Bastille's proposal was now in the hands of the Viceroyalty, no longer for deliberation but for deciding. He had seen clearly that while some had pet their minds open and had made their decision, whichever it was, others' hearts were hardened to the message he and Alban were trying to convey. They saw nothing but corruption and schemes where there were none, and in that, they would be lost.

As he cast his vote in favor of the bill, he wondered how the histories and annals of the galaxy would look down on this session. Would it be seen as the start of a pioneering venture spearheaded by the new and rightful caretakers of the galaxy, the Confederacy? Or would it be forgotten as yet another plan for development and creation stymied by the rot that was bureaucracy?

When the results of the vote would be announced, then the Galaxy would know the true nature of those who led the Confederacy; whether they had true, grand visions for the future, or were comfortable in their complacency.

Draconis would watch and listen intently as others would speak, and then, Mr. Roble himself would take the floor. He would field the questions before him with a certain level of tact, but also without much if any gusto. Which puzzled Draconis as he couldn't fathom a life where one wouldn't put every fiber of their being into everything they did. What was the point about being so reserved, holding yourself back? No matter. He apparently fielded the questions well enough as now someone was calling for the session to go to a vote. Draconis would listen to the stipulations, and quite satisfied that his suggestion had been added, would look down at the datapad, and press the yes button.

He would look forward to the growth this would bring the Surric System. The job creation alone would propel the system back into a fully recovered state, and would allow for the government's finances to finally cover the costs of cleaning up the remains of their terrible civil war. He couldn't wait for this project to begin.

It was not his place to speak.

For his merits, the Viscount of Illyria was given a special position. Not that it was a position of extreme importance or power. In fact, it was little more than acting as the mouthpiece of the King and the High Court.

Confederate law was an interesting thing indeed. However, due to His Majesties roll in The Presidium, he was unable to officially vote for the planet of Illyria. In the past the planet would proxy its votes, however lately the politics of it all had been grown to become more than a simple proxy could handle. No, a knowledgeable body must inhabit the seat of the Illyrian people and that person would be Raphael of House Boucher. The thought of Illyria's Bloody Butcher being involved in the politics of this Viceroyalty?

Laughable.

Nevertheless, a simple thought from the King revealed the vote Raphael would cast.

The question had been called for. Deliberation and debate was over, and it was time to cast a vote. Daegon moved to the monitor which was in his pod. There was still too much about this project which Daegon did not like. Too many politicians were trying to remake the Confederacy into something it did not need to be. Had the Southern Systems been largely independent from reliance on foreign trade, yes. Were they in need of new hyperlanes to stimulate their economy, that remained to be seen.​
Daegon could only agree on one point, people needed jobs. That one point did not justify the construction of new hyperlanes. There would be other ways to create jobs, current infrastructure which needed to be maintained and rebuilt. Border security measures to consider. If the galaxy was at war droid production would increase, ships would need to be built. The war machine would be in full swing. Yes, the Viceroy knew he would likely be seen as casting a vote against creating jobs, but as a business man he simply could not agree with the proposed numbers which he was seeing. The task was more than two companies could maintain with any sustainability.​
The lack of sustainability would kill jobs, and cost the Confederacy financially.​
The Demon voted the only way could.​

Hester nodded to herself. She took in the essence of the assembly and brought herself to vote. She saw such merit in the proposal. But in its current form, she simply couldn’t give her assent.

Hester didn’t dislike Bastille Rommer Bastille Rommer . She admired his tenacity. She admired his courage and forthright attitude. She would approach him for further consolation after this session. They could achieve so much together.

But not this. Not as it was.

Vanir had listened, even when that idiot decided to take off some of his clothing, pity he couldn’t erase the sight from his mind. Yet even when the head of the company stepped in to give his voice, the Lopar hadn’t changed his mind. No. As much as he liked the idea, something said to hold back. It wasn’t fear, this proposal just didn’t sit well with him, not at all.

He didn’t even hesitate, his response was a swift Nay

He then sat back, pulling out a data padd and starting on other business. He had his own planet to attend to after all and if Rommer contacted him after this he wanted to have everything just waiting for his stamp. He had a private bet going that the remarks he made about his people suffering was a lie and instead he was using it to try to manipulate with a sympathy move. Pity he hadn’t been close enough to smell if it had been a lie or not. Still, even if he wasn’t contacted, he would have everything in place for the next time he offered to take in others.
 
