Kahnisport is heavily secured and has many tracking devices to keep track of citizens' movements. The government has put a lot of money into a powerful laser system that spans almost the whole city, letting know of the movements of people. The little microchips installed into citizens react to the lasers and send information to the main servers of the police department. There is also an extreme amount of cameras and orbital tracking devices, such as satellites that also use the information of microchips.

The city is placed under an extremely transparent dome, managing to keep the city more secure and controlled, as well as helping to control the climate -- it certainly makes the city's air temperature high, but when it gets too high, additional weather control technology is used. For example, the warm air may be pumped out of the dome while colder air is brought in. If completely necessary, the dome can be turned more translucent, making it more difficult for sunlight to pass through it, effectively helping to reduce the greenhouse effect.

Fort Omenoes
Fort Omenoes, the official residence of President Manar Helias, is located outside the city of Kahnisport. About a hundred kilometres away from the outskirts of Kahnisport, Fort Omenoes has grown into a size that resembles more of a town than an actual palace. While the fort is still the central part of the establishment, many people have actually moved around it, therefore slowly creating a new town.

As such, the dictator has actually also become the mayor of this town since it is legally still only one huge building, despite the huge amount of people having houses around the palace.

Ylnara Plazia
Ylnara Plazia is one of the few rural areas of the planet that the government has no control over (nor does the ruler actually want to rule these areas). It is mostly a tundra spanning kilometres in length and width. It is the home for most of the Force users on the planet.

The mostly empty fields of ice have several seas around the area where the settlements (or tribes) of Ylnarian people are located. As seas are seen as divine, the proximity of such a body of water is essential for the lives of such people.

Culture:
In general, Tlatarharian culture resembles the typical standard culture seen throughout the galaxy.

Most children go to schools or to kindergartens while adults mostly have jobs or are unemployed. However, citizens of the planet have no welfare systems, no support for the homeless, the poorly or ill. The government provides no help when a person has problems, so people have had to learn how to work on their own. Due to a huge military control over the planet, it has always been a rebellion-free world where people are afraid to make their voices audible.

Societally, people are generally very liberal. They have problems and some are more conservative about matters, especially about xenophobia and different species inhabiting the planet. However, large-scale discrimination by people is very limited. However, that is not the case with the government. The totalitarian leader of the planet openly discriminates everybody different from him, often going into extreme depths.

Like mentioned, the official government of Tlatar Har does not care about the wellbeing of its people and freely destroys the lives of those who are different. That has not always been the case, but it certainly is for the most recent government, who performs huge brainwash and propaganda on young citizens (as they know manipulating with adults is more difficult). The ruler also forces all people on the planet to have a microchip installed into them so that the laser system on Kahnisport would be able to track their movements. Of course, that laser system sends information to the police system, meaning this information is not used for anything harmless in reality. Like one may assume, the planet is heavily defended in the orbit and any migration is very complicated. The official government is a psychotic dictatorship.

That is not where the government ends, though. There is no division of power -- all legislative, executive and judicial power is in the hands of President Manar Helias. It has been so for almost a decade, but during the time, a silent turn started taking place. When the official police force of the planet got a new director, the police started to deny the power of the absolute ruler and started to represent the people. They did not make a public announcement or tell that directly to the dictator, though. Instead, they started to subtly set free people who were sentenced to death; they would start acting unlike the ruler expected them to; they turned as liberal as the people were. All of that has happened very subtly so that the president wouldn't understand what is happening.

That little change means the police director is the de facto ruler of the planet and the dictator has actually no power. However, the army of Tlatar Har still works for the president.

Some rural areas of the planet, like Ylnara Plazia, are not under the control of the planetary-wide government. Instead, they have their own tribal chiefdoms and live their lives in accordance with nature while still maintaining the principle of liberality. They have a simple hierarchy -- tribe elects a chief to rule them; then the chief rules until they are no longer capable of doing that.

What is interesting is that the planet has an extremely low amount of Force-users. Even though they are quite rare in the whole galaxy in general, the ratio of NFUs-to-FUs is huge on Tlatar Har. It has been speculated that the president may be a Force User who is hiding their Force presence, but that is not true. The police director, however, is sensitive to the Force.

Most of the Force users who are born on the planet actually live in those rural areas which are not under the government's control. Ylnara Plazia, the most important and influential of those areas, is almost like the official place for Force users to relocate to after learning of their sensitivity to the energy.

There is no religion on the majority of the planet, but Ylnara Plazia's tribe has an interesting view of the Force. They listen to the waves of the sea and the crackling of the ice, believing these to be able to tell the future. They also have odd rituals and a huge emphasis on water. While they don't necessarily shape water, they do think the sea is divine and grants people the power of the Force.

Tlatar Har has always been a little bit more secluded planet in the Outer Rim, not wanting to deal with galactic problems and not bothering to ally with any major faction around. Ever since the beginning of the Galactic Republic, they have tried to stay away from being tied into any government that could rule over them.

Technology: Mostly on par with the rest of the galaxy, but areas like Ylnara Plazia live a more tribal life as a choice of lifestyle.

History:
The planet of Tlatar Har was found relatively late, compared to some other planets nearby, such as Naboo, Maramere and Geonosis. It was about a thousand years after the Old Republic came into existence when the supposedly first men stepped on the soil of the secluded planet, only to be greeted by humans who were native to the planet. Those extremely pale blonde humans with light gray eyes believed in their gods of the sea and ice, which granted the odd inhabitation of the planet -- most of the people lived near polar areas, such as Ylnara Plazia, to worship their gods to the fullest. That had greatly intervened in the humans' evolution, giving them the features typically associated with northern areas.

