06 ◆ ADDITIONAL GOVERNMENT INFORMATION
THE CROWN & SUCCESSION
Succession:Succession follows absolute primogeniture. The eldest eligible child of the reigning sovereign inherits the Crown regardless of sex. If the direct heir dies, formally renounces succession or is legally deemed incapable of inheriting, the claim passes to the next eligible member of the dynastic line.
The current heir apparent is Prince Regent Arcelon Varellan, eldest child of Sovereign Prince Olasen Varellan. Lady Estielle Varellan, Arcelon's younger sister, presently follows him in the line of succession.
The Crown Council:
The Crown Council is the senior coordinating body of the Gan Moradiri government. It is made up primarily of the directors of the major Crown Departments, with other senior officials attending when relevant.
The council advises the Crown, coordinates policy between departments and handles matters that extend across normal administrative boundaries. The Sovereign Prince or Prince Regent may chair the council personally when required. Routine coordination is otherwise left to the senior civil service.
EXTERNAL AFFAIRS
Foreign policy remains a prerogative of the Crown. The Sovereign Prince represents Gan Moradir in its formal relations with other governments and holds final authority over treaties, diplomatic recognition and the planet's relationship with the High Republic.
A professional External Affairs Office supports the Crown in carrying out this work. Its officials maintain diplomatic missions, manage relations with Republic institutions, prepare treaties and agreements, receive foreign representatives and provide the administrative support required for Gan Moradir's offworld political relationships.
The office does not determine foreign policy independently. Its authority is delegated by the Sovereign or, during a regency, by the Prince Regent acting on the Sovereign's behalf.
CIVIL ADMINISTRATION
The Crown Administration employs a large professional civil service responsible for the day-to-day operation of Gan Moradir. Most officials are career administrators, engineers, economists, legal professionals, medical personnel and other specialists rather than members of the aristocracy. Recruitment and advancement through the ordinary civil service are based primarily on professional qualification and experience.
Senior department directors are appointed by the Crown and may be reassigned or removed by the sovereign.
WATER & ENVIRONMENTAL SYSTEMS
Responsible for deep-aquifer monitoring, extraction quotas, water reclamation, imported-water integration, environmental systems and planetary water-security planning. Aquifer health reports are considered strategic documents and are routinely reviewed at the highest levels of the administration.
INFRASTRUCTURE & URBAN DEVELOPMENT
Responsible for megacity expansion, structural integrity, major construction, utilities, urban renewal, transit systems and long-term development planning. The department works particularly closely with Ortheoni engineering and infrastructure institutions.
TREASURY & PUBLIC FINANCE
Responsible for taxation, budgets, public expenditure, Crown reserves, debt, fiscal planning and financial oversight.
TRADE, TRANSIT & SUPPLY
Responsible for interstellar import agreements, customs, freight policy, commercial regulation, strategic supply contracts and the distribution systems connecting Gan Moradir to offworld markets. The department maintains especially close ties with Tressan and the planet's orbital logistics infrastructure.
HEALTH & SOCIAL PROVISION
Responsible for healthcare policy, public hospitals, social services, emergency medical planning and the provision of essential support during major civic emergencies.
EDUCATION, RESEARCH & CULTURE
Responsible for public education, universities, research policy, archives, museums and cultural institutions. The department works closely with Lyradon's academic and medical establishment.
JUSTICE & CIVIC ADMINISTRATION
Responsible for the courts, legal administration, civil records, regulatory enforcement and coordination with the municipal governments of the six cities.
The department also maintains common standards for civilian law enforcement and coordinates investigations that cross municipal boundaries, involve Crown institutions or otherwise affect planetary interests. Ordinary policing remains the responsibility of the municipal governments.
DEFENCE & CIVIL PROTECTION
Responsible for strategic defence policy, civil-defence planning, emergency continuity and coordination between civilian institutions and the Gan Moradir Defence Force.
The GMDF operates through its own professional military chain of command rather than being directed by civilian departmental staff. Senior military command answers directly to the Sovereign Prince or, during a regency, to the Prince Regent exercising the Sovereign's authority. Operational decisions are normally left to professional commanders within that chain of command.
MUNICIPAL GOVERNMENT
Each of Gan Moradir's six megacities maintains its own municipal administration. These governments handle the large volume of local work that does not require direct planetary oversight, including neighbourhood planning, local transit, waste management, public facilities and the implementation of Crown policy.
Municipal governments also maintain civilian police and public-safety services responsible for ordinary law enforcement, local investigations and public order within their jurisdictions. These services operate under planetary law and coordinate with Justice & Civic Administration when cases cross city boundaries or involve wider Crown interests.
Because each city contains hundreds of millions of residents, municipal administrations have considerable practical autonomy and make many decisions locally. That authority is delegated rather than sovereign. Planetary law takes precedence over municipal regulation, and the Crown Administration may intervene when local decisions affect strategic infrastructure, planetary finances, intercity obligations or broader public welfare.
Each city's specialisation also shapes its administration. Vardran works closely with the defence establishment, Ortheon with planetary engineering bodies, and Tressan with customs and logistics, with similar relationships developing elsewhere according to local needs.
LAW & JUSTICE
Gan Moradir maintains a professional court system covering civil, criminal, commercial and administrative law. Judges and senior judicial officials ultimately exercise authority derived from the Crown, although the courts operate with substantial independence in ordinary proceedings.
Most cases are handled by lower and municipal courts. Serious matters and appeals move through the higher Crown courts, with the central appellate court in Merovar serving as the highest ordinary judicial authority.
The Sovereign Prince remains the final source of legal authority and may grant pardons, commute sentences or intervene in exceptional cases. Such intervention is rare; political and commercial stability depends on laws and contracts being applied consistently.
CROWN, HOUSE & TREASURY
The Crown Administration, House Varellan and the reigning sovereign's private estate are legally and financially separate. Public revenue, planetary reserves, state property and government expenditure belong to the Crown Administration, while House Varellan controls the dynastic estate and its private commercial interests, including Deepstar Holdings.
Deepstar revenue does not automatically enter the planetary treasury, and Crown officials cannot treat Varellan property as a public asset. House Varellan may voluntarily support public works, emergency relief, hospitals, infrastructure or other civic projects, but such spending remains private rather than part of the state budget.
Membership in House Varellan carries no automatic civil-service appointment beyond whatever rights arise from royal succession or service within the Crown itself.