In its current state, the bill was one that Ukio could not support.

The benefits were too greatly weighted to benefit one world and one corporation, rather than the whole of the Confederacy. And, while Agravain harbored no ill will for having concern for one's people, he could not in all good conscience support Project: Starbound in its current iteration. Thus, he tapped upon his datapad with finality.

Ukio voted Nay.
 
As the vote was called Valeria watched the expressions of others.

The bill was one that Valeria could not support, in this case more because of the Viceroy behind it more then the bill itself though the bill did have numerous issues and it seemed keen on benefitting one group of people, or really just the puppet master Alban Roble perhaps, in any case Valeria tapped on the datapad and confirmed her vote.

Valeria voted Nay.

After the votes had been cast and counted, the Speaker, at last, stood up once more to address the Viceroyalty. "The nays have it," he announced to the chamber. "Viceroy Rommer will be given an opportunity to introduce an amended bill for further consideration. If the amended bill receives the necessary nomination, it will be voted on. After then, the meeting will be adjourned."

Instead of taking a seat, the Speaker turned to Rommer, awaiting the Viceroy on whether or not he would seek to pass an amended bill.

Bastille bowed his head in solemnity as the results were announced. Bastille had not been surprised, but he still felt. . . let down.

But there was still one more chance. He would have to make concessions, but there was a possibility that they might be enough to assuage the fears of what would be former opponents and curry favor of the bill. A notification on his datapad indicated that Roble had already updated the Bill, and as the Speaker continued to talk he quickly scrolled through it, noting the changes and amendments that had been made. When at last the Speaker turned to him, Bastille stood once more.

"Fellow Viceroys," he began, "Your word has been made clear. But before we adjourn, I would like to introduce an amended bill for your consideration." As he spoke, he pressed a button that sent a transcript of the revised bill to the rest of the Viceroyalty. "In this amended bill, funding for the project would initially come from the brokerage of government-issued bonds, which will be repaid by the increased tax base and economic activity from the upgraded infrastructure this project will result in. Sovereign systems will also retain the rights to subcontract construction with corporations of their choice. Typically, this will manifest as collaborations with local corporations as recommended by the local system and/or the Ministry of Commerce, operating under the oversight of Roble Manufacturing, ensuring that the efforts of this project bolster local economies."


"In addition, provisions for an impartial committee review process of the proposed hyperlane network has been added, to ensure that none are taken advantage of. I know that there are concerns about which star systems would be benefited from these measures, and in response, I say this: Every system, every planet represented in this body has nothing to lose and everything to gain from Project: Starbound. Every inhabited world of the Confederacy will be benefited from the infrastructural upgrades that Project Starbound will implement, even more so for worlds that find themselves on the fringe of traveled space."
The latter words were directed to the Viceroy of Ukkio and Illyria respectively, knowing their position both in astronomic and political terms. He cast his gaze around the room, watching as some Viceroys read through the bill and as others listened to his words, Bastille closed his appeal. "If there are no objections, then I call for a vote to be taken on this amended bill."

Improvements.

The initial round of voting had been concluded, with an overwhelming number of votes in the opposition. Without modification, Project: Starbound would have been dead in the water. However, the Viceroy of Ra'Katha seemingly hearkened to the feedback of his fellows. Rather than adjourn the session, he rose and addressed the Chambers once more. This time, he presented an amended bill that seemingly addressed the concerns that had been raised during the initial round. Agravain paid very little heed to the man's words and instead directed to the finite wording of the bill itself. It took little more than awaiting the chime to sound on his datapad and scrolling through the document.

Firstly, a listing of worlds - outside of Ra'Katha - that would see the most benefit were provided. Clearly illustrating that the venture was not solely focused upon bringing prosperity to the Viceroy's own pockets (or the pockets of his people alone, for that matter.)

Second, assurances had been made that the planets would be able to rope in additional corporations to aide in the venture as their systems became involved. Therefore, the effort would not solely benefit Roble Manufacturing. The amendments directly addressed the concern of self-service, which seemed to be the greatest issue raised by the Viceroy of Ukio and his peers. Thus, after concluding his reading, the Overliege rendered a nod of satisfaction. Though his exposure to Bastille Rommer thus far had provided quite the...what was a polite way of saying stuck up...impression, he at least had enough brain cells firing to make a proper amendment.

