"Reclamation Authority? What a joke. Buncha sad sacks clingin' to ole Rausgeber's vision. If they were lucky enough, they'd already 'ave left this dump."

GENERAL INFORMATION
- Planet(s) Chosen: Prefsbelt IV
- Name of the Government: The Prefsbelt Reclamation Authority.
- Relationship With Overlord: The Reclamation Authority carries very little weight with the Diarchy who now govern Prefsbelt. However, given they maintain some semblance of order simply due to the sheer amount of troops they can call upon. And the fact they hold at least some sort of presence in most major settlements.
- Type of Government: Military Junta
- Symbol: Located at the top of the submission.
- Role: The Prefsbelt Reclamation Authority acts as a protectorate under the Diarchy. The planet is a treacherous wasteland, so to mitigate their losses they’ve wisely sponsored the Authority as the means to exercise their control. While there exists a small Diarchy presence on the planet, it is a token presence to remind the Authority who wields the reigns.
The Reclamation Authority however is the largest distributor of food on the planet and as such uses this capacity to leverage power. Most settlements who have signed up with them are doing so more out of desperation and coercion rather than any willingness. They fight on the planet and do actively attempt to destroy hostile elements. But it is a nigh impossible task. At best, they are holding back the tide of some of the planets more wretched elements.

IN CHARACTER INFORMATION
- Leadership: Colonel Hadrian Clegge
- Capital: Nova Avalonia (x)
- Notable Assets: Located within sub.
- Government Stability: Low. Outside of the larger settlements, the Authority’s presence is minimal and they have struggled to expand. Their supply lines and troops are often attacked by a mixture of rogue remnants, scavengers, smaller settlements, cultists or hollowmen who lurk Prefsbelt’s wilderness.
The membership of the Authority are also largely demoralised remnants of the Prefsbelt Command security state. Those unfortunate or unlucky enough not to have left the system during the Prefsbelt Calamity. As such, most soldiers run side hustles. Either working as scavengers, taking bribes or turning the other cheek to the various unsavory enterprises which have cropped up.
While political leadership of the group decry the scavenging and looting of the planet, it is rampant. Considered fait accompli because most interlopers to the world at least bring some sort of food to trade with the otherwise malnourished population.

- Wealth: Poor; The Reclamation Authority sits governing the ruins of Prefsbelt IV, where it struggles to feed its own people. The still active planetary defences deter trade and make any meaningful commerce difficult to perform. Only small hauls of scrap and valuables leave the planet. Most denizens scrape by scavenging weapons or managing to jury rig the old production lines to produce meagre quantities of arms which are snatched up by enterprising merchants and smugglers.
- Freedom & Oppression: Free. The Authorities forces are so demoralised and exhausted at this point that most graft and corruption is ignored. There exists a sense of permissiveness. So long as conduct does not pervert social norms and does not seek to undermine the Authority’s control of the system, one shan’t be bothered. The grip of control is only really felt in large settlements, so long as one greases the right palms one can almost do what they wish.
- Imports: Food, Medicines, Mercenaries.
- Exports: Arms. Scavenged components. Death. Scavenged Vehicles.

MILITARY INFORMATION
- Military Strength Rating: Medium
- Military Force Name: The Reclamation Force
- Military Force:
- Prefsbelt Auxiliary Corps (x): A vast majority of the Reclamation Force is made up of Prefsbelt Auxiliary Corps veterans. They are typically the face of the force. Working as muscle and security during most operations. Often times found slumming it on the streets of settlements or off duty partaking in vice.
- Prefsbelt Stossjäger Corps (x): While most Stossjäger units were posted off world at the time of the Calamity, several units remained at their posts with many partaking in the horrors of the Calamity. Some of these units ignored their criminal orders and would end up serving with the PRA as an elite division. Either working in an offensive capacity, or as units designated for putting down riots.
- Starfighter Corps: The Reclamation Force martials a small and dedicated force of TIE fighters which escort the supply corps. They are also called upon to deliver close air support during rare offensive operations.
- Supply Corps: One of the larger elements of the Reclamation Force is the Supply Corps. The Reclamation Authority Supply Corps are the providers of food. They typically deliver in large cargo or freight haulers. Given the amount of ambushes they suffer, these are easily the most well armed corps. Despite their armaments, they are often vulnerable to ambush.

- Military Role: The military of the Reclamation Authority is largely a peace keeping force. Patrolling larger settlements and ensuring convoys of supplies make it to outlying homesteads and towns which have cropped up and declared for the Authority. There however does exist a smaller offensive element, largely composed of former Stossjagers and Special Warfare operatives. This cohort crack down occasionally performing raids on hostile groups, or attempt to curb incursions by the Hollowmen. But this is done almost all reflexively. The most action they see is either reclaiming food deliveries intercepted or suppressing food riots.
- Military Installations:
- The Bulwark, Nova Avalonia: The garrison for Nova Avalonia has now become one of the key installations for the Reclamation Authority. It is out of here most of their units are based and resupplied.
- Regional Garrisons: The Authority operates a number of small garrisons at various settlements. Typically used to just ensure that the locals maintain their oaths and distribute rations.
- Kuat Entralla Complex, Nova Avalonia: With the corporation having abandoned Prefsbelt, it had been “nationalised” and used by Colonel Clegge as his main command post. It also acts as the main centre for liaising with Prefsbelt’s refugees and denizens. It also acts as one of the chief repositories of food on world.

HISTORICAL INFORMATION
The Prefsbelt Reclamation Authority traces its lineage to the Prefsbelt Calamity when membership of the 1st Stossjäger Brigade took control of the skyhook in Nova Avalonia and began wantonly gunning down anyone who attempted to enter or exit. Including the interception and destruction of civilian ships fleeing off world. It was elements of the 23rd Prefsbelt Auxiliary and 6th Stossjäger Brigade which fought and eventually eliminated the threat and began to police the city.
As days and weeks passed by, millions of refugees flocked to the city. Most scrambling for remaining ships to take them off world. However past the initial two months there were no more mass movement of people. The defences designed to destroy capital ships meant no larger vessels were willing to deploy assistance.
Colonel Hadrian Clegge, commander of the 23rd Auxiliary began transitioning from a mere garrison to a governing force. Clegge put out the word that he was assuming command and all remaining elements of Prefsbelt Command should regroup at Nova Avalonia. He instituted rationing, curfews and over the next weeks those remnants still loyal to some semblance of stability rejoined him.
Disappointed with the turn out, Clegge’s next command was to then dispatch scouts and probes to the various settlements, facilities and bases to ascertain their status. Some were outright destroyed, while others hostile. But as their stores ran out they came crawling back. It was then, Clegge began to leverage his stores of food and access to a logistical hub in exchange for dominion over settlements. As such, the Authority ballooned in size and territory. However it’s forces became increasingly bogged down as survivors of the Prefsbelt gulag system, scavengers and Hollowmen ambushed supply convoys.
These attacks largely went uncontested with the Authority lacking the intelligence and capacity to respond in a timely manner. This did not mean occasional reprisals we’re not launched, but only against targets believed to be responsible for hiding and abetting these raids. This isn’t to mean there isn’t any trouble on the home front. The Authority has had to dispatch Stossjäger troops to put down food riots.
As the years have ground on, morale has plummeted. Most of the Authority’s soldiers are on the take, if not actively running their own scavenging schemes and cons. Clegge tries to put his best foot forward in revitalising Prefsbelt IV but the task is insurmountable and he knows it. The Authority still trundles onward, trying to reclaim the waste but drowning against the rising tide.