Ever since the planet was found, people noted that the amount of Force sensitives was very low on the world due to unknown reasons. The Jedi Order kept a very loose eye on the planet, not bothering to visit it to find new Younglings. Tlatarharians wouldn't have given their children to the Order anyway, so both sides were happy.

As the Galactic Republic advanced, Tlatar Har was very reluctant to follow. Although people had started moving to the more equatorial areas, starting to live in warmer climates, many were still against leaving their tribal lifestyles at the polar areas, not wanting to tap into this odd faith of the Force.

A great technological breakthrough took place after the Jedi Civil War, after which a lot of technology was brought to the planet by the Galactic Republic. Tlatarharians had not much against it because it didn't affect their daily lives. However, soon these people understood what could be done with such technology.

They bought most of what the Republic had brought, which initiated the technological evolution of Tlatarharians. The first generations were clumsy, but a fast evolution started in the next few generations of people. Doctors and scientists were born, advancing the technology on their own.

The Galactic Republic greatly wanted the planet under their control, but the world was not willing to join such a binding governing body. They saw it as a cause of problems if their faith in sea was challenged, especially in the Senate or in the Jedi Order, meaning they decided they would never be ruled by a governing body.

Slowly, the people lived through many major events, such as the Clone Wars and the Galactic Civil War, during which they were temporarily under the control of the Confederacy of Independent Systems and the Galactic Empire respectively. However, soon after the destruction of Darth Sidious, the planet gained their independence and continued with their lives.

That was so until the Gulag Plague struck. The plague had a huge effect on the planet, destroying a lot of fertile lands, causing species to go extinct (along came the legend of Tlatar Har having a native humanoid species who went extinct), and killing a lot of citizens. That is when many people decided to move away from the mainland and to the icy plains of Ylnara Plazia.

However, Gulag Plague and the Four Hundred Year Darkness soon disappeared, leaving the planet trying to get everything back together. A huge baby boom took place, after which population also started rising faster and faster, managing to get the population up again. The government reestablished, taking over a republican style of governance. For about a hundred years, the planet managed to hold such a style.

That changed when President Manar Helias was elected as the leader of the planet. In a very short time period, he organised a military coup, taking over all power over the planet. The beautiful liberal planet was then brought to its knees by an incredibly corrupt dictator.

The dictator made horrible changes, imprisoning people and bringing back death sentence among other things. The whole military was in his hands, but police saw him as a horrible person. A new director for the police forces was appointed, from the people supposedly 'loyal' to the dictator. However, under his lead, the whole organisation started working against the ruler, releasing prisoners and not bothering to stop riots.

Of course, the Netherworld anomaly spiced up the life of Tlatar Har a lot. Manar turned a lot crazier as he had no idea what actually happened. A lot more people were imprisoned, a lot more sentenced to death. And that definitely meant police would subtly free most of these people, saying that the prisons were just poorly built or coming up with some other fake excuse.

Alright so a few things I would like to address. They are as follows:
  • While not required for an exact number, could you put some sort of frame of reference of how big this planet is in comparison to other Star Wars planets?
  • Can you explain how the climate would be controlled in the main city?
  • Nine billion for a population is much too high for a secluded planet in the Outer Rim. To put it in comparison, this planet would have more population than a world like Alderaan. Please lower this.
  • For imports and exports, is the planet still not connected to the galactic economy or is it still isolated?
  • For technology, the same sort of question as above applies. If they are still secluded, how were they able to keep on par with the rest of the galaxy in terms of technology?
  • Could you possibly flesh out the history section? It isn't required, but I find a planet becomes more interesting the more its past is fleshed out.

Very good points.

1. I've added a number to the diameter.

2. Explained the climate control under the Major Locations field.

3. Yeah, now that I think about it, that's a lot. Edited.

4. The planet is still practically isolated, but they have very limited export-import with a few non-important planets. I have added that in.

5. They import some technology from other planets, but also have good technology of their own. That is described a little bit more in-depth in the History field.

6. Added some paragraphs before the mention of Gulag Plague. Moved the paragraph about the planet's seclusion into Culture section as it was more related to that field. I could have been more detailed, but I think that would have been a bit too much to judge. :p

I'm one of those Judges that loves to read long-winded histories about planets and cultures, anywho everything is looking fine except for population still. 6 billion is equivalent to the population of Taris, before it was leveled by Malak. For an isolated planet like this, albeit with some contact with the galaxy and technology, isn't going to reach that many with one major city and several small towns and such.

Oh, the planet has many-many cities, like most other planets in the galaxy. The others are just fairly non-important, so I didn't see a point in mentioning them in the Major Locations section. As much as I would love to flesh out full planets to the smallest of details, they would then lose the sandbox feeling, so I saw it would be the best to leave them without a mention.

I have dropped it to 4.5 billion, but I believe it should not go lower than that. After all, Earth - using that as a reference because a Star Wars reference is not possible for the point I'm trying to make - has reached more than seven billion with absolutely no aid from the rest of the galaxy, so I believe Tlatar Har could have easily pumped up its population again after the Gulag Plague. I think it's worth a mention that much like Earth, the population would likely rise faster and faster on any planet unless they have a reason for it not to happen, so it is also very likely population started growing as an explosion after the Gulag Plague was gone. I've now added a mention of that to the History, just to be sure.
