Ilsoon stepped into his senatorial pod, his fingers gripping the edges of his datapad as the repulsorlifts carried him into the middle of the chamber. He looked over the text one last time, reviewing the Grace Command Initiative he had spent hours refining with the support of Senator
No armored hulls, no permanent border outposts, and a strict cap on funding. If anyone attempted to turn the relief effort into a covert military operation, the language of the bill itself would prevent it. A sound could be heard from the Chancellor's podium, signaling the start of the session as the chattering delegates quieted down. Ilsoon tapped a button on his console, sending a request to speak and a green light confirmed that he had been granted the floor.
"Madame Chancellor, esteemed Senators and honored delegates" He said, tweaking the settings on his pod to ensure his voice carried clearly throughout the chamber. He kept an eye on the delegates, looking for any signs of anxiety or anger regarding the bill being introduced, especially since the Sith Order had seized a crucial bacta-producing planet from them.
"I bring before you today; Senate Resolution 8820, the Grace Command Initiative. The recent loss of key territories to the Sith has left millions of ordinary citizens without access to basic necessities. This bill establishes an independent, civilian-led humanitarian agency operating strictly from border systems. Grace Command will deliver food, water purification systems, and vital medical supplies directly to populations in need." Ilsoon paused to swipe a finger across his datapad, projecting the proposal's key points onto the main chamber display before continuing.
"To ensure complete transparency, the organization will be overseen by a three-member board representing the Senate, the Chancellor's Office, and the Jedi Order, with mandatory audits to ensure accountability. All transports will be unarmored civilian vessels clearly marked as humanitarian craft, while military hardware will be strictly prohibited. Jedi involvement will likewise remain limited to defensive escorts and neutral observation. We cannot allow our battles to blind us to basic human suffering, nor can we allow humanitarian aid to become another front in this war. I submit this resolution for your consideration." He took a step back from the podium briefly to talk with his senatorial aides. It was an opportune moment to strategize on how to address any criticism from the more aggressive members.
