If your spacer showed aptitude, loyalty, and great knowledge, he or she could find himself in a seat within the council. That's not to mention the Grand Council's hand in government as well as the Order itself. Given its importance to the Reformation as a whole, restricting non-force users from the council would make this an exclusively force user led faction--which it is not.
