GENERAL INFORMATION
Unit Name: Sith-Imperial Revenue Collection Authority (SI-RCA)

Affiliation: The Sith Empire

Description:
In general, each planetary government within the Sith Empire is charged with collecting their requisite taxes from the local population. and preparing it for transport to the Imperial treasury worlds. When the populace refuses to pay or attempts to shortchange the Emperor, the Sith-Imperial Revenue Collection Authority are deployed. Their mission is simple - collect the unpaid taxes through any means necessary and remind the local population what happens when the required payments are not made.

The Authority is also responsible for transporting physical currency to Imperial treasury worlds using their fleet of specialised Usury-class Treasury Ships.

While they are a military force, the Authority is also a galactic revenue service, which is reflected in their training. Induction training is around five months, which includes six weeks of infantry training followed by three and a half months of instruction in accounting, appraisal, and taxation regulations, and galactic law.

Authority personnel carry standard issue Sith-Imperial military equipment and are attired in a distinctive white variant of the regular Legionnaire Mk. III Armour. They wear the same rank plaques as Legion personnel, with insignia of the SIBC worn in place of Legion insignia on their uniform.

The Authority is commanded by a High Treasurer (Lieutenant General-equivalent) holding the title Chief Revenuer of the Empire. The Authority is subdivided into four Oversector Groups for around 160,000 members each, each commander by a Treasurer-General (Major General-equivalent) holding one of four titles:
  • Deputy Revenuer of Oversector I
  • Deputy Revenuer of Oversector II
  • Deputy Revenuer of Oversector III
  • Deputy Revenuer of Oversector IV
The four Oversector Groups are supported by a small headquarters formation of around 10,000 staff based on Mygeeto which is led by a Staff Treasurer Colonel (Lord Colonel-equivalent).

Each Oversector Group is responsible for the collection of taxes within their respective Oversector. Headquarters oversees the collection of taxes from the geographically separate Sith-Imperial tributaries with support from the Sith Legion and Sith Armada, while vassal states are the responsibility for the nearest Oversector Group.

Combat Function: The Authority operates as the armed revenue collection agency of the SIBC, and are responsible for ensuring that regular payments are made by worlds within the Sith Empire.

Upon landing the Authority will secure the local government treasury and identify the officials responsible for underpayment, who are publicly executed the remind their colleagues of the consequences of short changing the Emperor. New officials are then appointed and kept under the watchful eyes of armed Authority personnel until they adequately demonstrate their loyalty.

Missing payments - plus additional taxes to cost the cost of deploying the Authority - are then collected. Planetary treasuries are raided for credits, and if these do not cover the debt, the Authority will begin going door-to-door to collect taxes directly from the local population. If a shortfall remains, valuable objects including crown jewels, artwork and relics are then rounded up. If the missing tax is still not fully covered, the Authority will get creative, and round up any materials that can be re-purposed by the Sith-Imperial war machine. Depending on the mood of the Authority commander, locals can be taken as slaves to over the bill.

The Authority uses fear rather than force to control the local population, arriving en masse heavily armed and conducting operations out in the open to demonstrate their cruel methods. If resistance is encountered Authority personnel will not hesitate to use deadly force.

If heavy resistance is expected, Sith Legion and Sith Armada forces are deployed to support the Authority and provide extra firepower. When the Sith invade new worlds it is common to see a small cadre of Authority personnel attached to the invasion force to help quickly establish a flow of revenue back to the SIBC treasuries.

Strengths:
  • Enter the taxman - as trained accountants and appraisers, Authority personnel are able to track down hidden credits and quickly evaluate and collect assets in order to repay tax owed to the Empire.
  • Reputation proceeds you - arriving in their trademark white armour the Authority drive fears into the locals, most of whom have heard about the cruel and violent means they use to collect payments, including the use of slavery.
Weaknesses:
  • Accountants with blasters - Authority personnel have limited military training and experience and are unable to overcome skilled enemy forces, instead relying on outside back-up.
  • We need covering fire! - the Authority does not have organic artillery, armour or air support assets, and rely on the Sith Legion and Sith Armada to provide protection in war zones.
  • Bloated bureaucracy - like all elements of the SIBC, the Authority can be slow moving at times, bogged down in paperwork and beholden to unnecessary protocol.

HISTORICAL INFORMATION
The Authority was established shortly after the Sith Empire nationalised captured IGBC assets to create the SIBC. The Sith Empire's expansive wars are an expensive exercise, and can only take place if taxes flow from loyal and subjugated worlds. While planetary governors are charged with ensuring that the Sith coffers are filled, the Authority was created to deal with underpayments and instil fear in planets who threaten to defy the SIBC’s demands.

Given they generally deal only with tax and revenue collection, the Authority does not have much of a public image. To date they have been largely successful in retrieving missing revenue and taxes, with the Sith Legion and Sith Armada swinging into action to wipe out planets who do not immediately bend to the demands of the Authority.

This weapon has Closed Market Affiliation. I'm aware the submitter has given TSE blanket permission to use Corondex gear, but said permission still needs to be linked in the Permission field. I believe it's logged in TSE chat (just type Corondex into search).

These ships are Limited Production. This is an Uncommon/Large unit. Per the template, it can use Minor and Mass Production Factory submissions, but not Limited.

Thank you for getting back to me so quickly. I apologise for the missing link - it has been corrected - and I've added the permissions from Corondex Arm (thanks for the suggestion, I would never have found it myself!)

I have also modified to Usury-class Treasury Ship to make it Minor production. My apologies to your esteemed Factory colleagues if this causes any issues for them.