Thus, with but the push of a button, support was given from Ukio.

Yay.

Hester reread the bill. Rommer was a shrewd man and it had surprised her to see him back down to make the concessions needed to please his dissenters. Whatever the case, the bill now had the chance to please even more people, generate even more jobs and, most importantly, enjoy even more oversight from the Viceroyalty.

She voted YAY.

The Viceroy of Illyria began to sip at the glass of water he'd just poured for himself. Curious eyes gazed up as the speaker declared that the vote had ended in denial. He was not surprised. Had he been the one to craft this bill he would have read the room and saw that the vocal majority was against such an idea. Raphael was surprised to find that the Viceroy who undertook the bill was not content with it's denial. The Head of House Boucher could not help but offer an interested smile at the man when he amended the parameters of his plan.

How admirable.

When Bastille revealed his new plans for the bill, Raphael chuckled a bit. "If you knew such a thing was possible, why attempt to offer the first set of terms? Any man would see they would not be well received." His words were a mere afterthought really, because following Bastille's amended presentation Raphael looked down to the console before him and selected his vote.

Yay.

Jordar had been waiting, not making his voice heard they had plenty of individuals that would point out the flaws in the bill, it was no surprise to him as the vote concluded and the measure was defeated, surely Bastille Rommer Bastille Rommer had accounted for this outcome? Jordar got his answer with an amended bill whos terms he would be more than happy to support, he tapped the button in front of him confirming his support for the measure in a vote of yay.

Draconis would be almost baffled by the response given by the speaker, that the bill in question had been defeated. How could these Viceroys not just have his proposed amendments just put into the bill? Why couldn't they realize that something of this nature when properly undertaken and managed with the brightest of minds with the purest of hearts benefited all of their countrymen? His fist tightened as he felt his face go flush from the proposed answer of his constituents. Surely they were not so short sighted to just deny it all on principle and perceived corruption? They were the Viceroyalty for the Force's sake! If they didn't do something-

And then Bastille took their criticism in mind, particularly his suggestions and added them into the bill. And then resubmitted it to the floor for voting.

WHAT IN THE BLOODY BLUE BLAZES?!?!?!?!

What, what kind of a farce was this?!?! If they knew it was going to be rejected because it lacked proper language why not put that language in before submitting it to a vote?!?! Where was the sanity? This call for a vote beforehand was a complete waste of time because bureaucrats thought it necessary to just vote on it and make sure it was truly not going to pass, WHEN THEY HAD THE SOLUTION TO FIX THIS AND AVOID WASTING THE TIME IN THE FIRST PLACE!?!?!? Draconis could feel his blood pressure raise at the very thought. The inefficiency. The absolute waste they had just committed. Were they not listening to him? Were any of them actually listening at all? What was the point of any of this, if they were going to waste all of this time, blustering and speaking and posturing if the end product would take this long for something that was so relatively easily to be passed?!?!?!?! What about really important issues would that take days? Weeks? Months even?!?! Just how bloody inept was this body of politicians that they were so stuck in their ways and unable to adapt with concerns, questions and suggestions that were given during the debate?!?!?! It was any wonder the CDF showed up when the did during the Surric Civil War! These pompous kath hound dung for brains clowns probably spent the whole time DEBATING WHETHER THE SYSTEM WAS WORTH SENDING HELP TO! Draconis was so physically angry right now at this display of folly, that his aide had to reach over and lay a hand on his shoulder.

"Sir I think it would be most unwise for you to leap out of your seat and beat the Viceroy of Ra'Katha for being quite short sighted," He would whisper.

Draconis would sigh audibly, making a mental note that when he left he needed to go practice more mixed martial arts to work out his frustrations with being a Viceroy-Elect. Because one thing was certain.

If this was the accepted standard for conduct in the viceroyalty, Draconis knew he'd have to stay to get these children to get their affairs in order and stop wasting SO. MUCH. TIME.

Draconis would look down at the screen again asking for a vote once more, and this time with a bit of irritated force, would push the Yay button again. Muttering under his breath at how stupid this was that they couldn't just fix it, and get it right the first time. To help himself relax during this, he just pictured himself in whatever time it took to get out of this miserable back to the gym, practicing with his own combat droids. He'd tape a picture of a few of these Viceroys' faces on them to make it that much more cathartic.
