When the Sith Ascendancy first took over the planets of Scipio and Muunilinst they came to an agreement with the InterGalactic Banking Clan to allow the Muuns to continue to control and run their commercial operations with minimal Imperial oversight. But as the Ascendancy transformed into the Empire and the Sith expanded their domain from Kalee to Mon Cala, their eyes turned inward to reform their financial divisions to better stabilize their now massive state.

As per this thread, the IGBC had already moved its primary operations off of Muunnilist prior the arrival of the Ascendency and did not agree to work with the Sith Empire. Any deal struck then was limited to the local Muun Banking Clans.
