    [SIZE=9pt]“The Agency”, SIFIA, or the [/SIZE][SIZE=9pt]Sith Imperial Foreign Intelligence Agency[/SIZE][SIZE=9pt] is a network of spies and information-smugglers working outside of the Sith Empire’s borders to gather intel about the world, particularly information other agencies would prefer the Empire not to have. By their very nature they are a highly secretive agency and good at keeping their mouths shut. The exact span of their network is difficult to pin down, a safety measure should someone be captured and interrogated. The only known member is a walking mystery whose face has never been seen, he is known only as the Hand.[/SIZE]

    [SIZE=9pt]Hand:[/SIZE][SIZE=9pt] In one way, the Hand is the top boss of SIFIA. This individual is more of an organiser than a spy. He makes a point of not being known to any of his underlings, and some believe there is more than one Hand. His job is to move the pieces around so the information ends up in the right hands, and to make sure the Sector Administrators are in line. The only identifying trait of the Hand is a signet ring.[/SIZE]

  • [SIZE=9pt]Sector Administrator:[/SIZE][SIZE=9pt] The Sector Admins manage each their sector of galactic space, divided by the borders of dominant factions or perceived regional and cultural borders. The Administrators are the ones who formulate strategies and issue the orders. These are the real leaders of the spy network, united only by the directive of the Hand.[/SIZE]

  • [SIZE=9pt]Handlers:[/SIZE][SIZE=9pt] Handlers are senior spies whose job it is to make sure the spies and runners do their job and report back. Handlers often possess great knowledge of their area and their subordinates, their tactical input is vital to the formulation of strategies. They are the ones who report back to the Sector Administrators.[/SIZE]

  • [SIZE=9pt]Runners:[/SIZE][SIZE=9pt] The Runners are specialists in smuggling information across borders so that it falls safely into SIFIA hands. They report to their handler.[/SIZE]

  • [SIZE=9pt]Seeds: [/SIZE][SIZE=9pt]Brainwashed at a young age, seed-spies insert themselves into a community. They forget who they are until the Handler turns up and triggers their memories. While they take time to make, the seeds are invaluable. They report to their handler.[/SIZE]

  • [SIZE=9pt]Vagrants: [/SIZE][SIZE=9pt]Vagrants move from place to place. These are the quintessential spies who were never there to begin with. They report to their handler. [/SIZE]

  • [SIZE=9pt]Loose Change:[/SIZE][SIZE=9pt] “Loose change” refers to unknowing informants serving any section of the SIFIA hierarchy. These may be reporting to Seeds, Vagrants, Runners or individual Handlers, some even report directly to Sector Administrators. Their greatest asset is not knowing where their words end up.[/SIZE]

[SIZE=9pt]Membership:[/SIZE][SIZE=9pt] While they will use anyone, becoming a real member of SIFIA is difficult, and their intended purpose for you makes a great difference in when and how you are inducted. Vagrants and Runners are usually recruited from various official branches and then trained to become the perfect spy. Seeds are taken from orphanages, brainwashed, then carefully positioned in families, in new jobs, and the like.[/SIZE]

[SIZE=9pt]Dogma/Doctrines:[/SIZE][SIZE=9pt] Secrecy is key. Identities are well kept, names are not given, and you do not talk about work. Those who are loose lipped may quickly find themselves alerted of new incentive to not talk, or be entirely dispatched. Above all, members of SIFIA believe they do what they do to bring forth order and security without the constant loss of sentient lives caused by all out war, thereby maintaining a stable and united state.[/SIZE]

[SIZE=9pt]Curios:[/SIZE][SIZE=9pt] Members are forbidden from wearing anything that would draw attention to their job in the agency. The only one who is exempt from this is the Hand who is identified by his signet ring, portrayed with the wasp. Some important documents are stamped with the SIFIA sigil post transportation to ensure that credit is given where it is due, but no legitimate SIFIA documents are written or smuggled with the sigil present.[/SIZE]

[SIZE=9pt]The SIFIA network has its origins in The One Sith Empire’s old spy network, which merged with some private investigatory organs and the spy networks of the One Sith’s old allies. First, the operatives planned to stay as an unaffiliated entity, but when the Sith Empire flourished out of the ashes of nations past, they swore their allegiance. At the forefront of this reformation was the man they would come to know only as the Hand. He was the one who put the SIFIA network into its shape and organisation, and who managed to curry enough favour with the Imperial Court to be allowed to continue. He hand-picked the Sector Administrators, but none knew his name nor his face, only the signet ring of the wasp. [/SIZE]

[SIZE=9pt]In the years that followed, agents have been dispatched from the Empire’s borders mostly in the shape of refugees, traders, spacefarers, even recruits. They especially sought to infiltrate factions opposed to the Sith Empire and those whose allegiance was not yet determined, but another major project for them has been to infiltrate the trade on the major hyperlanes in order to create safe smuggling routes for the information they do manage to capture.[/SIZE]

[SIZE=9pt]While unaffiliated with either, SIFIA offers information to both the Saaraishash and the Sith Assassins as a sign of good faith. It is the belief of the Agency that all sectors of the Sith Empire must work together to create the perfect government, though they too keep their secrets close until trust is earned.[/SIZE]

[SIZE=9pt]You never know who is a SIFIA agent. Perhaps it is your friend, perhaps your boss, your wife, your lover, your teacher. It can be the person sitting right next to you, and it can even be you.[/SIZE]
