After the repeated collapse of centralized Hutt governments from the death of the old Hutt Ruling Council, the devastation of the Bryn'adûl wars, the failures of the Hutt Republic, Hutt Space Consortium, and Nal Hutta Empire, and the humiliating exile by the Black Sun Syndicate, surviving Hutt Lordas gathered on the world of Sakiya.

There they ratified the Sakiyan Hutt Reformation, disbanding the old singular Ruling Council in favor of a decentralized system of Regional Hutt Councils and the legal establishment of Hutt Enclaves across the galaxy. The goal was species survival and the preservation of Hutt autonomy through flexible, hard-to-destroy nodes of power rather than a single vulnerable center.

For centuries the Hutts had suffered under various punishments and reversals. The ancient Hutt Ruling Council had been wiped out, leaving the legendary Jabba as the last recognized ruler though even this is disputed, as the event occurred before the chaotic Gulag Plague era when much of galactic history and technology was lost.

The most devastating blow came when the Bryn'adûl, a ruthless alien empire, launched a massive campaign against the Silver Jedi Concord. The resulting war turned Hutt Space into a brutal warzone. The Silver Jedi struck back fiercely, and in the crossfire the Hutts were nearly genocided.

From the ashes, the surviving Hutts formed the Hutt Republic and successfully reclaimed Nar Shaddaa, negotiating terms with the Silver Jedi. However, this new republic soon entered a state of decline and suddenly collapsed without warning, once again leaving Hutt territory largely ungoverned.

A powerful collection of criminals then united under Gorba the Hutt to create the Hutt Space Consortium. With rapid expansion, it briefly appeared that the Hutt Cartel would once again reign supreme until Gorba's assassination shattered the organization. A short-lived successor state known as the Nal Hutta Empire arose, but it too collapsed when its Supreme Mogul died under mysterious circumstances following a meeting with Darth Carnifex.

The final humiliation came when the Black Sun Syndicate rose to dominance. The Underlord forcibly exiled the Hutts from much of their own ancestral space, scattering the remaining Hutt Lordas. With the eventual downfall of the Black Sun as a galactic power, the surviving Hutt leaders convened on the relatively safe world of Sakiya.

Zogga Anjiliac emerged as the primary voice of reform, successfully arguing that the old model of a single centralized Ruling Council had repeatedly proven fatal. Every attempt at strong centralization had made the Hutts an easy target for extermination or conquest.

The final accords of the Sakiyan Hutt Reformation included several historic provisions:

Dissolution of the Singular Ruling Council: The ancient office was formally retired.

Establishment of Regional Hutt Councils: Authority was decentralized to allow multiple governing bodies across different spheres of influence.

Legalization of Hutt Enclaves: Hutts were now encouraged and legally empowered to establish semi-autonomous enclaves throughout the galaxy, creating a distributed network of economic, criminal, and cultural strongholds far more difficult to eradicate.
