The declaration of the Zatitsisajak Heresy and the splintering of the Sith Order into Loyalists and Apostates was a divisive event for the Sith, and led to a campaign of slaughter across Sith-Imperial space. For the bureaucrats and governors of the Empire, these actions forced current security arrangements to be reviewed and additional steps taken to protect the Empire against the Apostates.
Seeing that the Sith’s attention would be turned toward their Civil War, a group of high ranking and trusted bureaucrats and governors came together to review the current security arrangements and put in place decrees to ensure that there was still an Empire left standing once the Sith bloodshed had ended. United by their devotion to the ideals of the Empire, these trusted officials pooled their expertise and experience to review issues arising from the Sith Civil War and to devise solutions, which were then transmitted through a collection of Edicts.

- Reception: Given the Edict related to security arrangements within the Empire, circulation was limited to senior bureaucrats, governors and military commanders. Governors of worlds neighbouring Agamar welcomed the Edict and the military support it would bring, while Governors of distant worlds harboured secret jealousy. Military and intelligence commanders, while unimpressed that assets sector-level assets were being reallocated to protect a single world, compiled with the Edict on orders from Grand Marshal Omarest Croscal, who had been appointed to secure the Empire and hunt down those who would oppose the Sith Rule of Order.

- Overview: On orders from Grand Vizier Korrit Zuthrix, a congress of senior Sith-Imperial bureaucrats and governors loyal to the Emperor was convened to discuss the security of the Empire in light of the Apostate Rebellion. The assembled officials debated a number of security issues facing the Empire and made a series of Edicts designed to bolster the defences of key worlds and increase the production of new experimental weapons.

- Article I
- By decree of the High Imperial Diet and Grand Vizier Zuthrix, Agamar and the surrounding regions of space are hereby proclaimed a Priority Sector.
- Priority Sector status commences immediately and remains in force until withdrawn by the High Imperial Diet, the Grand Vizier, or the Office of the Emperor.
- This status is given is recognition of Agamar as a vital element in the Sith-Imperial war effort against the heretical Apostates.
- Article II
- We request the immediate deployment of a Sith Armada systems fleet supported by an Sith Legion systems army to secure Agamar and the surrounding region against heretical incursions. Command of these forces shall fall to an officer of General, Admiral or Chief Air Marshal rank.
- We further request additional deployments, to be completed within four standard days, which will bring Armada forces to sector fleet strength and Legion forces to sector army strength. At this time command shall be transferred to an officer of Lord General, Lord Admiral, or Lord Air Marshal rank.

- All Saaraishash and Sith-Imperial Foreign Intelligence Agency personnel posted within the Agamar Priority Sector are requested to review current operations and submit plans to the Priority Sector Military Commander outlining how they will support the securing of Agamar against the Apostates.

- In addition to standard reporting lines, twice daily briefing shall be provided to Grand Moff Madelyn Lowe (Oversector I) and Grand Moff Aut-X (Oversector II, and Overseer of Armament Production on Agamar).
