THE CLOAK OF THE SITH, ROON
TECHNO UNION HEADQUARTERS
A virtual fortress on a nearly unreachable planet, the headquarters of the Techno Union was a lavish structure nestled within Roon's frozen mountains. It was here that the Techno Union's Executive Council met to discuss the business of running the country. The chamber that this took place took some of its cues from the Republic's Senate Building, although there were no need for the floating pods. The Executive Council was presently small, with just under a few dozen corporations being part of it and only seven of them wielding any real power in Techno Union space. Namely: Darkwater Security, Arakyd Industries, ArmaTech Combat Systems, Bright Star Entertainment Group, Arceneau Trade Company, and Saiba group. Whichever way the majority of those seven aligned on any issue, the others were bound to follow as well.
The central podium that the Techno Union's Foreman normally occupied was empty. Since Starchaser's resignation, there had been no election to select a new Foreman. The Executive Council operated just fine in the meanwhile. Planets mostly governed themselves and the Directorate handled the heavy bureaucratic work. That was not the point of today's meeting, however. In addition to the usual government affairs, Hegemonic Automaton had an issue to present. The Umbaran temporarily occupied the central podium and, without further delay or establishment of the setting, began his spiel.
"Esteemed colleagues, you are aware that after our annexation of the Red Ravens, the Techno Union came to control the planet of Nal Hutta and the moon of Nar Shadda." There were some murmurs. Gerion had become a little infamous for his hardline stance on criminal-types and suspicious activity. No doubt he was getting ready to propose both planets be glassed and their inhabitants shipped off to labor colonies. "Being that we have occupied them for some months now and Committees for Planetary Development were established for both, I made inquiries into the status of their operations; how successful they have been."
Gerion had printed out a physical copy of the reports. He dropped it onto the flat surface of the podium with an audible thump. It was approximately two hundred pages long.
"Between both, there have been a total of ninety-seven terrorist attacks on Techno Union facilities. Ten have been successful, resulting in the loss of a total of forty-three personnel due to death or injury, seven of which were committee members. A majority of public works operations launched to date have been mired down by criminal espionage and then forced to shut down when budgets ran dry. Tax evasion is rampant, as many of the populace have no concept of it and make their incomes illegally. Despite billions being expended out of our coffers in order to subsidize the efforts of the planetary governments, the impact on Nal Hutta and Nar Shadda has been negligible. Corruption is at an all time high; profits are at an all time low. Our jurisdiction over these worlds has brought us nothing."
This information was, of course, only available to the Executive Council. These meetings were not exactly broadcast, either. Anyone outside of this room or the relevant government institutions would have to discover the Techno Union's unfavorable position on those crime worlds the hard way.
"In light of this information, I would like to propose the following legislation. Transferring legal custodianship over Nar Shadda and Nal Hutta to the Hutt Cartel will not only foster positive relations with our criminally inclined neighbors, but relieve us of an unnecessary burden brought on by our territorial overreach."
Y'TOUB ACT
WHEREAS, the populace of the planet of Nal Hutta and moon of Nar Shadda have proved impossible to civilize;
WHEREAS, the planet of Nal Hutta and moon of Nar Shadda have brought great financial burden upon the coffers of the Techno Union;
WHEREAS, the tax revenue collected from both Nal Hutta and Nar Shadda will never achieve such an amount as to cover the costs of civilizing them;
WHEREAS, the continued loss of personnel and resources have contributed further to the astronomical costs of maintaining custodianship over Nal hutta and Nar Shadda;
WHEREAS, the Hutt Cartel is a government of some competency within the same region of space as the Techno Union;
WHEREAS, the Hutt Cartel is more adept with the dealings of the criminal underworld that permeate Nal Hutta and Nar Shadda;
WHEREAS, the Hutt Cartel and Techno Union stand to benefit greatly from improved relations with one another;
THEREFORE, BE IT RESOLVED that, to avoid further loss of income, waste of revenue, destruction of resources, and death and injury of personnel, the Techno Union will begin steps to withdraw its authority from Nal Hutta and Nar Shadda.
BE IT FURTHER RESOLVED that, upon the signing of a treaty with terms agreeable to both aprties, the Techno Union shall transfer custodianship of Nar Shadda and Nal Hutta to the Hutt Cartel.
BE IT FURTHER RESOLVED that Executive Council appoints the Department of Security to coordinate the withdrawal of Techno Union assets and personnel.
