The Sovereign Prince:

The Crown may enact or amend planetary law, issue executive directives, appoint or remove senior officials, authorise expenditure, direct foreign and defence policy, grant pardons and intervene anywhere within the planetary administration.
No constitutional body can permanently override the sovereign.
Direct royal involvement in routine administration is comparatively rare. Gan Moradir is too large and complex to govern through personal oversight alone, so the modern monarchy relies heavily on an extensive professional bureaucracy.
The sovereign sets broad policy, appoints senior leadership and intervenes directly when an issue is considered important enough to require Crown attention.
Succession:
Succession follows absolute primogeniture.
The eldest eligible child of the reigning sovereign inherits the Crown regardless of sex. If the direct heir dies, formally renounces succession or is legally deemed incapable of inheriting, the claim passes to the next eligible member of the dynastic line.

05 ◆ CIVIL ADMINISTRATION
The Crown Administration employs a large professional civil service responsible for the day-to-day operation of Gan Moradir.
Most officials are career administrators, engineers, economists, legal professionals, medical personnel and other specialists rather than members of the aristocracy. Recruitment and advancement through the ordinary civil service are based primarily on professional qualification and experience.
Senior department directors are appointed by the Crown and may be reassigned or removed by the sovereign.
WATER & ENVIRONMENTAL SYSTEMS
Responsible for deep-aquifer monitoring, extraction quotas, water reclamation, imported-water integration, environmental systems and planetary water-security planning.
The department possesses unusual importance within Gan Moradiri government. Aquifer health reports are considered strategic documents and are routinely reviewed at the highest levels of the administration.
INFRASTRUCTURE & URBAN DEVELOPMENT
Responsible for megacity expansion, structural integrity, major construction, utilities, urban renewal, transit systems and long-term development planning.

06 ◆ MUNICIPAL GOVERNMENT
Each of Gan Moradir's six megacities maintains its own municipal administration.
These governments handle the large volume of local work that does not require direct planetary oversight, including neighbourhood planning, local transit, waste management, public facilities and the implementation of Crown policy.
Because each city contains hundreds of millions of residents, municipal administrations have considerable practical autonomy and make many decisions locally.
That authority is delegated rather than sovereign. Planetary law takes precedence over municipal regulation, and the Crown Administration may intervene when local decisions affect strategic infrastructure, planetary finances, intercity obligations or broader public welfare.
Each city's specialisation also shapes its administration. Vardran works closely with the defence establishment, Ortheon with planetary engineering bodies, and Tressan with customs and logistics, with similar relationships developing elsewhere according to local needs.
07 ◆ LAW & JUSTICE
Gan Moradir maintains a professional court system covering civil, criminal, commercial and administrative law.
Judges and senior judicial officials ultimately exercise authority derived from the Crown, although the courts operate with substantial independence in ordinary proceedings.
Most cases are handled by lower and municipal courts. Serious matters and appeals move through the higher Crown courts, with the central appellate court in Merovar serving as the highest ordinary judicial authority.
The Sovereign Prince remains the final source of legal authority and may grant pardons, commute sentences or intervene in exceptional cases.
Such intervention is rare. Much of Gan Moradir's political and commercial stability depends on citizens, institutions and businesses being able to expect laws and contracts to be applied consistently.
08 ◆ CROWN, HOUSE & TREASURY
The Crown Administration, House Varellan and the reigning sovereign's private estate are legally and financially separate.
The Crown Administration controls taxation, public revenue, planetary reserves, state property and government expenditure.
House Varellan controls the dynastic estate and its private commercial interests, including Deepstar Holdings.
The same person may serve as Sovereign Prince, head of House Varellan and ultimate owner of the family's private holdings, but those positions do not combine their finances. Deepstar revenue does not automatically enter the planetary treasury, and Crown officials cannot treat Varellan property as a public asset.
House Varellan may still use its own wealth to support public works, emergency relief, hospitals, infrastructure or other civic projects. When it does, the expenditure remains private rather than part of the state budget.
This distinction was especially important during the Vardran water crisis, when Sovereign Prince Olasen Varellan used the family's own fortune to purchase large quantities of offworld water instead of drawing the cost from public reserves.

10 ◆ HISTORICAL INFORMATION
The Crown Administration developed from the civic institutions created by Gan Moradir's earliest colonists.
From the beginning, settlement required a high degree of coordination. Water extraction, storage, distribution, food supply and basic infrastructure could not be managed entirely at the household level, so local administrations grew alongside the expanding population.
House Varellan became increasingly involved in those institutions over successive generations.
Family members repeatedly held civic and administrative positions, while the Varellans' growing commercial wealth allowed them to support water systems, hospitals, housing, public works and emergency supply from their own resources.
They were not originally hereditary rulers. Varellan political dominance emerged gradually through repeated periods of leadership, growing public confidence and the family's close association with the development of the settlements.
Imperial occupation during the Galactic Civil War disrupted much of Gan Moradir's ordinary government. Food shortages, armed resistance and damage to water infrastructure during the instability surrounding the Imperial withdrawal left a lasting impression. The experience strengthened local support for durable institutions, reserve capacity and planning for periods when outside assistance might not be available.
As the six settlements grew into major cities, planetary administration became more centralised. Powers once divided between local councils, emergency committees and individual civic leaders were increasingly brought together so that infrastructure and resources could be managed across Gan Moradir as a whole.
Varellan leadership eventually became hereditary, giving rise to the modern monarchy.
The administrative system beneath it remained in place. Over time, those institutions were formalised as the Crown Administration, with the sovereign holding final authority while professional officials handled the increasingly complex work of governing the planet.
The civil service continued to expand until it reached the departmental structure used today.
The reign of Sovereign Prince Olasen Varellan is generally remembered as a stable period. His response to the Vardran water crisis became especially important, both for the city's recovery and for relations between Houses Varellan and Brelm.
Olasen used House Varellan's private fortune to pay for the immense offworld water purchases needed to support Vardran and restore its depleted aquifer. The decision also reinforced the distinction between public expenditure and money voluntarily committed by the dynasty.
Olasen's declining health increasingly limited his ability to sustain the daily workload of sovereignty, leading to the appointment of his eldest child, Arcelon Varellan, as Prince Regent.
Arcelon assumed much of the practical burden of government while Olasen remained Sovereign Prince. His regency has concentrated on maintaining the stable foundation he inherited while making targeted improvements, including faster lower-city renewal, greater redundancy in critical water infrastructure and a broader range of interstellar supply relationships.
The basic structure of the Crown Administration has remained unchanged.
At its core is a long-standing Gan Moradiri assumption: the planet depends on systems that must keep working over generations, and its government must be capable of acting when those systems are placed at risk.
